CALL TO ORDER A JOINT MEETING OF THE LOCAL FIRE AND POLICE BOARDS Chair Charles Erickson called the joint meeting of the Local Fire and Police Boards to order at 9:32 a.m. 2. ROLL CALL FOR THE JOINT MEETING OF THE LOCAL FIRE AND POLICE BOARDS Present: Mayor & Board Member Jerry Weiers City Manager & Board Member Kevin Phelps Board Member & Chair Charles Erickson Fire Board Member Paul Morales, Fire Captain Police Board Member Justin Harris, Police Officer Absent: Fire Board Member Anthony Love, Fire Engineer Police Board Member Cody Carmichael, Police Sergeant Staff Present: Jim Brown, Board Secretary & Director of Human Resources & Risk Mgmt. Vicki Moss, HR Benefits Administrator Mike Hamblin, Assistant City Attorney Tim Pirtle, Deputy Fire Chief John Davidge, Police Sergeant Nancy Rodriguez, HR Analyst Lisa Chill, Admin Support Supervisor, HR Other Attendees: Board Attorney Lesli Sorensen Court Reporter Donna Terrell 3. CITIZEN COMMENTS There were no citizens present. 4. PRESENTATION BY BOARD ATTORNEY ON SB1268 REGARDING THE CHANGES TO THE DEFERRED RETIREMENT OPTION PLAN (DROP) EFFECTIVE 7/6/2022 Board Attorney Lesli Sorensen gave an overview of newly passed legislation SB1268. The major components affect PSPRS Tier 1 members only (those hired prior to 1/1/2012): 1. Tier 1 members actively enrolled in DROP as of 7/6/22 (the effective date of the legislation) may extend the DROP period to a total of 84 months (at the employer's discretion). 2. Tier 1 members not yet enrolled in DROP who are eligible for normal pension may enroll in DROP for not more than 60 months. 3. Tier 1 members not yet enrolled in DROP that have 24.5 years of credited service AND are 51 years of age or older may elect to participate in DROP for up to 84 months. Ms. Sorensen advised that the Boards would not be responsible for making the determination as to whether members may extend the DROP period from 60 to 84 months - it is the employer's decision. 5. ADJOURN THE JOINT MEETING OF THE LOCAL FIRE AND POLICE BOARDS Chair Erickson adjourned the joint meeting at 9:41 a.m. 6. CALL TO ORDER THE POLICE BOARD MEETING Chair Erickson called the Local Police Board meeting to order at 9:54 a.m. 7. CITIZEN COMMENTS There were no citizens present. 9. APPROVAL OF THE MINUTES The Board approved the Public Safety Personnel Retirement System - Local Police Board Minutes of June 22, 2022 Motioned by Board Member Justin Harris, seconded by Board Member Kevin Phelps AYE: Mayor Jerry Weiers Board Member Kevin Phelps Board Member Charles Erickson Board Member Justin Harris Other: Board Member Cody Carmichael (ABSENT) Passed 10. NEW BUSINESS A. Board Secretary Jim Brown read the pertinent information and the following questions related to the reemployment of Eric Mendoza, a retired City of Phoenix Police Officer. Mr, Mendoza retired on January 1, 2021. He was hired by the City of Glendale as a Contract Police Property Evidence Specialist on March 29, 2021. 1. Did Mr. Mendoza retire (Normal or Disability) from his former PSPRS employer? The Board agreed by consensus that the answer is Yes. 2. Was Mr. Mendoza hired into a non-PSPRS position? The Board agreed by consensus that the answer is Yes. 3. Does this Board Acknowledge that the City of Glendale is not responsible to pay the ACR to PSPRS, but is responsible for matching contributions into ASRS? The Board agreed by consensus that the answer is Yes. B. Mr. Brown read the pertinent information and the following questions related to the reemployment of Brian Wilkins, a retired Glendale Police Officer. Mr, Wilkins retired on August 1, 2014. He was rehired by the City of Glendale as a Security Officer on February 14, 2022. 1. Did Mr. Wilkins become reemployed in any capacity by the City of Glendale before one year after his date of retirement? The Board agreed by consensus that the answer is No. 2. Was Mr. Wilkins hired into a non-PSPRS position? The Board agreed by consensus that the answer is Yes. 3. Does this Board Acknowledge that the City of Glendale is not responsible to pay the ACR to PSPRS, but is responsible for matching contributions into ASRS? The Board agreed by consensus that the answer is Yes. 11. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of records exempt by law from public inspection (A.R.S. §38-431.03(A)(2)); (ii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. §38-431.03(A)(3)); The Board voted to go into Executive Session. All attendees that are not members of the Police Board or supporting staff exited the conference room prior to the Executive Session. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION 13. CONSIDERATION AND POSSIBLE VOTE ON EXECUTIVE SESSION ITEMS A. Sergeant John Davidge confirmed that the following one (1) New Police Personnel has met the standards of the Glendale Police Department and the Arizona Peace Office Standards and Training Board (AZPOST). The Board voted to approve the admission of one (1) New Police Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions noted on the Pre -Existing Conditions Report: Mitchel Knoy Motioned by Board Member Justin Harris, seconded by Board Member Kevin Phelps AYE: Mayor Jerry Weiers Board Member Kevin Phelps Board Member Charles Erickson Board Member Justin Harris Other: Board Member Cody Carmichael (ABSENT) Passed B. Sergeant Davidge confirmed that the following two (2) New Police Personnel have met the standards of the Glendale Police Department and the Arizona Peace Office Standards and Training Board (AZPOST). The Board voted to conditionally approve the transfer of service credits in the Public Safety Personnel Retirement System (PSPRS) for the following two (2) new City of Glendale Police Personnel from previous employers, based on receiving updated Pre -Existing Conditions Reports: Monique Duran (City of Phoenix) Aaron Souza (City of Phoenix) Motioned by Board Member Justin Harris, seconded by Board Member Kevin Phelps AYE: Mayor Jerry Weiers Board Member Kevin Phelps Board Member Charles Erickson Board Member Justin Harris Other: Board Member Cody Carmichael (ABSENT) Passed 14. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 15. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Police Board will be held on August 24, 2022 at 9:30 a.m., in the 4th Floor Conference Room, located at 5850 W. Glendale Ave., Glendale, Arizona, 85301, 16.
