20. ORDINANCE NO. 022-33
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING THE EXECUTION OF A POWER TRANSMISSION EASEMENT
IN FAVOR OF SALT RIVER PROJECT AGRICULTURAL IMPROVEMENT AND POWER
DISTRICT ALONG THE WEST SIDE OF 67TH AVENUE, SOUTH OF ALICE AVENUE AND
DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THE ORDINANCE.

RENTAL PROPERTY), ARTICLE III (ADMINISTRATION AND ENFORCEMENT), BY
ADDING SECTION 29.1-50 (SHORT-TERM RENTALS) AND SETTING FORTH AN
EFFECTIVE DATE.

Ms. Bower read the ordinance by title.
Mr. St. John said the proposed ordinance would require owners of short-term rentals to
provide the City with emergency contact information. It also limited the use by prohibiting
commercial purposes and sober living environments.
Councilmember Tolmachoff asked how staff would notify owners of short-term rentals of the
new requirement.
Mr. St. John said there was software that would conduct a public database search of
short-term rental sites that would provide a mailing list of owners for staff.
Councilmember Tolmachoff asked if the City was doing everything it legally could to regulate
short-term rentals.
Mr. St. John said that was correct.

22. ORDINANCE NO. 022-35
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AMENDING THE GLENDALE CITY CODE, CHAPTER 25 (NUISANCES), BY
ADDING ARTICLE X (NUISANCE PARTIES AND UNLAWFUL GATHERINGS).

Ms. Bower read the ordinance by title.
Mr. St. John said the proposed ordinance would make it illegal for people that were occupying
or renting short-term rentals to host nuisance parties or unlawful gatherings. He said the
difference between the two was the criminal element. An unlawful gathering would include
such things as underage drinking or illicit drug use. A nuisance party would be a group of
adults not engaged in any illegal activity that were disturbing the peace and quiet of the
neighborhood.
Mr. St. John said many of the parties would require an extensive response by law
enforcement. The ordinance would allow the police chief to assess a fee based on the
response required. A citation would also be issued through the court that included a fine
schedule. The owner would only be subject to a fine if the City demonstrated that the owner
of the property was negligent or should have known that the activity was going to occur.

RESOLUTIONS
23. RESOLUTION NO. R22-47
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, ADOPTING A TENTATIVE BUDGET OF THE AMOUNTS REQUIRED FOR THE
PUBLIC EXPENSE FOR THE CITY OF GLENDALE FOR THE FISCAL YEAR 2022-2023;
SETTING FORTH THE REVENUE AND THE AMOUNT TO BE RAISED BY DIRECT
PROPERTY TAXATION FOR THE VARIOUS PURPOSES; ADOPTING CITY COUNCIL'S
FINANCIAL POLICIES; AND GIVING NOTICE OF THE TIME FOR HEARING TAXPAYERS
AND FOR FIXING TAX LEVIES.
Presented by: Lisette Camacho, Director, Budget and Finance
Ms. Bower read the resolution by title.
Ms. Camacho said the proposed resolution authorized the adoption of the Fiscal Year 2022-23
(FY22-23) tentative budget, including the proposed Capital Improvement Plan (CIP) and
provided notice to the public of the date for public hearings. The FY22-23 final budget
adoption and the property tax levy would be heard on June 14, 2022 at 5:30 p.m. and the
FY22-23 property tax levy adoption would be heard on June 28, 2022 at 5:30 p.m. Both
public hearings would be held in the Council Chambers.
Ms. Camacho said there were two changes to the tentative budget. The changes were in the
Water and Wastewater Fund. The contingency was reduced from $5 million to $2 million, and
the overall CIP was reduced by $12.1 million.
Ms. Camacho said the proposed tentative budget for FY22-23 was $1.07 billion and included
an operating budget of $546 million, a capital improvement budget of $288 million, a debt
service budget of $97 million, and a contingency appropriation of $139 million. The total
revenue budget was $874 million, and the total transfer budget was $208 million. The budget
did not include an increase to the primary property tax rate.
Mayor Weiers asked by how much was the property tax being raised.
Ms. Camacho said the property tax rate was not being increased, and it was actually
decreasing.

Councilmember Tolmachoff asked for an explanation of the changes made to the Water and
Wastewater Fund.
Ms. Rios said Water Services reduced some of its carryover for next year and a portion of the
CIP was spread out over additional years to accommodate the amount of work planned.
Because of additional costs, the contingency was reduced.
A motion was made by Vice Mayor Jamie Aldama, seconded by Councilmember Joyce
Clark to adopt Resolution No. R22-47.
Councilmember Tolmachoff said there was a lot of good stuff in the budget. From the very
beginning, she had expressed concern on the price tag for the City Hall remodel. She
expected fiscal restraint to be shown and that the public be included as the project moved
forward.
Councilmember Turner agreed with Councilmember Tolmachoff's comments.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Tolmachoff reminded Cholla District residents of Thursday's first annual Cholla District
barbeque at 5:30 p.m. at the Foothills Recreation and Aquatics Center.
Mayor Weiers said an induction ceremony was held last Friday night to recognize nearly 200 high
school students who had made the decision to enter military service. It was a very moving event and
was attended by over 800 people.
CITIZEN COMMENTS
James Greeley, Sahuaro District resident, commented on code violations in the Granada Estates
neighborhood.
Mark Schoenberger, Sahuaro District resident, commented on a nuisance residence.
Warren Wilfong, Ocotillo District resident, commented on parking issues.
