15. ORDINANCE NO. 021-37

ARIZONA, AUTHORIZING THE ABANDONMENT OF EASEMENTS AT VARIOUS
LOCATIONS THROUGHOUT THE CITY AND DIRECTING THE CITY CLERK TO RECORD

Ms. Chapin said the request was to abandon three existing water line easements associated
with three developments in the City. The first was at the Swire Coca-Cola expansion at the
Glen Harbor Business Park. The second was for the proposed Cielo Apartments on North
67th Avenue and the third was the En Fuego development on West Glendale Avenue. New
easements would be established.

RESOLUTIONS
16. RESOLUTION NO. R21-40
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, ADOPTING A TENTATIVE BUDGET OF THE AMOUNTS REQUIRED FOR THE
PUBLIC EXPENSE FOR THE CITY OF GLENDALE FOR THE FISCAL YEAR 2021-2022;
SETTING FORTH THE REVENUE AND THE AMOUNT TO BE RAISED BY DIRECT
PROPERTY TAXATION FOR THE VARIOUS PURPOSES; ADOPTING CITY COUNCIL'S
FINANCIAL POLICIES; AND GIVING NOTICE OF THE TIME FOR HEARING TAXPAYERS
AND FOR FIXING TAX LEVIES.
Presented by: Lisette Camacho, Director, Budget and Finance
Ms. Bower read the resolution by title.
Ms. Camacho said the proposed resolution authorized the adoption of the fiscal year 2021-22
(FY21-22) tentative budget, including the proposed Capital Improvement Plan (CIP). It was
also a request for Council to give notice of the date for public hearings. The public hearing for
the FY21-22 final budget adoption and the proposed property tax levy would take place on on
June 8, 2021 at 5:30 p.m. at the Glendale Civic Center. The public hearing for the
FY21-22 property tax levy adoption would take place on June 22, 2021 at 5:30 p.m. at the
Glendale Civic Center.
Ms. Camacho said the proposed tentative budget for FY21-22 was $1.2 billion and included
an operating budget of $731 million, a capital improvement budget of $281 million, a debt
service budget of $93 million, and a contingency appropriation of $139 million. The total
revenue budget was $1.1 billion and the total transfer budget was $198 million. The budget
did not include an increase to the primary property tax rate.
Ms. Camacho said the budget included moving $800,000 from the General Fund fund balance
to Workers Compensation for presumptive cancer care for public safety personnel. It also
included changes to the Capital Improvement Plan for items that had received Council
consensus.
Councilmember Clark said it was the first year that the overall budget exceeded $1 billion. li
demonstrated the health of the economy. Council and staff devoted a lot of time crafting the
budget, spending over four months discussing various aspects and reading 999 pages of
budget material. She was pleased with the outcome of the budget. It was one of the best

budgets that had been produced in years. She thanked staff for its hard work.

REQUEST FOR FUTURE WORKSHOP AND EXECUTIVE SESSION
A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember
Joyce Clark to hold the next regularly scheduled City Council workshop on Tuesday, May
25, 2021 at 12:30 p.m. in the Civic Center, 5750 West Glenn Drive, to be followed by an
executive session pursuant to A.R.S. 38-431.03.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Turner had attended the first weekend of the LIVE! @ Murphy Park music series. It
was thoroughly enjoyable. He congratulated Council and staff on moving forward with music in the
park.
Councilmember Tolmachoff also attended LIVE! @ Murphy Park. She enjoyed the performance and
invited everyone to attend the live performances next week.
Councilmember Clark announced that the groundbreaking for Heroes Park Lake would take place on
May 24th at 9:00 a.m.
Councilmember Clark was hosting an in-person Yucca District meeting on May 27th at 6:00 p.m. in the
Council Chambers.
Councilmember Clark said it was National Police Week. She thanked every member of the Glendale
Police Department, sworn and non -sworn, for their service. She said Council respected and supported
the Department and would always do so.

Councilmember Aldama invited everyone to attend the ribbon -cutting for the new splash pad at O'Neil
Park at 8:00 a.m. on May 27th.
Councilmember Aldama thanked staff and Mr. Phelps for the LIVE! @ Murphy Park music series. His
vision for downtown Glendale had always included live music.
CITIZEN COMMENTS
James Deibler, Phoenix resident, commented on the City's Adopt -a -Street program.
Jessica Koory, Ocotillo District resident, commented on the condition of trees throughout the City.

Vice Mayor Hugh adjourned the meeting at 6:05 p.m.
