1. CALL TO ORDER THE LOCAL POLICE BOARD
Chair Charles Erickson called the meeting to order at 9:30 a.m.

4. APPROVAL OF THE MINUTES
The Board approved the Public Safety Personnel Retirement System - Local Police Board
Minutes of March 23, 2022

S. NEW BUSINESS
Board Secretary Jim Brown read the pertinent information and the following questions
related to the reemployment of Mark Malinski, a retired Glendale Police Sergeant.
Mr, Malinski retired on April 30, 2021. He is being rehired by the City of Glendale as a Park
Ranger on May 8, 2022.
1. Did Mr. Malinski become reemployed in any capacity by the City of Glendale before one
year after his date of retirement?
The Board agreed by consensus that the answer is No.
2. Is Mr. Malinski being hired into a non-PSPRS position?
The Board agreed by consensus that the answer is Yes.
3. Does this Board Acknowledge that the City of Glendale in not responsible to pay the ACR
to PSPRS, but will be responsible for matching contributions into ASRS?
The Board agreed by consensus that the answer is Yes.
6. EXECUTIVE SESSION
Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an
executive session, which will not be open to the public, regarding any item listed on the
agenda but only for the following purposes:
(i) discussion or consideration of records exempt by law from public inspection (A.R.S. §
38-431.03(A)(2));
(ii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. §
38-431.03(A)(3));
The Board voted to go into Executive Session at 9:33 a.m.

A. The Board reviewed the Medical Evaluations for six (6) New Police Personnel:

B. The Board reviewed and discussed the Application for Accidental Disability Retirement,
along with medical records, submitted by Police Sergeant Thomas Psalidas.
7. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION
The Board reconvened in open session at 9:42 a.m.
8. CONSIDERATION AND POSSIBLE VOTE ON EXECUTIVE SESSION ITEMS
A. Police Sergeant John Davidge confirmed that the following four (4) new Police Personnel
have met the standards of the Glendale Police Department and the Arizona Peace Officer
Standards and Training Board.

The Board voted to approve the admission of four (4) New Police Personnel into the Public
Safety Personnel Retirement System (PSPRS) with any pre-existing conditions noted on
the Pre -Existing Conditions Report:

B. Sergeant Davidge confirmed that the following two (2) new Police Personnel have met the

The Board voted to approve the transfer of service credits in the Public Safety Personnel
Retirement System (PSPRS) for the following two (2) new City of Glendale Police Personnel
from previous employers, with any pre-existing conditions noted on the Pre -Existing
Conditions Report:

C. At the request of Sergeant Thomas Psalidas, who was not present, Mr. Brown read a letter
before the motion that was written by Sergeant Psalidas to the Board.
The Board acknowledged receipt of the Application for Accidental Disability Retirement
submitted by Thomas Psalidas and voted to order an Independent Medical Evaluation
(IME).

10. NEXT MEETING
The next regular meeting of the Public Safety Personnel Retirement System Local Police
Board will be held on May 25, 2022 at 9:30 a.m., in the 4th Floor Conference Room, located
at 5850 W. Glendale Ave., Glendale, Arizona, 85301.
11. ADJOURN THE LOCAL POLICE BOARD MEETING
Chair Erickson adjourned the meeting at 9:48 a.m.
