RESOLUTION NO. R22-10 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF AN INTERGOVERNMENTAL AGREEMENT WITH MARICOPA COUNTY, ON BEHALF OF THE SHERIFF'S OFFICE, FOR SHARED COMPONENTS AS IT RELATES TO THE SWORN OFFICER BASIC TRAINING ACADEMY, ON BEHALF OF THE GLENDALE POLICE DEPARTMENT. 16. RESOLUTION NO. R22-11 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, ADJUSTING LANDFILL RATE FEES PURSUANT TO GLENDALE CITY CODE; AND SETTING FORTH EFFECTIVE DATES. A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember Ian Hugh to adopt Consent Resolutions items 15 and 16. AUTHORIZATION TO ENTER INTO A SERVICES AGREEMENT WITH MOTOROLA SOLUTIONS, INC. FOR DISPATCH CONSOLE MAINTENANCE AND WARRANTY A motion was made by Councilmember Bart Turner, seconded by Councilmember Lauren Tolmachoff to approve item 17. Councilmember Clark said, as was her habit and practice, she would be voting no on the Bids and Contracts items. She could not support 5 -year contracts for customary goods and services. ORDINANCE NO. 022-11 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE EXECUTION OF WARRANTY DEEDS AND DEDICATION OF PUBLIC RIGHT-OF-WAY AT VARIOUS LOCATIONS THROUGHOUT THE CITY AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THE ORDINANCE. Presented by: Jayme E. Chapin, P.E., Principal Engineer Ms. Bower read the ordinance by title. Ms. Chapin said construction of public infrastructure was occurring at several locations throughout the City. The owners of the private property had agreed to convey the public rights-of-way to allow the City to maintain, operate, repair, replace and remove, if necessary, the associated infrastructure. A motion was made by Councilmember Joyce Clark, seconded by Councilmember Ian Hugh to adopt Ordinance No. 022-11. Ms. Camacho said the proposed ordinance would allow the execution of all necessary documents and take the necessary actions to issue City water and sewer revenue obligations and pledge water and wewer revenues to the new debt issuance. A motion was made by Councilmember Ian Hugh, seconded by Councilmember Lauren Tolmachoff to adopt Ordinance No. 022-12. ORDINANCE NO. 022-13 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA AUTHORIZING AND PROVIDING FOR THE ISSUANCE AND SALE OF CITY OF GLENDALE, ARIZONA GENERAL OBLIGATION BONDS IN ONE OR MORE SERIES FOR THE PURPOSE OF PROVIDING FUNDS TO PAY ALL OR A PORTION OF THE COSTS OF CERTAIN PROJECTS OF THE CITY AND TO PAY ALL NECESSARY LEGAL, FINANCIAL, ARCHITECTURAL, ENGINEERING AND OTHER COSTS IN CONNECTION THEREWITH; PROVIDING FOR THE SALE OF SAID BONDS; AUTHORIZING THE EXECUTION OF A BOND REGISTRAR AND PAYING AGENT AGREEMENT; AUTHORIZING AN OFFICIAL STATEMENT; AUTHORIZING THE EXECUTION OF A CONTINUING DISCLOSURE UNDERTAKING AND CERTAIN OTHER DOCUMENTS AND THE TAKING OF CERTAIN OTHER ACTIONS IN CONNECTION WITH THE ISSUANCE. Ms. Camacho said the proposed ordinance authorized and provided for the issuance and sale of City General Obligation Bonds in one or more series and authorized the City Manager, Assistant City Manager or Director of Budget and Finance to execute all necessary documents in connection with the bond issuance. A motion was made by Councilmember Bart Turner, seconded by Councilmember Joyce Clark to adopt Ordinance No. 022-13. AYE: Mayor Jerry Weiers Vice Mayor Jamie Aldama Councilmember Joyce Clark Councilmember Ian Hugh Councilmember Ray Malnar City Council Meeting Minutes - February 8, 2022 Page 7 of 8 Councilmember Lauren Tolmachoff Councilmember Bart Turner Passed COUNCIL COMMENTS AND SUGGESTIONS Councilmember Clark said the next Yucca District meeting would be held on March 10th at 6:00 p.m. The location was yet to be determined. Councilmember Clark said State Representative Chavez had co-sponsored House Bill (HB) 2476 which would have preempted the ability of cities and towns to plan economic development especially as it related to multi -family residential. Many people spoke against the bill and it was pulled. Representative Chavez would find other ways to work toward the goal of affordable housing. She thanked citizens for contacting members of the Arizona Legislature. Councilmember Tolmachoff had issued a call to action to recipients of her newsletter regarding HB 2476 and had received an overwhelming response from residents who contacted their state representatives to voice opposition to the bill. People were heard, and she thanked them for weighing in on the matter. Councilmember Turner said the annual Antique Engine and Tractor Show would be taking place Saturday at Sahuaro Ranch Park from 9:00 a.m. to 4:00 p.m. Vice Mayor Aldama said the Chocolate Experience would be taking place on Sunday, 12:00 p.m. to 5:00 p.m. at the Civic Center in downtown Glendale. Vice Mayor Aldama said Live! @ Murphy Park would be taking place Thursday, Friday and Saturday from 7:00 p.m. to 9:00 p.m. Vice Mayor Aldama congratulated Councilmember Turner on being named president of the Arizona Municipal Water Users Association.
