Workshop Meeting Council Chambers City Council Mayor Jerry Weiers Vice Mayor Jamie Aldama Councilmember Joyce Clark Councilmember Ian Hugh Councilmember Ray Malnar Councilmember Lauren Tolmachoff Councilmember Bart Turner CALL TO ORDER Vice Mayor Aldama called the meeting to order at 12:30 p.m. ROLL CALL Present: Vice Mayor Jamie Aldama Councilmember Joyce Clark Councilmember Ian Hugh Councilmember Ray Malnar Councilmember Lauren Tolmachoff Councilmember Bart Turner Absent: Mayor Jerry Weiers Also Present: Kevin Phelps, City Manager Michael Bailey, City Attorney Julie K. Bower, City Clerk Vicki Rios, Assistant City Manager Jack Friedline, Assistant City Manager Vice Mayor Aldama said Mayor Weiers was absent because he was representing the City at a meeting with the Economic Council and the National Aeronautics and Space Administration (NASA) regarding placement of a NASA data and reasoning fabric center in the region. WORKSHOP SESSION 1. 360 -DEGREE VIRTUAL TOUR TO HELP PROMOTE GLENDALE AS A PREMIER TRAVEL AND BUSINESS DESTINATION Presented by: Jim Burke, Director, Public Facilities, Recreation & Special Events Danielle Dutsch, Convention & Visitors Bureau Administrator Ms. Bower read the item by title. Mr. Burke said virtual tours had gained popularity since the beginning of the COVID-19 pandemic. He said the 360 virtual tour would preview the Westgate area. More destinations and amenities would be added in the future. The 360 virtual tour allowed planners to vet venues online and showed the proximity between event venues, attractions, hotels, and dining options. Ms. Dutsch presented the 360 virtual tour. Councilmember Clark asked if the convention center was included in the Renaissance Hotel's virtual tour. Ms. Dutsch said that was correct. Councilmember Clark asked if the Civic Center was included. Ms. Dutsch said the Civic Center had an existing virtual tour. Councilmember Turner asked who the target audience was for the virtual tours. City Council Meeting Minutes - February 22, 2022 Page 2 of 5 Ms. Dutsch said the target audience included event attendees, meeting planners and leisure visitors. Councilmember Turner suggested incorporating City parks as a way for attendees and planners to explore other areas of the City for leisure activities or additional events. Mr. Burke said other City amenities would be added as the program progressed. Vice Mayor Aldama asked what type of data was used to identify focus areas. Ms. Dutsch said Westgate was selected due to the location of hotels and available meeting space. Councilmember Tolmachoff asked if leads were generated and if so, how was the follow-up conducted. Ms. Dutsch said reports could be generated with contact information. Vice Mayor Aldama suggested promoting the City's slogan that Glendale was a place to live, work and play. It should encourage visitors to visit residential areas when looking for a new place to live. Councilmember Clark asked how the casual visitor, not attending an event, could view the virtual tour. Ms. Dutsch said the tour would be available on the website and a link would be embedded within email signatures. Presented by: Don Bessler, PWLF, Director of Engineering The item was removed from the agenda. CITY MANAGER'S REPORT Mr. Phelps said Glendale's hotel occupancy rate was stronger than most of the neighboring areas. He outlined future plans for expanding the virtual tour program. Mr. Phelps said the inaugural Factors of Excellence Award Incentive Program had concluded, and a celebration would be held Wednesday to celebrate the 45 employees selected for recognition along with 39 semi-finalists. Each finalist received a $1,500 cash bonus and each semi-finalist received a $200 cash bonus. The program would continue with minor changes in the following years. Mr. Phelps announced Fire Chief Terri Garrison would be retiring on June 10th, after a 45 -year career in public service. A national recruitment for the position would follow soon after. Discussion/consultation with the City Attorney and City Manager to receive an update, to consider its position, and to provide instruction/direction to the City Attorney and City Manager regarding Glendale's position in connection with contracts at Camelback Ranch pursuant to A.R.S. §§ 38-431.03 (A)(3)(4) . Discussion and or consultation, to consider its position, and to provide instruction/direction regarding the appointment process for municipal judges pursuant to A.R.S. §38-431.03(A)(1)(3) . Discussion and consultation with the City Attorney and City Manager to receive an update, consider its position and provide instruction and direction to the City Attorney and City Manager regarding Glendale's position in connection with agreements associated with the Arena pursuant to A.R.S. § 38-431.03(A)(3)(4)(7) A motion was made by Councilmember Bart Turner, seconded by Councilmember Lauren Tolmachoff to adjourn the executive session.
