Ms. Woytenko said the proposed resolution would adjust residential solid waste rates effective
for bills issued on or*after September 1, 2022, January 1, 2024, January 1, 2025 and January
1, 2026 respectively and would add a temporary fuel surcharge effective September 1, 2022
through June 1 2023.
iTTIs. Woytenko said a financial analysis determined the division was in crisis due to the impact
of increases in fuel and insurance costs. The fuel crisis impact on the solid waste forecast
was presented to Council on June 28, 2022 at which time consensus was given for the
City

Ms. Woytenko said the fuel surcharge was temporary and would continue to be discussed
during the next budget process. She said the financial update had been presented to the
Citizens Utility Advisory Commission (CUAC) in May and the increases had been discussed at
the CUAC's August meeting.
Councilmember Tolmachoff asked for more detail on the escalation of the 5 -year rate
increases.
Ms. Woytenko said the following rate increases were adopted in November 2021:
January 2023
January 2024 - $1.00
January 2025 - $1.00
January 2026 - $0.90
Ms. Woytenko said the January 2023 and 2024 rate increases would be combined and would
go into effect on September 1, 2022. The 2025 increase would occur in 2024 and the 2026
increase would occur in 2025. In the end, it would be the same rate, it was just an
acceleration of the increases.

Ms. Woytenko said that was correct. The plan had been to draw down the fund balance.
Because of inflation, there was no fund balance to draw down, so the acceleration was
necessary because of increased insurance costs and expenses.
Councilmember Tolmachoff said the fund balance was incorrect when Council considered the
rate increases.
Ms. Woytenko said that was correct.
Councilmember Tolmachoff said the fund balance was Council policy. She asked about the
importance of maintaining a fund balance in the enterprise fund.
Ms. Rios said other cities with a healthy enterprise fund balance were able to absorb the
increases. The City's water enterprise fund had a large enough fund balance to weather the
storm and did not have to react so rapidly as did the solid waste enterprise fund. The fund
balance policy was very important and was considered a best practice.
Councilmember Tolmachoff said the item was on the Consent Agenda because it did not
require a public hearing, but she had pulled it so that residents could understand what was
happening. She was philosophically opposed to a 5 -year rate plan because of the volatility of
the economy. Rates should be adjusted ever 1 to 2 years.
Councilmember Clark said the fuel costs were decreasing. She asked if the costs continued
to decrease, was there a chance the rates would decrease.
Ms. Woytenko said the fuel surcharge was a temporary charge through June. It would be
discussed with Council during the budget process in March or April.
Councilmember Turner asked if the fuel surcharge would be tracked separately so that it couli,
be compared with actual fuel costs.

Councilmember Turner asked if money had been borrowed from the fund for the National

being advanced which left . balance due of $8 25,000 to the fund.
Councilmember Turner would have preferred to pay the entire loan amount back which might
have resulted in a smaller fuel surcharge.

Ms. Chapin said the proposed ordinance would authorize abandonment of two easements for
public utilities. The first was a water line easement at the Glendale Elementary Challenger
School to allow an addition. The second was in support of Sparrow Apartments at 51 st
Avenue and Bell Road. Staff was recommending approval.

Councilmember Clark said Council had approved several intergovernmental agreements with various
cities for use of the City's tax application program that accessed and interacted with the Department of
Revenue's tax data. She recognized Ms. Rios, the Budget and Finance Department and the
Innovation and Technology Department for creating an innovative program that worked for a lot of
cities and made interfacing with the State's tax data easier.
Councilmember MaInar said there would be a special Sahuaro District meeting at 6:00 p.m. on August
25th for residents who lived along the canal to discuss homelessness along the canal.
Vice Mayor Aldama recognized Ocotillo residents Lorraine and Bud Zomok for their diligent work
promoting Glendale. Ms. Zomok was dedicated to promoting and making the downtown better.

Vice Mayor Aldama had received feedback that the information at the workshop regarding the
Downtown Reinvestment Project update had provided clarity.
