GLENDALE AVE. GLENDALE, ARIZONA 85301 APRIL 28, 2021 9:30 A.M. 1. CALL TO ORDER THE LOCAL POLICE BOARD Chair Charles Erickson called the meeting to order at 9:30 a.m. 2. ROLL CALL Present: Mayor Jerry Weiers City Manager & Board Member Kevin Phelps Board Member & Chair Charles Erickson Board Member Cody Carmichael, Police Sergeant Board Member Justin Harris, Police Officer Absent: None Staff Present: Jim Brown, Board Secretary & Director of Human Resources & Risk Mgmt. L. Michael Hamblin, Assistant City Attorney Jennifer Livingston, Police Officer Adam Beghtol, Police Admin Services Manager Nancy Rodriguez, HR Analyst Lisa Chill, Admin Support Supervisor, HR Other Attendees: Board Attorney Carrie O'Brien 3. CITIZEN COMMENTS There were no citizens present. 4. APPROVAL OF THE MINUTES The Board voted to approve the Public Safety Personnel Retirement System - Local Police Board Minutes of March 24, 2021 Motioned by Board Member Kevin Phelps, seconded by Board Member Cody Carmichael AYE: Mayor Jerry Weiers Board Member Kevin Phelps Board Member Charles Erickson Board Member Cody Carmichael Board Member Justin Harris Passed S. NEW BUSINESS A. Board Secretary Jim Brown read the pertinent information and the following questions related to the reemployment of Douglas Gibbs, a retired Glendale Police Officer. 1. Did Mr. Gibbs become reemployed in any capacity by the City of Glendale before one year after his date of retirement? • The Board agreed by consensus that the answer is No. 2. Is Mr. Gibbs hired into a non-PSPRS position? . The Board agreed by consensus that the answer is Yes. 3. Does this Board Acknowledge that the City of Glendale in not responsible to pay the ACR to PSPRS, but will be responsible for matching contributions into ASRS? . The Board agreed by consensus that the answer is Yes. B. Mr. Brown read the pertinent information and the Board reviewed an Application for Retirement from the Deferred Retirement Option Plan (D.R.O.P.) submitted by Frank Michael Crawford, Police Officer. Frank Michael Crawford has elected to retire from the D.R.O.P. and terminated his employment with the Glendale Police Department on March 30, 2021. On October 24, 2018, the Local Police Board had approved his Application for Enrollment into the D.R.O.P. and he had elected to participate on September 30, 2018. At that time, he had completed 21.062 years of credited service. He was required to terminate his employment with the City of Glendale Police Department on or before September 30, 2023. Frank Michael Crawford is eligible to retire from the D.R.O.P. and to receive a Lump Sum distribution. The Board voted to approve the application. Mr. Brown read the pertinent information and the Board reviewed the Application for Enrollment into the Deferred Retirement Option Plan (D.R.O.P.) submitted by George Arnold, Jr., Police Sergeant. George Arnold, Jr. has 20.096 years of credited service. He elected to participate in the D.R.O.P. on April 1, 2021 and must terminate employment with the City of Glendale Police Department on or before April 30, 2026. The Board voted to approve the Application. Mr. Brown read the pertinent information and the Board reviewed the Application for Enrollment into the Deferred Retirement Option Plan (D.R.O.P.) submitted by John Roth, Police Sergeant. John Roth has 20.096 years of credited service. He elected to participate in the D.R.O.P. on April 1, 2021 and must terminate employment with the City of Glendale Police Department on or before April 30, 2026. The Board voted to approve the Application. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); (ii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. § 38-431.03(A)(3)); During Executive Session the Board reviewed and discussed: Medical Evaluation for one (1) New Police Personnel: Samuel Cooper Updated Medical Evaluation for one (1) New Lateral Police Personnel: Guadalupe Ruben Silva III 7. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION 8. CONSIDERATION AND POSSIBLE VOTE ON EXECUTIVE SESSION ITEMS A. Police Officer Jennifer Livingston confirmed that the following new Police Personnel has met the standards of the Glendale Police Department and the Arizona Peace Officer Standards and Training Board. The Board voted to accept one (1) New Police Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions noted on the Pre -Existing Conditions Report: Samuel Cooper Motioned by Board Member Justin Harris, seconded by Board Member Cody Carmichael AYE: Mayor Jerry Weiers Board Member Kevin Phelps Board Member Charles Erickson Board Member Cody Carmichael Board Member Justin Harris Passed B. Police Officer Jennifer Livingston confirmed that the following Lateral Police Personnel has met the standards of the Glendale Police Department and the Arizona Peace Officer Standards and Training Board. The Board voted to accept the transfer of service credits in the Public Safety Personnel Retirement System (PSPRS) for one (1) new City of Glendale Police Personnel, Guadalupe Ruben Silva III, from previous employer, City of Mesa, with any pre-existing conditions noted on the Pre -Existing Conditions Report. Motioned by Board Member Justin Harris, seconded by Board Member Cody Carmichael AYE: Mayor Jerry Weiers Board Member Kevin Phelps Board Member Charles Erickson Board Member Cody Carmichael Board Member Justin Harris Passed 9. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 10. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Police Board will be held on May 26, 2021 at 9:30 a.m., in the HR Training Room, located at 5850 W. Glendale Ave., Glendale, Arizona, 85301. 11. ADJOURN THE LOCAL POLICE BOARD MEETING Chair Erickson adjourned the meeting at 9:56 a.m. The Public Safety Personnel Retirement System Local Police Board meeting minutes of April 28, 2021 were submitted and approved this 26th day of May, 2021.
