Mayor Weiers called the meeting to order at 12:30 p.m.

MOTION AND CALL TO ENTER INTO EXECUTIVE SESSION
A motion was made by Councilmember Ian Hugh, seconded by Vice Mayor Jamie
Aldama to hold an executive session.

EXECUTIVE SESSION
Council met in executive session at 12:30 p.m. for:
. Discussion/consultation with the City Attorney and City Manager to receive an update,
to consider its position, and to provide instruction/direction to the City Attorney and City Manager
regarding Glendale's position in connection with contracts, agreements and/or development
agreements of the area in, near and surrounding 91st Avenue and Cardinals Way that are the
subject of negotiations pursuant to A.R.S. §§ 38-431.03 (A)(3)(4)
. Discussion/consultation with the City Attorney and City Manager to receive an update,
to consider its position, and to provide instruction/direction to the City Attorney and City Manager
regarding Glendale's position in connection with property located at 6832 N 58th Avenue
pursuant to A.R.S. §§ 38-431.03 (A)(3)(4)(7)
. Discussion/consultation with the City Attorney and City Manager to receive an update,
to consider its position, and to provide instruction/direction to the City Attorney and City Manager
regarding Glendale's position in connection with contracts, agreements and/or development
agreements at 5745 W Glendale Avenue pursuant to A.R.S. §§ 38-431.03 (A)(3)(4)

WORKSHOP SESSION
1. COUNCIL ITEM OF SPECIAL INTEREST — BULK TRASH COLLECTION

Michael Carr, Deputy Director, Field Operations
Vice Mayor Aldama reconvened the workshop meeting at 2:20 p.m.
Ms. Bower read the item by title.
Mr. Carr provided an overview of the bulk trash collection's outreach and education program.

Vice Mayor Aldama asked why dirt and construction debris was not allowed in bulk trash.

Mr. Carr explained the type and weight of the material was difficult for the equipment to pick up
and be compacted in the truck.
Councilmember Tolmachoff asked for clarification on "four feet toward home".
Mr. Carr said the requirement was bulk material was not placed more than four feet toward the
home from the property line.
Councilmember Turner asked if the ten -foot pile limit was per residence or if there could be
multiple piles.
Mr. Carr said it was preferred that there was one ten -foot pile per residence.
Councilmember Clark suggested expanding the pile size to be up to twelve feet or allowing
multiple piles to accommodate larger properties.
Vice Mayor Aldama asked if the pile size increased, would it take longer to pick-up bulk trash
on a route.
Mr. Carr said there were currently no size limitations. Staff was proposing a limit be
established. The goal was to limit the piles to increase efficiencies for operators. Staff was
open to Council feedback on determining future pile sizes.
Councilmember Malnar asked if the pile sizes were mainly to increase efficiency.
Mr. Carr said that was correct. Staff was determining what was common throughout the
community then limiting the pile size to benefit operations.
Councilmember Malnar was not in favor of limits.
Ms. Woytenko said the intent was for the City to be fair and equitable. A frequency level could
be set to deter constant large pile pickups from the same residence.
Councilmember Turner said the issue was landscapers taking advantage of City services and a
better policing policy needed to be created. He did not want to limit the number of six-foot piles
set in front of a residence.
Councilmember Tolmachoff asked how many individuals were taking advantage of the service.
Ms. Woytenko said there were not many.
Councilmember Tolmachoff agreed to limit those who were abusing the system rather than
limiting everyone.
Councilmember Clark did not want to limit residents including large lot owners.
Councilmember Malnar expressed concern regarding the safety of a six-foot pile of trash.
Ms. Woytenko said staff would address the issue of the quantity of material.
Mr. Carr said the request was for piles to be stacked neatly and added the sweeper would be in
after the trash was picked up to clear up any scattered debris.

Councilmember Tolmachoff asked if items with glass were accepted.
Mr. Carr said no loose glass debris should be curbside.
Councilmember Clark asked what the current hourly rate was and how it was used for late or
early set out of bulk trash.
Ms. Woytenko said the rate was changed to a flat fee of $99, but it did not cover the cost of the
work done. The proposal was to determine a rate that was appropriate to cover costs.
Mr. Carr said 8,813 enforcement tags were issues for untimely set out and of those, 362
residents were charged for collecting the material.
Mr. Carr demonstrated the Solid Waste Route Status Live Update Program. The tool was
created in an effort to collect more data to improve operations. It was located on the bulk trash
page on the City's website.
Councilmember Clark asked if there was a way for residents to be alerted when bulk trash
pick-up was behind schedule.
Ms. Woytenko said the City was working on a tool to send out notifications to residents.
Vice Mayor Aldama clarified the live route update tool was created by the IT department.
Ms. Woytenko said that was correct.
Councilmember Clark asked if there would be an education campaign prior to enforcement of
the proposed rules.
Mr. Carr said if approved, staff would be implementing a robust outreach to educate customers.
Councilmember Turner asked how many times per year customers would be contacted.
Mr. Carr said there would be contact twice a year to distribute a door hanger and a magnet.
Councilmember Turner stressed the need to physically drive into neighborhoods to ensure the
door hangers were distributed and seen.
Councilmember Malnar agreed the use of magnets was effective.
Councilmember Tolmachoff asked if an update to the City Code was required to address the
abuse of bulk trash.
Ms. Woytenko said staff would return with the recommended changes to Chapter 18 of the City
Code.
Councilmember Malnar requested when the website was updated with the new bulk trash
information, that GlendaleOne also be updated.

CITY MANAGER'S REPORT
Mr. Phelps said downtown's lighting program using the cafe lighting was almost complete. The
program was in the programing and testing phase and information on a lighting ceremony would be
shared once ready.
Mr. Phelps said on June 18th, Father's Day weekend, the downtown business, Retail Therapy
Arizona, would be showing a Spiderman movie at 7:30 p.m. in the amphitheater as part of its Move at
Murphy Park series. Additional event dates were planned for July 9, August 13 and September 10.
Mr. Phelps said a Juneteenth event was being planned through the special event application process.
The Glendale kickoff to Juneteenth 2022 was scheduled for June 11th from 8:00 a.m. to 9:00 p.m., at
the Murphy Park amphitheater. There would be performances, various vendors and food trucks
throughout Murphy Park.
Mr. Phelps received notification from the Healthy Arizona Workplaces program that City had been
awarded platinum status for its healthy employee initiatives.
