1. CALL TO ORDER A JOINT MEETING OF THE LOCAL FIRE AND POLICE BOARDS
Chair Charles Erickson called the joint meeting of the Local Fire and Police Boards to order
at 9:30 a.m.
2. ROLL CALL FOR THE JOINT MEETING OF THE LOCAL FIRE AND POLICE BOARDS

3. CITIZEN COMMENTS
There were no citizens present.
4. INTRODUCTION OF THE LOCAL BOARDS' NEW INDEPENDENT LEGAL COUNSEL
Board Secretary Jim Brown introduced attorney Cynthia Kelley of Ryan Rupp Underwood &
Pacheco, P.L.C., the newly contracted independent counsel for both Boards. Each Board
Member and supporting staff introduced themselves to Ms. Kelley.
5. DISCUSSION OF THE NEW PSPRS MODEL RULES & THE CURRENT LOCAL
BOARDS' BYLAWS AND POSSIBLE ACTION
Because of changes to the statutes related to the PSPRS effective January 1, 2022, the
PSPRS Board of Trustees adopted Revised Model Uniform Rules of Local Board Procedure
on December 22, 2021. Ms. Kelley stated that she had taken the existing Bylaws of both
Local Boards that had been adopted on February 27, 2019 and compared those to the new
PSPRS Model Rules and created a "red -line" version with the necessary changes.
Board Members and Ms. Kelley discussed the changes and the Local Boards voted to
adopt the updated version of their Bylaws.

11. NEW BUSINESS
There was no new business for open session.
12. EXECUTIVE SESSION
Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an
executive session, which will not be open to the public, regarding any item listed on the
agenda but only for the following purposes:
(i) discussion or consideration of records exempt by law from public inspection (A.R.S. §
38-431.03(A)(2));
(ii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. §
38-431.03(A)(3))
The Board voted to go into Executive Session at 9:44 a.m.

B. The Board reviewed and discussed the Application for Accidental Disability Retirement,
along with medical records, submitted by Francisco Martinez.
13. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION
14. CONSIDERATION AND POSSIBLE VOTE ON EXECUTIVE SESSION ITEMS
A. Police Sergeant John Davidge confirmed that the following eight (8) new Police Personnel
have met the standards of the Glendale Police Department and the Arizona Peace Officer
Standards and Training Board.
The Board voted to approve the admission of eight (8) New Police Personnel into the Public
Safety Personnel Retirement System (PSPRS) with any pre-existing conditions noted on
the Pre -Existing Conditions Report:

16. NEXT MEETING
The next regular meeting of the Public Safety Personnel Retirement System Local Police
Board will be held on April 27, 2022 at 9:30 a.m., in the 4th Floor Conference Room, located
at 5850 W. Glendale Ave., Glendale, Arizona, 85301.
17. ADJOURN THE LOCAL POLICE BOARD MEETING
Chair Erickson adjourned the meeting at 10:05 a.m.
