Mayor Weiers opened the public hearing.
Ms. Perry said the applicant was requesting a minor General Plan amendment from PC
(Planned Commercial) to HDR -30 (High Density Residential 20-30 dwelling units/acre (du/ac))
and a zoning request to amend the existing 51 Campana PAD (Planned Area Development).
The subject property was located north of the northwest corner of 51st Avenue and Bell Road.
Ms. Perry said the current land use designation was PC (Planned Commercial) and the
applicant was seeking to amend the General Plan to allow for 20-30 du/ac for a high-density
multi -family residential development. The current PAD allowed for 11 commercial pads on
approximately 21 acres. The current land use designation allowed for office, emergency
medical facilities, retail, self -storage and drive-thru restaurants.
Ms. Perry said the proposed PAD amendment would allow multi -family use on approximately
7.4 acres with a maximum building height of 48 feet, 50% lot coverage and a 60 -foot setback
from the north property line. The development would be gated with 204 units for residents
aged 55 years and older. The main access point for the community would be off of 51 st
Avenue. Amenities included a dog yard, a pickleball court, a garden area, a lap pool and an
outdoor kitchen and dining area.
Ms. Perry said the Planning Commission recommended approval of the minor General Plan
amendment as written and approval of the zoning change subject to the stipulations outlined in
the staff report.
Councilmember Malnar asked if the 4 -story buiilding had balconies that faced out over the
existing residential area.
Ms. Perry said design review was still pending and she did not know the configuration of the
balconies. The applicant had tried to provide adequate buffering from the existing residential
neighborhood that included a minimum 60 -foot setback and lush landscaping.
Councilmember Malnar said a 60 -foot setback was not a lot for a 4 -story building. He asked if
there was any participation by the existing neighbors during the public outreach.

Ms. Perry said there was participation. Participants had general questions but expressed no
opposition to the proposal.

Ms. Perry said the Crow 303 AZ property was approximately 146 acres and was located at the
southeast corner of Glendale and Alsup Avenues. The County zoning was RU -43 which
allowed for single-family residential development. The applicant proposed to rezone the
property to PAD (Planned Area Development) for a mixed use development of approximately
1.25 million square feet that did not include residential land uses.

Ms. Perry said the Thrasherland property was approximately 5 acres located northwest of
Glendale Avenue and the 115th Avenue alignment. The County zoning was RU -43 and the
applicant proposed to rezone the property to M-2 (Heavy Industrial).

EASEMENTS IN FAVOR OF SALT RIVER PROJECT AGRICULTURAL IMPROVEMENT
AND POWER DISTRICT AT HEROES REGIONAL PARK LAKE LOCATED AT 6075 NORTH
83RD AVENUE AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF

ARIZONA, AUTHORIZING THE ACCEPTANCE AND EXECUTION OF A DRAINAGE
EASEMENT FROM THE FLOOD CONTROL DISTRICT OF MARICOPA COUNTY AND
DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THE ORDINANCE.

Ms. Chapin said the action would accept a drainage easement from the Flood Control District
of Maricopa County to maintain a drainage basin adjacent to Ball Park Boulevard. Staff

CONVEYING THE DETENTION BASIN PARCEL LOCATED AT 15249 NORTH 59TH
AVENUE TO ARIZONA CHRISTIAN UNIVERSITY AND DIRECTING THE CITY CLERK TO
RECORD A CERTIFIED COPY OF THE ORDINANCE.

Ms. Chapin said the action would convey a 1.88 -acre parcel of land located at 15249 North
59th Avenue to Arizona Christian University (ACU). The parcel acted as a surge basin to
mitigate flooding during an extreme storm event. ACU had requested to purchase the parcel
for use as a recreation area. ACU would assume the cost of maintaining the parcel and
agreed to keep the drainage easement intact for utilization as a regional surge basin. Staff
recommended approval.

35. ORDINANCE NO. 022-07
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING AND DIRECTING THE CITY MANAGER AND CITY CLERK TO
EXECUTE AND FILE AN AIRPORT LAND LEASE AGREEMENT WITH GLENDALE AERO
SERVICES, INC FOR CERTAIN PROPERTY AT THE GLENDALE MUNICIPAL AIRPORT.

Mr. Cleavenger said the action would authorize a land lease agreement with Glendale Aero
Services, Inc. for vacant ramp space east of the Glendale Aero Services FBO Building for the
development of a hangar facility. The construction period was 24 months, and the term of the
lease was 20 years with 3 renewal options. The building would become City property after the
lease term.

Ms. Camacho said the action would refinance a portion of City Water and Sewer Revenue
Obligations with the sale and issuance of City Water and Sewer Revenue Refunding
Obligations and pledge Water and Sewer revenues toward the refunding obligation. Under
bond market conditions as of December 2021, the debt service savings were estimated to
be $5.1 million on a present value basis over the term of the obligations.

37. COUNCIL SELECTION OF VICE MAYOR

Ms. Bower read the ordinance by title.
Mr. Stoddard said the City Council Guidelines required Council to designate from among its
members a Vice Mayor to serve a term of one year.
Mayor Weiers thanked Vice Mayor Hugh for his service. Vice Mayor Hugh stepped up when
Mayor Weiers had to take time off because of his heart attack. He appreciated his support
and friendship.
Vice Mayor Hugh said it had been his privilege to serve.

A motion was made by Vice Mayor Ian Hugh, seconded by Councilmember Bart Turner to
nominate Councilmember Aldama to serve as Vice Mayor.
Councilmember Clark said, although she personally admired Councilmember Aldama, she
would be voting no because of unresolved issues.
Councilmember Tolmachoff said she also had unresolved issues and would be voting no.
She admired Councilmember Aldama but could not support his nomination.

38. ORDINANCE NO. 022-09
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF AN AMENDMENT
TO AN AVIGATION AND NOISE EASEMENT WITH MATTAMY HOMES ARIZONA
CORPORATION IN ORDER TO RELOCATE IRRIGATION FACILITIES TO COMPLETE
RIGHT-OF-WAY IMPROVEMENTS ALONG 107TH AVENUE.

Mr. Bailey said the action would amend the avigation easement that was required by the City
of Mattamy Homes for construction of homes near the Glendale Airport to protect the
operations of the airport. The amendment would allow the relocation of an existing irrigation

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Aldama thanked Vice Mayor Hugh for his service over the past year.
Councilmember Aldama thanked the Councilmembers who had supported his nomination as Vice
Mayor. It was an absolute honor and a privilege to serve as a Councilmember and to be appointed by
his colleagues to be Vice Mayor.
Councilmember Clark thanked Vice Mayor Hugh for his service and for stepping in when necessary.
Councilmember Clark invited residents to the grand opening celebration for Heroes Lake on Thursday,
January 13th at 2:30 p.m.
Vice Mayor Hugh said he had enjoyed serving and congratulated Councilmember Aldama on his
appointment as Vice Mayor.
Councilmember Tolmachoff thanked Vice Mayor Hugh for his service.
Councilmember Tolmachoff congratulated Councilmember Clark on the opening of Heroes Lake.
Councilmember Tolmachoff said Mickey 011son, the founder of the Wildlife World Zoo, Aquarium
& Safari Park, had passed away on Sunday. He was a wonderful man and did great things for the
community. She offered her condolences to his family.
Councilmember Tolmachoff thanked Tony Escamillo for maintaining the flag on top of the mountain at
Arrowhead Point. Mr. Escamillo purchased and replaced the flag whenever necessary.
Councilmember Turner expressed his appreciation to Vice Mayor Hugh for his service and
congratulated Councilmember Aldama on his election to Vice Mayor.
Councilmember Turner invited everyone to attend the 58h Annual Glendale Arts Council Juried Art
Show at the Fruit Packing House Gallery at Sahuaro Ranch Park, 10:00 a.m. to 5:00 p.m. daily through
the end of the month.
Mayor Weiers said Councilmember Aldama had grown up in downtown Glendale and had a passion to
serve the citizens. He congratulated him on his appointment.
Mayor Weiers said the City had received a federal grant for its veterans' court. He thanked Presiding
Judge DiPiazzo and Court Administrator Chris Phelps for submitting the grant.
