CALL TO ORDER Chair Fernandes called the meeting to order at 6:00 p.m. 2. ROLL CALL Present: John Fernandes, Chair Marie Nesfield, Vice Chair Gary Hirsch, Commissioner Patrick Lowry, Commissioner Paul Marsh, Commissioner Barbara Rose, Commissioner Kelley Sandstedt, Commissioner Christopher Sund, Commissioner Also Present: Purab Adabala, Transportation Planning Administrator Patrick Sage, Transportation Planner Javier Gurrola, Pavement Management Program Manager Tony Abbo, City Traffic Engineer Dan Cleavenger, Interim Transportation Director 3. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES ACTION BY CTOC: Approval of the agenda for the September 2, 2021 Citizens Transportation Oversight Commission, as submitted. APPROVAL OF THE MINUTES ACTION BY CTOC: Approval of the minutes from the August 5, 2021 meeting of the Citizens Transportation Oversight Commission, as written. CITIZEN COMMENTS Mr. Sage informed the Commission that no citizen comments were received either by email or voicemail. 6. PAVEMENT MANAGEMENT & RECONSTRUCTION PROGRAM UPDATE Mr. Gurrola gave an update on the Pavement Management and Reconstruction Program (PMP) and the Arterial Reconstruction Program (ARP), which included the following information: • FY2021 PMP Activity • Arterial Reconstruction Program (ARP) Activity • Glendale Ave. Reconstruction — 99th Ave. to EI Mirage Road • Camelback Road Reconstruction — 83rd Ave. to 91 st Ave. • Cactus Road Reconstruction — 51 st Ave. to 59th Ave. Chair Fernandes inquired about the potential of an additional phase of reconstruction on Camelback Road from 83rd Avenue to 67th Avenue. Mr. Gurrola replied that he will check on where this section was in the plan and report back. Mr. Gurrola explained that if the section does not get reconstructed in this plan, it will at least receive a Type II I slurry as an interim treatment until it does get reconstructed. Mr. Gurrola displayed an informational flyer on the Cold -In -Place Recycling Method and explained the process and benefits of this green technology, which was recently used in the City of Mesa. Mr. Gurrola noted that this process has won a lot of awards and is likely the future technology for asphalt. He relayed that this method can result in savings of 15% to 20% over traditional reconstruction methods. Commissioner Lowry inquired about the amount of unusable materials from the process. Mr. Gurrola stated that there is very minimal amount of unusable material, which is hauled off site. Commissioner Marsh complimented and thanked Mr. Gurrola on his follow up regarding an area of concern at 59th Avenue and Westcott Drive. 7. FLASHING YELLOW ARROW PROJECT UPDATE Mr. Abbo gave a presentation on the Flashing Yellow Arrow (FYA), which included the following: • General Information and Background on the FYA • FYA Indicators • Project Background • Costs • FYA Phased Implementation 8. MANAGER'S REPORT Mr. Adabala gave the Manager's Report, which included information on the following: • Northern Parkway Updates • 99th Avenue to 87th Avenue • Agua Fria River to 99th Avenue • Dysart & EI Mirage Road Overpasses • EI Mirage Alternative Access • Glendale Family Bike Ride • Transit • Bus Stop Advertising • Micro -Transit Pilot • Westgate Circulator • Virtual Public Meeting — Maryland Avenue Active Transportation Study • GO Program Performance Audit Follow Up 9. COMMISSIONER UPDATES None. 10. FUTURE AGENDA ITEMS No additional agenda items were suggested. 11.
