ROVEY FARMS/LEGACY POINT AN -233 ANNEXATION LOCATED ON THE SOUTHWEST CORNER OF 7P4 AVENUE AND NORTHERN AVENUE Presented by: Tabitha Perry, Interim Planning Manager Ms. Bower read the item by title. Ms. Perry provided background information on the 74 -acre site located on the southwest corner of 75th Avenue and Northern Avenue. The applicant was requesting the City annex and rezone the property to R1-6 PRD (Planned Residential Development) to allow for deviations from the development standards. Ms. Perry said the fiscal impacts were one-time fees estimated at $8.8 million and a small negative impact of $70,000 per year, excluding one-time revenue. Staff was seeking input and direction on the proposed annexation. Councilmember Clark asked why the City was impacted by $70,000 per year. Ms. Perry said it was based on road maintenance and public safety services. Mr. Phelps said the full impact of state -shared sales tax had not yet been calculated. Councilmember Tolmachoff asked whether the commercial use of one or both corners had been considered to offset costs. Ms. Perry said staff could discuss it with the applicant. Councilmember Tolmachoff asked for clarification on the square footage of the lot sizes. City Council Meeting Minutes - January 25, 2022 Page 2 of 7 Ms. Perry said the proposed lot sizes would range from 1,600 to 3,500 square feet and average 2,400 square feet. Councilmember Clark asked if the applicant indicated whether it would abide by the 6,000 square foot lot concept required by Maricopa County. Ms. Perry said unless there was a significant reason to ask for a variation, staff would recommend the 6,000 square foot minimum. Councilmember Clark believed the lot sizes depicted in the conceptual drawings were smaller than 6,000 square feet. Ms. Perry said with a PRD, there was usually a deviation from standards. Mayor Weiers confirmed consensus to move forward. 2. WATER RESOURCES UPDATE Presented by: Craig Johnson, P.E., Director, Water Services Drew Swieczkowski, Water Resources Manager, Water Services Ms. Bower read the item by title. Mr. Johnson shared details from a December 15, 2021, meeting with the Colorado River Water Users Association regarding several aspects of the river. There would be a follow-up discussion in April 2022 on the anticipated summer conditions and how Glendale was preparing for the summer months. Mr. Swieczkowski provided information on the following: • Colorado River Agreements • Colorado River Conditions • 500 Plus Plan • Glendale is Prepared • Next Steps Councilmember Clark asked how much water Nevada agreed to keep in Lake Meade. Mr. Swieczkowski said Nevada withheld water within the drought contingency plan equating to its allocation. Councilmember Tolmachoff referenced slide 7 and asked if annual assessments were done to allocate water distribution and if so, could the City receive more water within the next five years. Mr. Swieczkowski said, as conditions changed, the model would be updated. Councilmember Tolmachoff asked when the City would know its contribution requirement. Mr. Swieczkowski said the City had requested the contribution requirement as soon as possible to allow it to prepare. Councilmember Turner asked what authority was required for the City to contribute the 350 acre-feet of water to the 500 -Plus Plan. City Council Meeting Minutes - January 25, 2022 Page 3 of 7 Mr. Swieczkowski explained since the terms were within the operating agreement, it did not require Council approval. In the future, contribution information would be shared with Council before action was taken. Councilmember Malnar asked how the $30 million paid by the State would be assessed. Mr. Swieczkowski said the Central Arizona Project (CAP) had reserve funds and would contribute $10 million for the State's portion. Councilmember Tolmachoff asked if the rate adjustments would cover the cost of water. Mr. Johnson said that was correct. Staff worked closely with CAP when adjustments were made. Councilmember Tolmachoff asked if there was a timeframe to expect the 2023 adjustment figures. Mr. Swieczkowski said it was communicated through Arizona Municipal Water User's Association (AMWUA). Mayor Weiers asked how many acre-feet of water was used by a household, businesses and the City itself. Mr. Swieczkowski explained households and businesses typically used the allotted 22,582 acre-feet of CAP water each year. Mr. Johnson said in the upcoming budget discussions, the proposed five-year forecast would have a $5 million contingency for any unknown situations. Mayor Weiers said the concern was regarding the possible shortage of water, not necessarily the cost. Councilmember Clark asked when the Capital Improvement Plan (CIP) would be prioritized to focus on water resource projects to avoid another rate increase for customers. Mr. Johnson said the rates were evaluated annually. There were projects within the CIP to add wells for future water supply. Additional information would be provided at the February 1st budget meeting. Councilmember Clark supported projects that would create additional water capacity for the City. Councilmember Turner shared his concerns on cost, water distribution and possible drought. He said the City was in a favorable position with efforts made to prepare for the future. Councilmember Tolmachoff asked if the State's investment in desalination was in addition to the commitments made with Colorado River water. Mr. Swieczkowski provided details on the Department of Water Resources' plan to City Council Meeting Minutes - January 25, 2022 Page 4 of 7 build a desalination plant at the Sea of Cortez in Mexico. 3. PROPOSED 2022 SOLID WASTE COMMERCIAL RATES Presented by: Michelle Woytenko, Director, Field Operations Amy Moreno, Solid Waste Management Superintendent Ms. Bower read the item by title. Ms. Woytenko recapped the previous workshop discussion on the fund forecast for Solid Waste. The presentation provided information on the following: • Background • Why We Provide Services • Types of Services • Current Customer Types • Rate History • Financial Review • Cost Drivers • Proposed Rates Councilmember Tolmachoff asked how the costs for City departments were paid back. Ms. Woytenko said an enterprise fund paid the General Fund its proportionate share of overhead services. Councilmember Tolmachoff asked if commercial rates covered the costs for internal services. Ms. Woytenko said that was correct. Councilmember Malnar asked how competitive the commercial rates were. Ms. Woytenko said the public sector did not publish its rates and the comparisons were not known. Mayor Weiers favored the City's model and proposed increases. Councilmember Malnar asked if services were available outside City limits. Ms. Moreno said services were provided within the City boundaries. Councilmember Clark asked if it was possible to encourage neighborhood clean-ups. Ms. Woytenko said an option was being discussed, and it would be shared with Council at a later date. Mayor Weiers favored discussing neighborhood clean-ups in the future. Councilmember Clark asked if the figures reflected the anticipated inflation rate. Ms. Woytenko said the rates were in accordance with Budget and Finance's inflationary rates. City Council Meeting Minutes - January 25, 2022 Page 5 of 7 Councilmember Tolmachoff asked what the timeframe was for the 19% employee salary increases. Ms. Moreno explained the increases were in the residential rates presentation and although the commercial rates were not as high, it would not recover costs. Councilmember Tolmachoff asked what the increased landfill costs were. Ms. Woytenko said with increased tonnage going to the landfill, internal rates would be presented to Council as well as tipping fees. Councilmember Tolmachoff asked if the pull rate was for delivery and pick up of a roll -off bin. She asked what the uses were for the different sizes of the bins. Ms. Moreno said that was correct. She explained the weight requirements and most common uses for the different sized bins. Mayor Weiers confirmed consensus to move forward. 4. COUNCIL ITEM OF SPECIAL INTEREST - STREET RENAMING POLICY Presented by: Don Bessler, PWLF, Engineering Director Ms. Bower read the item by title. Mr. Bessler said the item was originally requested by Councilmember Malnar, to create a formal process for the renaming of streets. He provided a recap of the previous workshop discussions and said the item would return to a voting meeting for approval. CITY MANAGER'S REPORT Mr. Phelps attended the kick-off press conference for the Arizona Super Bowl Host Committee with Mayor Weiers. The National Football League (NFL) announced its new Business Connect Program to support minority and women -owned businesses. Economic Development would be working to implement the program.
