The item was pulled from the Consent Agenda for separate consideration.
Ms. Bower read the item by title.
Mr. Bessler said the item regarded the Black Lot project, known as the 91 Cardinals
Development Project. The purpose of the agreement for engineering services was to develop
a 15% Design Concept Report (DCR). The DCR would provide options for traffic connectivity,
utility improvements, drainage upgrades, and displaced parking options to serve the proposed
91 Cardinals Development along with associated construction cost estimates.
Councilmember Tolmachoff said so far, the City had a series of agreements for the exploratory
exercise totaling $445,000. Things such as naming the project and conducting offsite work
were things that a developer did. There had to be some sort of vision before doing
offsite work. She did not think city government should be competing with private development
or investment. The City was out of its lane acting as a developer. She would be voting no on
the item.

A motion was made by Councilmember Joyce Clark, seconded by Vice Mayor Jamie
Aldama to approve item 19.
Councilmember Malnar disagreed with the comments made. He did not see the City as a
developer. It was providing internal processes that would make it more attractive to
developers. Council had decided to move forward with marketing the property. It might
not be the best way to proceed, but it would be beneficial, and the City would get a great
product that would benefit the citizens because of the revenue that would be generated
from the project. It would maximize the benefit to the public.
Councilmember Turner said he had yet to see any data that what was being done would
maximize or improve the value of the property. The things that were being done were
things that a developer would do once the property was purchased. It was not the role of
government.

Ms. Bower read the resolution by title.
Mr. Phelps said state law required the City to designate its chief fiscal officer when submitting
the Fiscal Year Expenditure Limitation Report to the Arizona Auditor General. The resolution
designated Budget and Finance Department Director Lisette Camacho as the City's chief
fiscal officer. However, Ms. Camacho had accepted a new position and would be leaving her
employment with the City. Staff was requesting that the resolution be amended to designate
Assistant City Manager Vicki Rios as the City's chief fiscal officer.
A motion was made by Councilmember Joyce Clark, seconded by Councilmember Lauren
Tolmachoff to amend the resolution to strike any reference to Lisette Camacho and
replace it with Vicki Rios.

Mayor Weiers opened the public hearing.
Ms. Perry said the request was to rezone the 84.6 -acre property from M-1 to PAD (Planned
Area Development). Luke Air Force Base had no objection to the project.
Ms. Perry said the PAD narrative included specific requests for adjustments to district
standards otherwise required in the existing M-1 zoning, which included:
. Adjustment of allowed building height from 30 feet to 56 feet
. A 45% lot coverage allowance
. Elimination of the screen wall requirement along the north and west boundaries with
Luke Air Force Base
. Landscaping would be placed 30 feet inside the property boundary to ensure the
observability of the perimeter clear zone.
Ms. Perry said the Planning Commission had recommended approval of the application and
the applicant had completed the required Citizen Participation Process. There were general
concerns regarding truck traffic impacting the residential development to the east. Staff would
work with the applicant to address the concerns.
Ms. Perry said the request was consistent with the General Plan and provided a mix of uses
which met the intent and purpose of a PAD. It developed an underutilized property and
provided an adequate level of service associated with the access points. It provided
dedications and traffic improvements and supported Luke Air Force Base's perimeter clear
zone.

Ms. Perry said the request was to rezone the 60.7 -acre property from A-1 (Agricultural) and
M-1 (Light Industrial) to PAD (Planned Area Development). The PAD proposed eight
warehouses totaling 780,600 square feet, accessed internally by a series of perimeter and
internal private drives.
Ms. Perry said the PAD narrative included specific requests for adjustments to district
standards which included:
*Adjustment of allowed building height from 30 feet to 56 feet
.45% lot coverage allowance
. Elimination of the screen wall requirement along the west boundary with Luke Air Force
Base
. Elimination of the 10 -foot landscape buffer along the west boundary
Ms. Perry said the Planning Commission had recommended approval of the application and

applicant had communicated with the community and the church to address the concerns.
Ms. Perry said the request was consistent with the General Plan and provided a mix of uses

dedications and traffic improvements and supported Luke Air Force Base's perimeter clear

Councilmember Clark addressed the stipulations. She said the first stipulation that the
development be in substantial conformance with the PAD booklet was a standard stipulation.
Ms. Perry said that was correct.
Councilmember Clark said the other four stipulations were specific to the property. The
stipulations were:
. Dedication of an additional 10 feet of right-of-way along Litchfield Road; and installation
of related half street improvements.

• Construction of right turn, deceleration lanes on Litchfield Road adjacent to the Stella
and Claremont intersections.
• Review and approval of traffic study by Maricopa County Department of Transportation
prior to Design Review approvals.
• Developer to provide 50% of the cost of the signal design and construction at the
Bethany Home and Litchfield Road intersection.
Councilmember Clark said the City and the developer had worked in good faith to address the
concerns. The applicant had addressed the church's concerns.
Ms. Perry confirmed that the applicant believed that the concerns had been addressed.
Matthew Garlick, Litchfield Park resident and representing Turning Leaf Church, spoke in
opposition to the item.

A motion was made by Councilmember Joyce Clark, seconded by Vice Mayor Jamie
Aldama to adopt Ordinance No. 02245.
Councilmember Tolmachoff verified there were multiple homeowners' associations in the
area and had engaged with the applicant. The residents should have been well aware of
what was happening.
Mayor Weiers said no one liked growth but it was helping the City and he hoped the issues
could be resolved.

INFRASTRUCTURE IMPROVEMENT PLAN AND LAND USE ASSUMPTIONS

Mr. Bessler said a public hearing was legislatively required prior to the consideration of the
ordinance to adopt the Transportation Infrastructure Improvement Plan (IIP) and the Land Use
Assumptions (LUA) that would provide the basis for calculating and then subsequently
adopting fees to ensure that growth paid its proportional fair share for the impacts to
transportation infrastructure. The ordinance to formally adopt the Transportation IIP and LUA
would be presented for Council adoption at the August 9, 2022 voting meeting.

ARIZONA, AUTHORIZING CASH AND APPROPRIATION BALANCE TRANSFERS
BETWEEN BUDGET ITEMS IN THE ADOPTED FISCAL YEAR 2021-2022 BUDGET.

Ms. Camacho said the FY21-22 total budget appropriation across all funds remained
unchanged with the action. It was consistent with the Cash and Budget Appropriation
Transfer Policy. Exhibit A contained the requested cash and appropriation transfers between
departments and funds.
Councilmember Tolmachoff asked why Street Bonds funds were being used for Fleet
Operations.
Ms. Camacho said only budget appropriation was being transferred and did not affect the
Street Bonds authorization.
Ms. Rios said no monies were being transferred. Street Bonds did not use all of its budget
authorization for FY21-22. It was only budget appropriation that was being transferred to
Fleet Operations. The actual money to pay for the increased costs of fuel would come from
whatever department or enterprise fund that used the fuel.

decrease from $1.7257 to $1.6701.
Councilmember Malnar said it was the 7th year in a row that the City had reduced its tax rate.

reflected one material weakness and an unmodified "clean" opinion for the Uniform Guidance
Report.

Ms. Woytenko said staff was requesting approval of the Fiscal Year (FY) 2022-23 Camelback
Ranch (spring training facility) Capital Repairs/Replacement (CRR) Program for an amount
not to exceed $1,464,049. Some of the projects proposed included phase 1 of stadium amp
and speaker replacement for approximately $250,000; two field replacements for
approximately $350,000; HVAC replacements for approximately $71,049; and resurfacing and
striping of parking lot B for $50,000.

Councilmember Clark clarified that negotiations were ongoing and there might be other
expenditures that would be paid by the City.
Ms. Woytenko said that was correct.
Councilmember Turner asked what the total spent was for FY21/22.
Ms. Woytenko said there was $900,000 left unspent but there were significant invoices still
under review. She anticipated that there would be unspent funds.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Clark congratulated Ms. Camacho on her new position and said she would be missed.
Councilmember Clark said no Council meetings would be held in July for the Council break.
Councilmember Clark reminded Yucca District residents that applications for funding from the Yucca
District Neighborhood Beautification Grant Program were due by June 30th.
Councilmember Malnar also congratulated Ms. Camacho and said her work for the City was greatly
appreciated.
Councilmember Malnar reminded residents to be respectful of their neighbors when lighting off
fireworks.
Councilmember Turner said it was the end of the fiscal year and the next Council meeting would not be
until August. He reminded everyone to keep cool, stay hydrated and to watch children around water.
Vice Mayor Aldama thanked citizens for being allowed to serve them. Council had worked with staff to
build a balanced budget and to make sure Public Safety had the resources it needed. Council had
expressed its commitment to Public Safety. There would be no de -funding of the Police Department.
Vice Mayor Aldama said to date, the Glendale Police Department had responded to 84,913 calls for
service and the Glendale Fire Department had responded to approximately 50,000 calls for service.
He was proud of both departments' service and bravery. Fire Chief Terry Garrison would be retiring
on June 30th, and he thanked him for his service.
Vice Mayor Aldama said City employees were the backbone of the organization and that was why
Council had approved a 5% cost of living increase and up to 2% performance pay. Fifty-nine

additional employees would be added in the next fiscal year. He thanked all employees.
Vice Mayor Aldama thanked the residents of the Ocotillo District. He said 37 miles of roads were
paved and re -striped in the District, and improvements had been made to rights-of-way that had not
been touched in over 20 years. The two community centers would undergo extensive refurbishments.
Improvements were made to downtown lighting and a new position was added to manage activities
and resources in the downtown that was previously managed by the Chamber of Commerce. He
would be sending an Ocotillo District update in July. He also thanked his Council Assistant, Janet
Hidalgo.
Mayor Weiers said the Maricopa Association of Governments (MAG) had been working on the 25 -year
extension of the County's transportation tax. After years of hard work, he was thrilled to report that last
week, the Arizona Legislature authorized Maricopa County to hold an election in March to extend the
transportation tax. He thanked MAG for its hard work and Council for its support. He also thanked the
City's Intergovernmental Programs Manager, Ryan Lee, for his hard work on the issue.
CITIZEN COMMENTS
Margaret Sanger, Glendale resident, commented on LGBTQQIP2SAA+ issues.
Yvonne Knaack, Phoenix resident, expressed concerns regarding the plans and public input for the
downtown reinvestment project and specifically the plans for Murphy Park.
