GLENN DRIVE GLENDALE, ARIZONA 85301 MARCH 18, 2021 6:47 P.M. CALL TO ORDER Chairperson Crow called the meeting to order at approximately 6:47 p.m. ROLL CALL Commissioners Present: Commissioners J. Crow (departed at 7:17pm), Nowakowski, Wilfong, Cole, and Vice Chairperson Nyberg, and Chairperson Crow were present. City Staff Present: Tabitha Perry, Executive Officer, Special Projects, Jim Gruber, Chief Deputy City Attorney, David Richert, Interim Planning Administrator, Jamsheed Mehta, Development Services Director, and Diana Figueroa, Recording Secretary. ITEMS Chairperson Crow called for the items. 1. REQUEST TO INITIATE A REZONING APPLICATION TO AMEND THE CATLIN COURT DISTRICT PAD (PLANNED AREA DEVELOPMENT) Staff Contact: Tabitha Perry, Special Projects Executive Officer Ms. Perry made staff's presentation. Questions by the Commission were addressed by city staff. The Commissioner agreed this item needs further discussion before they can initiate a Rezoning Application. Chairperson Crow recommended that the Planning Commission hold an Executive Session prior to the next meeting in order to receive a synopsis regarding the litigation. He asked Mr. Gruber if this will allow him time to prepare. Mr. Gruber said yes. Commissioner Wilfong said he would like to see the City contact and engage the residents of the Catlin Court area and come up with a plan. Chairperson Crow asked if any of the Commissioners were opposed to holding an Executive Session. None were. The Request was not initiated at this time by the Planning Commission. 2. PROGRESS AND STATUS OF THE UNIFIED DEVELOPMENT CODE Mr. Matt Klyszeiko, Michael Baker International, and Amy Malloy, Evolve Ventures, each made a presentation to the Commission providing an update on the progress made regarding the Unified Development Code. Commissioner Wilfong had questions for Mr. Klyszeiko regarding the terms "non -conforming" and "grandfathering". Mr. Klyszeiko made note of these concerns and stated this will be addressed in detail at the April 15, 2021 Planning Commission Special Workshop. 3. OTHER BUSINESS Chairperson Crow called for Other Business. There was none. 4. NEXT MEETING The next regular Workshop of the Planning Commission is scheduled for Thursday, April 1, 2021, at 5:00 p.m., at the Glendale Civic Center, 5750 West Glenn Drive, Glendale, Arizona, 85301.
