CALL TO ORDER
Meeting was called to order at 5 PM.
ROLL CALL
Committee members present: Chairperson Councilmember Ray Malnar, Councilmember Joyce
Clark, Yvonne Knaack, Ron Short, Michael Socaciu, Barbara Lentz, Councilmember Bart Turner,
and Warren Wilfong are all present.
Committee members absent: Camille Donley and Assistant Police Chief Rich LeVander were
absent.
City staff present: Rick St. John (Deputy City Manager, Public Safety), Jamsheed Mehta
(Development Services Director), Adam Santiago (Council Assistant), and Samantha Cope
(Recording Secretary) were present.
CITIZEN COMMENTS
No citizen comments were made.
APPROVAL OF THE MINUTES
A motion to approve the May meeting minutes was made by Ms. Knaack and seconded by Mr.
Wilfong. All were in favor, and none opposed.
UNFINISHED BUSINESS AND POSSIBLE ACTION
A. Review of recommended grass standards language, Warren Wilfong and Rick St. John,
Deputy City Manager
Mr. St. John updated the committee grass standards progress. Mr. St. John made a point to
say anyone who would make an argument that a yard is causing blight would have to consider it
needs to be more than a few blades of grass, and the committee understood this. Mr. Wilfong made
a motion to approve the recommendation as it's written, and Councilmember Turner seconded. All
were in favor, and none were opposed. Motion carries.
During this meeting, Mr. Wilfong planned to discuss desert landscaping and lawns, and
Mr. Wilfong wanted to add language about keeping lawns "alive and healthy during the growing
season." Mr. Santiago noted in the previous meeting that Mr. Wilfong brought draft language to
the committee. Mr. Wilfong presented language and made a motion to recommend the wording.
Councilmember Clark seconded. All in favor, and none were opposed.
UPDATES AND PRESENTATIONS
A. Update on City Council approved City Code related items, Rick St. John, Deputy City
Manager
Mr. St. John recapped what revisions were made to chapter 24 in the previous meeting.
Everything went through a workshop with council and they elected to adopt those ordinances at a
regular meeting of the council, and 30 days from June 22nd, the changes will be put into effect.
Mr. Wilfong asked if they were going to remove the word "parking" in the driveways or
maneuvering area. Mr. St. John said these minor changes will likely be noted and adjusted over
time. Mr. Wilfong then asked who would be determining what is an unregistered or inoperable
vehicle. Mr. St. John said the language was taken directly from the consultant's document, it will
be in the zoning ordinance as it's written, and it was approved by the committee originally.
Councilmember Turner asked if it has to be both lichened in a state or country and movable with
its own power, and Mr. St. John confirmed this.
Mr. Socaciu noted the wording here likely revolves around the issue of with storing
vehicles, rather than parking vehicles. Mr. St. John noted there was a provision in the beginning
of the zoning ordinance that notes any conflict with any other provision in this, the zoning
ordinance will take precedence.
B. Review of Code Compliance practices to implement newly adopted City Code items, Rick
St. John, Deputy City Manager
Mr. St. John said they're preparing training for inspectors and supervisors, so they fully
understand council's changes, so when revisions are in effect, the inspectors are ready to enforce.
Houses that have numerous vehicles that create blight issues will be addressed immediately, but
the inspectors will slowly lean into proactive enforcement otherwise.
Mr. Wilfong asked about parking in front of a living space and asked about circle
driveways. Mr. St. John said parking is allowed on circle driveways provided it's distinguished,
approved, and different from landscaping. Chairperson Councilmember Malnar noted there needs
to be a limit on the number of cards on circle driveways. Councilmember Turner recalled parking
on circle drives wouldn't be allowed overall, but there would be exceptions if they were part of
the original home construction.
Councilmember Turner and Mr. St. John then used "hand signals," as they put it, to
describe hypothetical circle driveways and parking. Mr. Mehta posted a theory that depending on
the angle, the restriction of it not facing the living space revolves around whether or not it's safe
or unsafe. Ms. Knaack mentioned her home has a circle drive and a separate garage and driveway,
so it's always temporary parking on the driveway. Mr. Wilfong reminded the committee that the
whole intention of making these changes to parking was to prevent front yard parking. Chairperson
Councilmember Malnar said the city will enforce the rules as written. Councilmember Turner
asked if citizens will be able to request a permit to make the circle drive so they can park on the
drive, but the committee didn't think anyone would do that due to the cost. Chairperson
Councilmember Malnar asked for final questions, and then congratulated the committee on
completing this.

DISCUSSION AND ACTION ON SUBCOMMITTEE RECOMMENDATIONS
A. COMMERCIAL COMMITTEE — YVONNE KNAACK
Ms. Knaack had nothing to report.
B. RESIDENTIAL COMMITTEE — COUNCILMEMBER BART TURNER
Councilmember Turner had nothing to report.
C. PARKING COMMITTEE — WARREN WILFONG
Mr. Wilfong had nothing to report.
D. MISCELLANEOUS COMMITTEE — RON SHORT
Mr. Short noted in March, the committee decided to adopt the Scottsdale language for
littering; the first offense would be a petty offense and the second would be a class II misdemeanor.
Mr. Short asked when this will be taken for workshop to city council. Mr. St. John said it will be
presented to them in August. Chairperson Councilmember Malnar added fencing issues will be
presented to the city council in August as well.
COMMITTEE COMMENTS AND SUGGESTIONS
Ms. Knaack asked where the loitering violations were in the code, and Mr. St. John said
it's in the criminal section of the code. Ms. Knaack noted the committee hadn't explored that yet.
Chairperson Councilmember Malnar asked to share the loitering section of the code to the
committee. Mr. Wilfong wanted to Mr. St. John with the upcoming weeks. Chairperson
Councilmember Malnar asked the committee to plan to come in person to their final meeting.
NEXT MEETING
The next, regular, and final meeting of the City Code Review Committee will be held Thursday,
August 26th, 2021 at 5:00 p.m., in conference room B3, located at 5850 West Glendale Avenue,
Glendale, Arizona, 85301.
ADJOURNMENT
Chairperson Councilmember Malnar adjourned the meeting at 5:45 PM.
