Ms. Perry said the request was for a Minor General Plan Amendment from MDR -5 (Medium
Density Residential 3.5-5.0 dwelling units per acre (du/ac)) to HDR30 (High Density
Residential 20-30 du/ac) and a zoning change from A-1 (Agricultural) to PAD (Planned Area
Development) to allow for a gated residential mixed-use development consisting of
multi -family housing and condominiums with residential amenities, open space areas and lush
landscaping.
Ms. Perry said the allowed uses were condominiums and multi -family residential with the
following:
. Maximum lot coverage of 75%
. Maximum building height for multi -family of 45 feet
. Maximum building height for condominiums of 21 feet
. Minimum building setbacks:
. Street side (91st Avenue) - 25 feet minimum
. Street side (89th Avenue) - 20 feet
. Side setback (Adjacent Property) - 20 feet
. Minimum of 25% common open space (dog park)
. Minimum of 45,000 square feet of private open space
Ms. Perry said the Planning Commission had recommended approval of GPA21-08, as
written, and approval of ZON21-23, subject to the seven stipulations outlined in the staff
report.
Councilmember Tolmachoff asked if the public dog park would be maintained by the
management company.
Ms. Perry said that was correct.

Councilmember Clark thanked the applicant for the work done with the neighborhood,
especially the residents along Ocotillo Road, that would be impacted by the development.

Ms. Perry said the 75 -acre parcel was located at the southwest corner of 75th Avenue and
Northern Avenue. The current County jurisdiction zoning was R1-6. The applicant would
request a future rezone of the property to R1-6 PRD (Planned Residential Development) as
part of a larger development of a 436 -lot residential subdivision on 121 acres, which included
46 acres that were already incorporated into the City limits.
Ms. Perry said it was part of a master development and the majority of the development was
located in the City of Peoria. The subject parcel was currently located in the City of Peoria.

Ms. Chapin said construction of infrastructure was occurring at several locations throughout
the City. The improvements were being constructed by private entities as a requirement of
development. The owners of the private property had agreed to convey the public right-of-way
and easements to the City for maintenance of the associated infrastructure. Locations
included the VT303 building, Allen Ranches Phase I and II and Popstroke at Westgate.

Ann Nimlos, Sahuaro District resident, spoke in support of the application.

Vice Mayor Aldama thanked the church for the work it did in the community and for
preserving the building that was such a big part of the history of Glendale.

letter of support for the application. She was delighted to vote yes.
Mayor Weiers said the church meant a lot to the City, and it was an honor to support the
application.

33. RESOLUTION NO. R22-28
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, SUPPORTING WILLIAMS-SONOMA INC'S APPLICATION FOR FOREIGN
TRADE ZONE STATUS AND AUTHORIZING STAFF TO TAKE ANY FUTURE ACTION
NECESSARY INCLUDING EXECUTION OF APPLICABLE DOCUMENTS IN RELATION TO
THIS FOREIGN TRADE ZONE SITE WITHIN THE GREATER MARICOPA COUNTY
FOREIGN TRADE ZONE.

Ms. Bower read the resolution by title.
Mr. Huggins said the proposed resolution would support Williams -Sonoma Inc.'s application
for foreign trade zone (FTZ) status on approximately 74 acres. There would be no cost to the
City in the creation or maintenance of the FTZ. Property owners and users paid for the
maintenance costs of the zone.
Mr. Huggins said the FTZ site did provide for an effective 71 % reduction in property taxes for
qualified end users, from 17.5% to a 5% assessment ratio. The economic impact of the $236
million capital investment in an FTZ, even with the reduction, was superior for the City as
shared by Applied Economics in its study dated February 2022. The Williams -Sonoma
facility would create 2,465 new jobs with an average wage of $46,149.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Tolmachoff asked Cholla District residents to save the date for a Spring Fling on May
12th at the Foothills Recreation and Aquatics Center.
Councilmember Tolmachoff reminded everyone, now that warmer weather was approaching, to keep
an eye on children around water.
Mayor Weiers attended the Mecum Auto Auction that took place last weekend in Glendale. He had not
received the final numbers, but the auction had broken last year's record.

CITIZEN COMMENTS
Elisabeth Illsei, Ocotillo District resident, commented on recent changes to residential parking
regulations.
Allen Bartimioli, Sahuaro District resident, commented on code enforcement issues in Granada
Estates.
