Ms. Bower read the item by title. A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember Joyce Clark to approve item 10. Councilmember Clark said Allen Ranches was located in the New Frontier area of Glendale. Council created a policy to encourage industrial development in the area. Unfortunately, the project had been entitled before the policy decision which explained why the project included residential. Parcel F created 4,500 square foot lots. She did not like that size of lot and would be voting no. RESOLUTION NO. R21-101 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING ACCEPTANCE AND DIRECTING THE ENTERING INTO OF THE SGIA FISCAL YEAR 2021-2022 GRANTS-IN-AID AWARD OF $11,556 FROM THE ARIZONA STATE LIBRARY, ARCHIVES AND PUBLIC RECORDS AGENCY FOR LIBRARY SUPPLIES, EQUIPMENT, PROGRAMMING, OR TRAINING. A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember Joyce Clark to adopt Consent Resolutions items 15 through 24. THOMPSON THRIFT ANNEXATION APPLICATION AN -225 (PUBLIC HEARING) LOCATED AT THE SOUTHEAST CORNER OF 99TH AVENUE AND NORTHERN AVENUE Presented by: Tabitha Perry, Interim Planning Manager Ms. Bower read the item by title. Ms. Perry said the property was approximately 24.2 acres in size and the County zoning was C-2 (Intermediate Commercial). The like zoning for the City would be C-2 (General Commercial). Following annexation, the applicant would seek to rezone the property from C-2 to PAD (Planned Area Development) to allow for multi -family, an indoor self -storage facility, and other commercial land uses. Mayor Weiers closed the public hearing. 29. SONOMA COTTON ANNEXATION (AN -227) APPLICATION FOR 36 ACRES LOCATED AT THE SOUTHEAST CORNER OF COTTON LANE AND NORTHERN AVENUE Presented by: Tabitha Perry, Interim Planning Manager Ms. Bower read the item by title. Ms. Perry said the property was approximately 36 acres and was currently within the Maricopa County jurisdiction and zoned Planned Industrial (IND -1) and Intermediate Commercial (C-2). Following annexation, the applicant would request to rezone the property to PAD (Planned Area Development) to allow for industrial, commercial, and multi -family residential uses. Mayor Weiers opened the public hearing. Adam Baugh, Withey Morris, was in support of the application but did not wish to speak. Mayor Weiers closed the public hearing. ORDINANCES 30. ORDINANCE NO. 021-66 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE EXECUTION OF A SPECIAL WARRANTY DEED TO ACCEPT A 0.493+/- ACRE PARCEL OF LAND LOCATED AT 6524 WEST SACK DRIVE IN GLENDALE, ARIZONA FOR A FUTURE WELLSITE AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THE ORDINANCE. Presented by: Jayme Chapin, PE, Principal Engineer Ms. Bower read the ordinance by title. Ms. Chapin said the proposed ordinance would accept an approximately half acre parcel of land located at 6524 West Sack Drive for a future City -owned well site. The parcel was adjacent to the site of the future Phoenix Children's Hospital. In the middle of the site was a private well. Water Services identified that it would be beneficial for the City to have a well in that location. The property owners had a small parcel of land in the southeast corner of the site. The property owner agreed that if the City abandoned the existing well they would dedicate the half acre parcel to the City for the well site. A motion was made by Councilmember Bart Turner, seconded by Councilmember Joyce Clark to adopt Ordinance No. 021-66. RESOLUTION NO. R21-103 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, UPDATING PARAGRAPH 3.1 OF SECTION 3: ORDER OF BUSINESS, OF THE COUNCIL MEETING RULES AND PROCEDURES BY CONSOLIDATING AND REMOVING CERTAIN AGENDA ITEM HEADINGS. Presented by: Julie K. Bower, City Clerk Michael Bailey, City Attorney Ms. Bower read the resolution by title. She said the proposed resolution would consolidate business items for land development actions, ordinances and resolutions: • "Public Hearing — Land Development Actions" and "Land Development Actions" would be consolidated as "Land Development Actions" • "Public Hearing — Ordinances" and "Ordinances" would be consolidated as "Ordinances" • "Public Hearing — Resolutions" and "Resolutions" would be consolidated as "Resolutions" Ms. Bower said if a public hearing was required on an item, that requirement would be reflected in the item's title. Ms. Bower said staff was also suggesting the elimination of the business item "Request for Future Workshops and Executive Sessions." Instead, Council would adopt the next year's meeting schedule at a meeting in December that would list all planned workshop and voting meetings. It would no longer be necessary for Council to make and vote on a motion each week. Mayor Weiers said Council would still have the option to notice special meetings or time changes as normal. Ms. Bower said that was correct. A motion was made by Councilmember Jamie Aldama, seconded by Vice Mayor Ian Hugh to adopt Resolution No. R21-103. Councilmember Clark believed the motion would be necessary for the rest of the year because Council had not yet adopted a meeting schedule. Mr. Bailey said the item was on the agenda. Future motions would not be necessary because the meetings had been posted. COUNCIL COMMENTS AND SUGGESTIONS Councilmember Aldama said Hispanic Heritage Month was concluding on October 15th. He recognized the Hispanic and Latino employees of the City for their contributions to the organization. He also recognized the following former Councilmembers: Councilmember Victor Lopez Councilmember and Vice Mayor Joe Silva Councilmember Tranquilino Garcia Councilmember and Vice Mayor Manny D. Martinez Councilmember Martin D. Samaniego, Jr. Councilmember Norma Alvarez Councilmember Samuel Chavira Councilmember Aldama thanked the former Councilmembers for their service to the citizens of Glendale and for making it a better place. Councilmember Clark conveyed Council's heartfelt condolences to the family of slain Maricopa County Deputy Sheriff Juan "Johnny" Ruiz who was killed in the line of duty. Councilmember Clark reminded residents that she would be hosting the fall/winter Yucca District meeting on October 19th at 6:00 p.m. at the Holiday Inn, 6161 North 99th Avenue. Councilmember Clark congratulated Mayor Weiers on an outstanding Stand Up for Veterans event. Councilmember Malnar recognized the 200 volunteers who participated in the Granada Estates beautification project. He also thanked the following: Faith Bible Church Venture Church Glendale Fire Fighter Charities Glendale Police Department Arizona Christian University Midwestern University Glendale High School Ironwood High School Glendale Community Services Staff City Staff City Council Meeting Minutes - October 12, 2021 Page 11 of 12 ABC Sand & Rock Councilmember Tolmachoff thanked staff, Abrazo Arrowhead Hospital and the Phoenix Children's Hospital for the hard work getting the well site project across the finish line. Vice Mayor Hugh congratulated and thanked Mayor Weiers for the successful Stand Up for Veterans event. Mayor Weiers said the Stand Up for Veterans was a great event. He spoke to one veteran who was able to get a haircut, a new backpack and boots, his driver's license and found a place to live. He thanked all of the volunteers who worked hard to make it successful, especially Arizona Christian University for allowing the event to be held on its campus. CITIZEN COMMENTS Lorraine Zomok, Ocotillo District resident, commented on the successful 15th Annual Christmas in July event held in Glendale's historic downtown. James Deibler, Phoenix resident, commented on homelessness issues in Glendale. Valerie Burner, Ocotillo District resident, commented on the successful 17th Annual Teddy Bear Celebration held in September in historic downtown Glendale.
