Mr. Johnson said the professional services agreement was for engineering services for the
Arrowhead Hospital (COG -50) and Sierra Verde Park (COG -51) wells installation for a total
amount not to exceed $1,888,433. The City's Groundwater Well Management Program
identified and prioritized new or replacement well sites and in consultation with the Water
Services Department, it was determined that Arrowhead Hospital (COG -50) and Sierra Verde
Park (COG -51) wells be constructed. The project would be constructed in two (2) phases over
multiple years.

12. AUTHORIZATION TO ENTER INTO A CONSTRUCTION MANAGEMENT AT RISK
AGREEMENT WITH MGC CONSTRUCTION INC.FOR CONSTRUCTION OF GMP1,
ARROWHEAD HOSPITAL (COG -50) AND SIERRA VERDE PARK (COG -51) WELLS
Presented by: Craig Johnson, P.E., Director, Water Services
Mr. Johnson said the construction management at risk agreement was for construction of
Arrowhead Hospital (COG -50) and Sierra Verde Park (COG -51) wells in an amount not to
exceed $8,158,027.45 over the entire term of the agreement. The City's Groundwater Well
Management Program identified and prioritized new or replacement well sites and in
consultation with the Water Services Department, it was determined that Arrowhead Hospital
(COG -50) and Sierra Verde Park (COG -51) wells be constructed. The project would be
constructed in two (2) phases over multiple years.

Ms. Bower read the ordinance by title. She said the proposed ordinance would reduce the
Citizens Transportation Oversight Commission membership from eleven (11) to seven (7)
members. The proposal would eliminate the four at large positions and retain the seven
mayoral/district appointments. The Government Services Committee was in support of the
recommendation.

Ms. Chapin said construction of public infrastructure was occurring at several locations
throughout the City. The improvements were being constructed by private entities as a
requirement of development. The owners of the private property had agreed to convey the
public rights-of-way to allow the City to maintain, operate, repair, replace and remove, if
necessary, the associated infrastructure.

Ms. Chapin said in conjunction with development on private property, existing water lines
might be removed, or it might become necessary to relocate the lines due to a change from

35. ORDINANCE 022-40
AN ORDINANCE OF THE MAYOR AND COUNCIL OF THE CITY OF GLENDALE,
MARICOPA COUNTY, ARIZONA, AMENDING THE GLENDALE CITY CODE CHAPTER 28,
ARTICLE III COMMUNITY DEVELOPMENT ADVISORY COMMITTEE AND DECLARING AN
EMERGENCY.

Ms. Moreno said the proposed ordinance would reduce the number of committee members
from twelve (12) to nine (9), allowed for the use of subcommittees for defined purposes, and
declared an emergency to make the changes effective immediately.
A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember
Bart Turner to adopt Ordinance No. 022-40.
Mayor Weiers said there was no emergency. The procedure allowed the ordinance to go
into effect in time for the next Community Development Advisory Committee meeting.

A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, ADOPTING THE FINAL BUDGET OF THE AMOUNTS REQUIRED FOR THE
PUBLIC EXPENSE FOR THE CITY OF GLENDALE FOR THE FISCAL YEAR 2022-2023,
SETTING FORTH THE REVENUE AND THE AMOUNT TO BE RAISED BY DIRECT
PROPERTY TAXATION AND ADOPTING THE CITY COUNCIL'S FINANCIAL POLICIES.

Ms. Bower read the resolution by title.
Mayor Weiers opened the public hearing.
Ms. Camacho requested Council review the proposed Fiscal Year 2022-23 (FY22-23) final
budget, conduct a public hearing on the final budget, and convene a special meeting to adopt
a resolution formally approving the final operating, capital, debt service, and contingency
appropriation budget. The total budget for FY2022-23 was $1.07 billion.
No one wished to speak.
Mayor Weiers closed the public hearing.
Mayor Weiers recessed the voting meeting and convened the special budget meeting.

Mayor Weiers said for the sixth straight year, the budget did not include an increase in the
property tax.

ADJOURN SPECIAL BUDGET MEETING AND RECONVENE REGULAR COUNCIL MEETING
Mayor Weiers adjourned the special budget meeting and reconvened the voting meeting.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Clark said the League of Arizona Cities and Towns was considering a resolution to
eliminate the requirement to hold a special budget meeting.
Councilmember Clark reminded Yucca District residents that applications for funding from the Yucca
District Neighborhood Beautification Grant Program were due by June 30th.
Councilmember Malnar provided follow up to the citizen comments received over the past few months
regarding code enforcement in the Granada Estates neighborhood. He said City staff had launched a
proactive initiative in 2019 to address code violations that included enforcement and education. The
9 -month effort resulted in 646 cases, designated over 80 residences as repeat offenders and
approximately 40 citations were issued. In response to therecent concerns, staff was diverting
additional resources to educate residents and address blighting conditions in Granada Estates.
Beginning May 31st, two senior inspectors were assigned to the area in addition to the regularly
assigned grid inspector. The efforts of 2019, going street -by -street, property -by -property, were being
repeated to address violations and educate residents. So far, 107 cases had been opened and there
had been a 50% immediate compliance rate. One civil citation had been issued, 40-50% of the
inspected properties had at least one violation and 25% of Granada Estates had been inspected. The
effort would continue through the fall. Councilmember Malnar said, even though Council was not
allowed to respond directly to the citizen comments made at meetings, Council was listening and action
was being taken
Mayor Weiers said the Westgate Entertainment District would be hosting a free fireworks display on
Sunday, July 3rd in celebration of the July 4th holiday.
CITIZEN COMMENTS
Warren Wilfong, Ocotillo District resident, commented on code enforcement of front yard parking and
the information provided in the City calendar regarding code compliance.
Joyce Capson, Sahuaro District resident, commented on code enforcement issues in the Granada
Estates neighborhood and the public records requests she had submitted.
James Deibler, Phoenix resident, commented on homeless issues and GlendaleOne.
Dave Goitia, Glendale Police Officer, thanked Council and City leadership for its unwavering support of
the Police Department.
Dawn Considine, Sahuaro District resident, invited Council to ride with her to view the code
enforcement issues she has been commenting about.
