Mayor Weiers called the meeting to order at 12:30 p.m.

WORKSHOP SESSION
1. REDISTRICTING DISCUSSION

Ms. Bower read the item by title. She said at the workshop on October 12th, there was
consensus to proceed with Draft Map A with minor changes. The City's consultant, National
Demographics Corporation had developed Draft Map A2 with the requested changes. Staff
requested consensus on the district boundaries and adoption of a final map at the November
23rd voting meeting.
Ms. Sakansky reviewed the redistricting process and timeline.
Ms. Bower said the County had requested the finalized map by December 15.
Councilmember Tolmachoff asked if the numbers on slide 5 of the presentation were final plat
numbers.
Ms. Sakansy said the information was provided by the Planning Department and included
approved properties and properties under review.
Jamsheed Mehta, Development Services Director, said the numbers included final plats and
other projects which did not need a plat.
Councilmember Tolmachoff asked if the number of properties were individual units.
Ms. Sakansky said it was individual units.

Councilmember Turner was concerned with using future information instead of the current
Census information.
Councilmember Clark asked if the 533 number shown within the Cholla district was an increase
in population.
Mr. Johnson believed it was residential units.
Councilmember Clark was concerned regarding the voters within Yucca district. She believed
there were more multi -family units being built than what was shown.
Mr. Johnson said it was known that the Yucca District would experience a high rate of growth,
regardless of the numbers shown.
Councilmember Aldama did not want to deviate from the information provided by the Census.
The developments did not exist during the count. He favored Draft Map A with no changes.
Vice Mayor Hugh supported Draft Map A with no changes.
Councilmember Clark said if the Independence Heights subdivision was included within the
Yucca District in Draft Map A, she could support the map.
Councilmember Aldama did not support the change of including Independence Heights within
the Yucca District. He was disappointed to lose Sands Estates to the Barrel District but
realized it was part of the process. Gaining Independence Heights would mitigate the loss of
Sands Estates.
Councilmember Tolmachoff asked if it was a requirement to consider individual residents'
requests to remain within a district. She understood that residents did not want to be moved
into a different district, but the City was required to redistrict.
Ms. Sakansky explained individual resident requests were considered under the category of
communities of interest.
Councilmember Malnar wanted the Sahuaro District's northern boundary from Draft Map A and
the southern boundary from Draft Map A2.
Councilmember Tolmachoff agreed with the suggestion. She asked if Draft Map A divided the
Independence Heights neighborhood.
Councilmember Aldama said it did not divide the neighborhood. It returned it to Ocotillo from
the 2010 boundary redistricting.
Councilmember Clark was disappointed regarding how resident requests were taken into
consideration. The requests should be considered under communities of interest.
Councilmember Aldama said Draft Map A considered each Councilmember's requests and was
based on meetings with the consultants.
Councilmember Clark disagreed.
Councilmember Turner supported the Draft Map A2 boundary between the Sahuaro and Barrel
Districts. He was also disappointed that the Independence Heights residents' request to remain
in the Yucca District was not taken into consideration when Council had requested public input.

Mayor Weiers suggested that Council review and approve the boundaries between each
district proposed on Draft Map A2. If the two Councilmembers affected could not agree, the
boundary from Draft Map A would be used.
Mayor Weiers asked if Councilmember Tolmachoff and Councilmember Malnar agreed to the
boundary between the Cholla and Sahuaro Districts as shown in Draft Map A2.
Councilmember Tolmachoff and Councilmember Malnar agreed to the boundary as depicted on
Draft Map A.
Mayor Weiers asked if Councilmember Malnar and Councilmember Turner agreed to the
boundary between the Sahuaro and Barrel Districts as shown on Draft Map A2.
Councilmember Malnar and Councilmember Turner agreed.
Mayor Weiers asked if Vice Mayor Hugh had any issue with the Sahuaro, Barrel and Cactus
district boundaries from Draft Map A2.
Vice Mayor Hugh agreed with the boundaries.
Mayor Weiers asked if Councilmember Aldama and Councilmember Turner agreed to the
boundary between the Ocotillo and Barrel Districts as shown in Draft Map A2.
Councilmember Aldama said the boundaries were the same for both versions of the draft maps
and agreed to the boundary.
Mayor Weiers asked if there were any issues with the Draft Map A boundary between the
Ocotillo and Cactus districts.
Vice Mayor Hugh did not have any issues with the boundary.
Mr. Johnson clarified there was a boundary change between Barrel and Cactus in Draft Map
A2.
Mayor Weiers said using Draft Map A, were there issues with the Ocotillo and Yucca District
boundary.
Councilmember Aldama agreed with the Draft Map A boundary.
Councilmember Clark did not agree to the Draft Map A and preferred Draft Map A2.
Mayor Weiers said since there was no agreement on the boundary, the boundary from Draft
Map A would be used.
Councilmember Clark disagreed.
Mayor Weiers said without an agreement from Councilmember Clark and Councilmember
Aldama, the decision would need to go to Council for consensus.
Councilmember Clark said the boundaries agreed upon so far were a combination of both
versions of the draft maps. She supported Draft Map A2 as the boundary between Ocotillo and
Yucca districts.

Mayor Weiers understood but recalled each Councilmember agreed to use the boundaries set
in draft map A if there was not an agreement on the boundaries from the neighboring
Councilmembers.
Councilmember Clark requested a minimal change from the consultants to accommodate
Independence Heights as a community of interest.
Vice Mayor Hugh clarified that he agreed to the Draft Map A boundary between Barrel and
Cactus.
Mayor Weiers asked if there was an agreement to the Barrel and Cactus boundary in Draft Map
A.
Vice Mayor Hugh and Councilmember Turner agreed.
Mayor Weiers asked what changes were being asked on the boundary between Yucca and
Ocotillo.
Councilmember Clark said that neither map kept Independence Heights within the Yucca
District and she objected to that.
Councilmember Tolmachoff asked for the boundaries of Independence Heights.
Councilmember Aldama said it was Maryland Avenue to Ocotillo Road and 71 st Avenue to 75th
Avenue. Moving Independence Heights would remove 4,000 residents from the Ocotillo District
in addition to the 4,000 lost in the Sands Estates.
Councilmember Turner said the difference between Draft Maps A and A2 with regard to the
Ocotillo/Yucca boundary addressed accommodating future growth within the Yucca District.
Both drafts had Independence Heights within the Ocotillo District. He believed it was best to
focus on what was best for the residents.
Councilmember Aldama had received comments from his constituents regarding Sands
Estates being moved out of the Ocotillo District. It was something that had to be done, and he
was willing to move forward with Draft Map A.
Mayor Weiers asked if Councilmember Aldama supported Draft Map A with the agreed
boundary changes between Councilmembers.
Councilmember Aldama was fine with Draft Map A2 if the Manistee Ranch area went back to
the Cactus District.
Vice Mayor Hugh said that would essentially be Draft Map A.
Mayor Weiers said there was an agreement between the Barrel and Sahuaro boundaries on
Draft Map A2. The agreed upon Cholla and Sahuaro boundaries were on Draft Map A. The
agreed Barrel and Cactus boundary was on Draft Map A.
Councilmember Turner asked if Councilmember Aldama agreed to the addition of the northwest
corner of Ocotillo in Draft Map A2.
Councilmember Aldama agreed.
Councilmember Aldama said Draft Map A2 moved Manistee Ranch out of the Cactus district,

which needed agreement from both Councilmembers.
Mayor Weiers asked if Councilmember Aldama agreed to the area west of 71 st Avenue and
Myrtle Avenue being moved into the Ocotillo District.
Councilmember Aldama agreed.
Mayor Weiers asked if Councilmember Clark agreed to the area moving into the Ocotillo district.
Councilmember Clark agreed.
Mayor Weiers asked if Vice Mayor Hugh and Councilmember Turner agreed to Draft Map A, in
regard to the Manistee Ranch area.
Both Councilmembers agreed to Draft Map A.
Councilmember Tolmachoff asked if the population numbers would be affected with the
boundary changes between both map versions.
Mr. Johnson confirmed he was verifying the population numbers as the discussion took place
and there was still a population balance.
Mayor Weiers confirmed consensus on Draft Map A for the boundary between Cholla and
Sahuaro, Draft Map A2 for the boundary between Barrel and Sahuaro, Draft Map A for the
boundary between Cactus and Sahuaro, Draft Map A for the boundary between Barrel and
Cactus, Draft Map A for the boundary between Cactus and Ocotillo, Draft Map A for Barrel and
Ocotillo, Draft Map A for Ocotillo and Yucca with the addition of the area west of 71 st Avenue
to 75th Avenue and north of Myrtle Avenue to be within the Ocotillo district.
Mayor Weiers said the changes being made did not mean people were moving. Residents
would still have representation it would just be different representation.
Councilmember Clark said Council had acceded to every citizen request except for the
requests from Independence Heights. She was not in consensus with the rest of Council.
Councilmember Aldama addressed the residents of Independence Heights. He said he would
continue to represent the Ocotillo District to the best of his ability.
Councilmember Tolmachoff said it was challenging in the Yucca and Ocotillo Districts because
of the population density in those areas. Moving the boundary a few blocks could dramatically
change the population numbers. Council did the best it could to make the districts equal, keep
neighborhoods together and not move residents into different election cycles.
CITY MANAGER'S REPORT
Mr. Phelps said the City's portion of the profit sharing with ASM Global for the Gila River Arena was
$1,136,912 for the last year and a half.
Mr. Phelps said there was a partnership between Westgate Entertainment and ASM Global to replace
the static billboards to high-definition digital boards around the arena. The boards were expected to be
fully operational in the upcoming week.
Mr. Phelps said November was Employee Gratitude Month and expressed his gratitude for the

employees of Glendale.
CITY ATTORNEY'S REPORT
No report
COUNCIL ITEMS OF SPECIAL INTEREST
Mayor Weiers said there would be a Veterans Day event at the Main Library on November 11 th at 8:00
a.m.
MOTION AND CALL TO ENTER INTO EXECUTIVE SESSION
A motion was made by Councilmember Jamie Aldama, seconded by Councilmember
Lauren Tolmachoff to hold an executive session.

Council met in executive session at 1:29 p.m. for:
• Discussion/consultation with the City Attorney and City Manager to receive an update, to
consider its position, and to provide instruction/direction to the City Attorney and City Manager
regarding Glendale's position in connection with pending or contemplated litigation, or in
settlement discussions conducted in order to avoid or resolve litigation regarding the Arizona
Attorney General Opioid Settlement Proposal and Standard Construction v. City of Glendale
pursuant to A.R.S. §38-431.03 (A)(3)(4)
• Discussion and or consultation, to consider its position, and to provide instruction/direction
regarding the evaluation process and performance reviews of the City Manager, City Attorney
and City Clerk pursuant to A.R.S. § 38-431.03(A)(1)(4)
• Discussion regarding appointments and matters relating to various boards, commissions and
other bodies pursuant to A.R.S. § 38-431.03(A)(3)(4)
