Ms. Perry said the site was approximately 0. 17 acres and was City -owned property, located
south of Glendale Avenue and west of the 115th Avenue alignment. The property was
currently within Maricopa County and was zoned RU -43 (Rural Residential).
No one wished to speak regarding the blank petition.

26. WIGWAM -SUNSET ANNEXATION APPLICATION AN -237 LOCATED SOUTH AND WEST
OF THE SOUTHWEST CORNER OF WEST BETHANY HOME ROAD AND NORTH

Ms. Perry said the Wigwam property was a 4.38 -acre site located south and west of the
southwest corner of Bethany Home Road and Litchfield Road. The current Maricopa County
zoning was RU43 (Rural Residential) and the proposal was to rezone the property to PAD

(Planned Area Development) as part of a larger project.

27. AGUA FRIA PARCEL 2 ANNEXATION APPLICATION AN -238 LOCATED SOUTH OF
GLENDALE AVENUE AND WEST OF THE 115TH AVENUE ALIGNMENT

Ms. Perry said the City -owned property was approximately 0.93 acres and was located south
of Glendale Avenue and west of the 115th Avenue alignment. It was currently within Maricopa
County and was zoned RU -43 (Rural Residential).

28. ORDINANCE NO. 022-36
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, REZONING 7.3 ACRES LOCATED AT THE SOUTHEAST CORNER OF
GLENDALE AVENUE AND THE LOOP 101 FREEWAY FROM A-1 (AGRICULTURAL) TO
PAD (PLANNED AREA DEVELOPMENT) FOR A DEVELOPMENT PLAN ENTITLED
"TANGER PAD"; AMENDING THE ZONING MAP; PROVIDING FOR AN EFFECTIVE DATE;
AND ORDERING THAT A CERTIFIED COPY OF THE ORDINANCE IS RECORDED.

Mayor Weiers opened the public hearing.
Ms. Perry said the request was to rezone approximately 7.3 -acres from A-1 (Agricultural) to
PAD (Planned Area Development). The property was located at the southeast corner of
Glendale Avenue and Loop 101. The proposed PAD had commercial land uses that included
an indoor recreational facility, 4 full-service restaurants, and a digital billboard. She said there
were unique development standards for the site which included:
. 15 -foot side setback
. 0 -foot rear setback (east)
.40 -foot maximum structure height
Ms. Perry said the zoning proposal was consistent in substance with the EMU (Entertainment
Mixed Use) land use designations and objective of the General Plan. It would create a
development unified by architecture, landscaping, signage and lighting with land uses that
complemented existing developments in the area. The proposed development standards
created compatibility with the existing Tanger Outlets and Westgate. An end user had not yet
been identified.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Clark said she would soon be announcing the Yucca Neighborhood Beautification
Grant Program. Yucca District residents who wished to complete a unique neighborhood
beautification project could apply for grant funds. Applications were due by June 30th.
Mayor Weiers attended the graduation of two participants of the City's Veterans' Court diversion
program. Judge DiPiazza had plans to join with other cities and make the City's Veterans' Court the
best in the state.
CITIZEN COMMENTS
Warren Wilfong, Ocotillo District resident, commented on circle driveway parking requirements and
violations.
Gary Livingston, Sahuaro District resident, commented on the City's food tax.
James Deibler, Phoenix resident, commented on homeless issues and additional bus stops.
Lynn Bulmer, Sahuaro District resident, commented on code violations and the lack of enforcement.
Dawn Considine, Sahuaro District resident, commented on the amount of time allowed to comment
and Granada Estates code violations and lack of enforcement.
Joyce Capson, Sahuaro District resident, commented on code violation issues and lack of
enforcement.
