Workshop Meeting Council Chambers City Council Mayor Jerry Weiers Vice Mayor Jamie Aldama Councilmember Joyce Clark Councilmember Ian Hugh Councilmember Ray Malnar Councilmember Lauren Tolmachoff Councilmember Bart Turner CALL TO ORDER Mayor Weiers called the meeting to order at 12;30 p.m. ROLL CALL Present: Mayor Jerry Weiers Vice Mayor Jamie Aldama Councilmember Joyce Clark Councilmember Ian Hugh Councilmember Lauren Tolmachoff Councilmember Bart Turner Absent: Councilmember Ray Malnar Also Present: Kevin Phelps, City Manager Michael Bailey, City Attorney Julie K. Bower, City Clerk Vicki Rios, Assistant City Manager Jack Friedline, Assistant City Manager Councilmember Malnar arrived after the roll was called at 12:31 p.m. WORKSHOP SESSION 1. COUNCIL ITEM OF SPECIAL INTEREST - MONOPOLE UPDATE #3 Presented by: Don Bessler, PWLF, Director of Engineering Ms. Bower read the item by title. Mr. Bessler provided the third update related to monopoles at various locations throughout the City. He gave a brief overview of past discussions and provided answers for six follow up items, as requested by Council. Vice Mayor Aldama asked how many monopoles and small cell poles were not stealth. Mr. Bessler did not have the number but explained most poles were not stealth. Vice Mayor Aldama requested information on the process to make existing poles stealth. Councilmember Tolmachoff recalled a previous discussion on a good neighbor policy. With Council consensus, she would like to further discuss the policy for poles on City property near residential homes. Councilmember Turner said regarding fire station 156, he felt there should have been more situational awareness as to the impacts of moving and increasing the height of the pole for the neighboring residents. Councilmember Clark was in favor of pursuing a good neighbor policy. There was consensus to pursue a good neighbor policy. City Council Meeting Minutes - June 14, 2022 Page 2 of 5 Vice Mayor Aldama commented on the work done by staff to create a policy for residents. Mayor Weiers requested that options be shared with vendors who installed the poles. Councilmember Tolmachoff asked if there were incentives that could be used to install poles that were more aesthetically pleasing. 2. PRESENTATION REGARDING CITY CODE CHAPTER 24 REVISION ON LOT SIZE DISTINCTIONS Presented by: Rick St. John, Deputy City Manager The item was pulled from the agenda. CITY MANAGER'S REPORT Mr. Phelps said ASM Global experienced record-breaking attendance and its highest grossing month of May for the arena. Over a two-week period, the arena had 63,000 attendees, hosted four premium concerts and a televised boxing championship. Mr. Phelps said the Commercial Real Estate Development Association (NAIOP), held its annual industry awards at the Arizona Biltmore. Several Glendale projects had received nominations and awards at the event. Mr. Phelps said the City received two unsolicited offers to purchase City -owned property.The offers would be discussed in executive session. CITY ATTORNEY'S REPORT No report COUNCIL ITEMS OF SPECIAL INTEREST Councilmember Tolmachoff requested a discussion regarding aligning development of City -owned property with the existing policy for the sale or disposition of City -owned property. Vice Mayor Aldama requested additional information on the upcoming City Hall renovation project specifically regarding the relocation of trees, bricks in the park and whether Council would be part of the design of the building. Councilmember Tolmachoff was in support of Vice Mayor Aldama's request. MOTION AND CALL TO ENTER INTO EXECUTIVE SESSION A motion was made by Vice Mayor Jamie Aldama, seconded by Councilmember Ian Hugh to hold an executive session. Discussion/consultation with the City Attorney and City Manager to receive an update, to consider its position, and to provide instruction/direction to the City Attorney and City Manager regarding Glendale's position in connection with city -owned property located at the Southwest corner of 91 st Avenue and Cardinals Way pursuant to A.R.S. §§ 38-431.03 (A)(3)(4)(7) . Discussion/consultation with the City Attorney and City Manager to receive an update, to consider its position, and to provide instruction/direction to the City Attorney and City Manager regarding Glendale's position in connection with property located at the Southwest corner of 95th Avenue and Cardinals Way pursuant to A.R.S. §§ 38-431.03 (A)(3)(4)(7) . Discussion/consultation with the City Attorney and City Manager to receive an update, to consider its position, and to provide instruction/direction to the City Attorney and City Manager regarding Glendale's position in connection with property located at 6832 N 58th Ave, Glendale, AZ 85301 pursuant to A.R.S. §§ 38-431.03 (A)(3)(4)(7) . Discussion/consultation with the City Attorney and City Manager to receive an update, to consider its position, and to provide instruction/direction to the City Attorney and City Manager regarding Glendale's position in connection with property located at Lamar Road and 79th Avenue pursuant to A.R.S. §§ 38-431.03 (A)(3)(4)(7) . Discussion/consultation with the City Attorney and City Manager to receive an update, to consider its position, and to provide instruction/direction to the City Attorney and City Manager regarding Glendale's position in connection with property located at Glendale Avenue and 54th Avenue pursuant to A.R.S. §§ 38-431.03 (A)(3)(4)(7) . Discussion regarding appointments and other matters relating to various boards, commissions and other bodies pursuant to A.R.S. § 38-431.03(A)(3)(4) A motion was made by Councilmember Ray Malnar, seconded by Councilmember Joyce Clark to adjourn the executive session.
