1. CALL TO ORDER A JOINT MEETING OF THE LOCAL FIRE AND POLICE BOARDS
Chair Charles Erickson called the joint meeting of the Local Fire and Police Boards to order
at 9:31 a.m.
2. ROLL CALL FOR THE JOINT MEETING OF THE LOCAL FIRE AND POLICE BOARDS

3. CITIZEN COMMENTS
There were no citizens present.
4. DISCUSSION AND POSSIBLE ACTION ON IME PROVIDERS
Board Secretary Jim Brown began the discussion. He reminded the Board that at the last
joint meeting of both Boards, they had decided to review IME providers since it hadn't been
done since about 2012.
He stated that HR had reached out to other cities for possible options of contracts for the
Boards to utilize linking agreements in order to create more options for IME providers. A list
of those options was passed out to Board members.
Deputy City Attorney Nancy Mangone explained the purpose of and process for using linking
agreements. The Board discussed the possible options for several minutes.
Board Attorney Carrie O'Brien recommended that each Board take a separate vote for any
action.
Each Board motioned and voted to direct the Board Secretary to conduct due diligence on
the City of Scottsdale's IME contract and bring back a linking agreement for Board
consideration.

9. APPROVAL OF THE MINUTES
The Board approved the Public Safety Personnel Retirement System - Local Fire Board
Minutes of June 23, 2021

10. NEW BUSINESS
There was no new business to discuss in open session.
11. EXECUTIVE SESSION
Upon a public majority vote of a quorum of the Local Fire Board, the Board may hold an
executive session, which will not be open to the public, regarding any item listed on the
agenda but only for the following purposes:
(i) discussion or consideration of records exempt by law from public inspection (A.R.S. §
38-431.03(A)(2));
(ii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. §
38-431.03(A)(3));
Prior to going into Executive Session, all in attendance that are not Fire Board members or
support staff exited the conference room.
The Board voted to go into Executive Session at 9:46 a.m.

During Executive Session the Board discussed the request of Miles Nuessle, Glendale Fire
Engineer, to stay beyond his designated PSPRS Deferred Retirement Option Plan (DROP)
date.
12. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION
The Board reconvened in open session at 10:17 a.m.
13. CONSIDERATION AND POSSIBLE VOTE ON EXECUTIVE SESSION ITEMS
Chair Erickson asked Mr. Miles Nuessle, Glendale Fire Engineer, if he would like to address
the Board. Mr. Nuessle said that he would like to. He explained that he wanted to remain
employed by the City of Glendale Fire Department beyond the end of his designated PSPRS
DROP (Deferred Retirement Option Plan) date because of personal and financial reasons.
He thanked the Board for their consideration in the matter.
Mayor Weiers said that the Board wanted to make sure that Mr. Nuessle fully understood all
the financial consequences if the Board were to approve his request to remain employed by
the City after the end of his DROP period.
Board Secretary Jim Brown stated that the Board's attorney would be reading a statement to
confirm that Mr. Nuessle understands the repercussions of the decision.
Mr. Nuessle responded that he is well-informed of the ramifications as he has spoken to
PSPRS.
Board Attorney Carrie O'Brien read the following motion for the Board's consideration, "The
Board moves to approve the request of Miles Nuessle to stay beyond the DROP period and
to pay the ACR (Alternative Contribution Rate) to PSPRS on behalf of him, contingent on his
signing an acknowledgment of the following:
That Mr. Nuessle acknowledges that his pension will not be payable to him until he
terminates employment with the City of Glendale;
That he acknowledges that he will forfeit any interest on the DROP lump -sum distribution;
That the lump -sum distribution, minus any interest, will not be payable to him until he
terminates employment with the City of Glendale;
And that he will be ineligible for an accidental disability retirement from PSPRS."
The Board voted to approve Miles Nuessle's request to remain beyond his designated
DROP date.

Mr. Nuessle thanked the Board.
Mr. Brown told Mr. Nuessle that a written acknowledgment with the statement that was read
by the Board's attorney would be forthcoming and that Mr. Nuessle would need to sign it.
14. BOARD COMMENTS AND SUGGESTIONS
There were no Board comments or suggestions.
15. NEXT MEETING
The next regular meeting of the Public Safety Personnel Retirement System Local Fire
Board will be held on August 25, 2021 at 9:30 a.m., in the HR Training Room, located
at 5850 W. Glendale Ave., Glendale, Arizona, 85301
16. ADJOURN THE LOCAL FIRE BOARD MEETING
Chair Erickson adjourned the meeting at 10:24 a.m.
