1. CALL TO ORDER A JOINT MEETING OF THE LOCAL FIRE AND POLICE BOARDS
Chair Charles Erickson called the joint meeting of the Local Fire and Police Boards to order
at 9:30 a.m.

4. UPDATE ON HB 2381 REGARDING CHANGES TO LOCAL PSPRS BOARDS
EFFECTIVE 1/1/2022
Board Secretary Jim Brown stated that due to one of the provisions of the new statute,
current Board Attorney Carrie O'Brien will not be able to continue as the Boards' attorney.
Her firm, Gust & Rosenfeld, is a contracted law firm by the City of Glendale. Mr. Brown
stated that the new statute specifies that the Boards' attorney may not be contracted by the
City for other business. Mr. Brown and the Board members thanked Ms. O'Brien for her
service to the Boards. Ms. O'Brien stated that it had been a pleasure working with the
Boards.
Mr. Brown asked if there were any more updates regarding the statute. HR Analyst Nancy
Rodriguez stated that she had some updates from a PSPRS meeting she attended on
December 9, 2021. Ms. Rodriguez summarized some the major changes that had been
discussed at the prior Board meeting, and also gave more details on the new process for
eligible members who wish to either enroll in or retire from Deferred Retirement Option
Plan (D.R.O.P.), along with the process for eligible members who are applying for any
other type of retirement.
There was discussion amongst all Board members, Mr. Brown, and Ms Rodriguez
regarding the new process. The biggest change is that eligible members needs to give
more notice when planning to retire or planning to enroll in the DROP. The HR Department
needs to notify PSPRS within 10 days when notified by a member of an upcoming PSPRS
related event. PSPRS needs a minimum of 60 days notice of an upcoming PSPRS related
event if the member contacts PSPRS directly. The consensus of the Board was to continue
to encourage members to contact HR first for any upcoming PSPRS related event,
preferably about 75 days before.
Mr. Brown stated that the HR department would work on getting a communication out to all
members with details on the upcoming changes.
Ms. Rodriguez also stated that she has reached out to other cities to find out which law firm
their Boards use since the Board will need to contract with a new Board attorney. Mr.
Brown stated that more information would follow on a future meeting regarding the search
for a new independent legal Board counsel.

10. NEW BUSINESS
A. Board Secretary Jim Brown read the pertinent information and the Board reviewed an
Application for Retirement from the Deferred Retirement Option Plan (D.R.O.P.) submitted
by Charles Buffington, Police Officer. Charles Buffington has elected to retire from the
D. R.O. P. and terminate his employment with the Glendale Police Department on
December 30, 2021. On January 25, 2017, the Local Police Board had approved his
Application for Enrollment into the D.R.O.P. and he had elected to participate on December
31, 2016. At that time, he had completed 20.292 years of credited service. He was required
to terminate his employment with the City of Glendale Police Department on or before
December 31, 2021. Charles Buffington is eligible to retire from the D.R.O.P. and to
receive a Lump Sum distribution.
The Board voted to approve the application.

B. Mr. Brown read the pertinent information and the Board reviewed an Application for
Retirement from the Deferred Retirement Option Plan (D.R.O.P.) submitted by Alan
Combs, Police Officer. Alan Combs has elected to retire from the D.R.O.P. and terminate
his employment with the Glendale Police Department on December 30, 2021. On
November 16, 2016, the Local Police Board had approved his Application for Enrollment
into the D.R.O.P. and he had elected to participate on December 31, 2016. At that time, he
had completed 25.503 years of credited service. He was required to terminate his
employment with the City of Glendale Police Department on or before December 31, 2021.
Alan Combs is eligible to retire from the D.R.O.P. and to receive a Lump Sum distribution.
The Board voted to approve the application.

Retirement from the Deferred Retirement Option Plan (D. R.O. P.) submitted by Jon Morris,
Police Officer. Jon Morris has elected to retire from the D.R.O.P. and terminate his
employment with the Glendale Police Department on December 4, 2021. On June 24,
2020, the Local Police Board had approved his Application for Enrollment into the D.R.O.P.
and he had elected to participate on July 31, 2020. At that time, he had completed 20.014
years of credited service. He was required to terminate his employment with the City of
Glendale Police Department on or before July 31, 2025. Jon Morris is eligible to retire from
the D.R.O.P. and to receive a Lump Sum distribution.
The Board voted to approve the application.

The next regular meeting of the Public Safety Personnel Retirement System Local Police
Board is scheduled for January 26, 2022 at 9:30 a.m., in the 4th Floor Conference Room,
located at 5850 W. Glendale Ave., Glendale, Arizona, 85301.
13. ADJOURN THE LOCAL POLICE BOARD MEETING
Chair Erickson adjourned the meeting at 9:49 a.m.
The Public Safety Personnel Retirement System Local Police Board meeting minutes of December 15,
2021 were submitted and approved this 26th day of January, 2022.
