Workshop Meeting Civic Center City Council Mayor Jerry Weiers Vice Mayor Ian Hugh Councilmember Jamie Aldama Councilmember Joyce Clark Councilmember Ray Mainar Councilmember Lauren Tolmachoff Councilmember Bart Turner CALL TO ORDER Vice Mayor Hugh called the meeting to order at 12:30 p.m. ROLL CALL Present: Vice Mayor Ian Hugh Councilmember Jamie Aldama Councilmember Joyce Clark Councilmember Ray Malnar Councilmember Lauren Tolmachoff Councilmember Bart Turner Absent: Mayor Jerry Weiers Also Present: Kevin Phelps, City Manager Jim Gruber, Deputy City Attorney Julie K. Bower, City Clerk Vicki Rios, Assistant City Manager Jack Friedline, Assistant City Manager WORKSHOP SESSION 1. PRESENTATION REGARDING REGULATIONS FOR RV PARKING, INOPERABLE VEHICLE STORAGE, AND VEHICLES UNDER REPAIR IN RESIDENTIAL ZONING DISTRICTS Presented by: Rick St. John, Deputy City Manager The item was continued to the May 25, 2021 workshop meeting. 2. COUNCIL ITEM OF SPECIAL INTEREST REGARDING ADDING CITY CODE TO REGULATE NEWSPAPER DISPENSERS Presented by: Rick St. John, Deputy City Manager Tim Boling, Code Compliance Officer Ms. Bower read the item by title. Mr. St. John said Councilmember Aldama's Council item of special interest regarded the regulation of newspaper racks. Mr. Boling presented background information regarding newspaper dispensers and a draft ordinance. Councilmember Turner asked if there was communication with the companies that owned the dispensers or would there be communication before the ordinance was brought back for approval. Mr. Boling said staff did not contact the companies because the dispensers did not contain contact information. Councilmember Aldama asked if freedom of speech also applied to the apartment guide dispensers. City Council Meeting Minutes - May 11, 2021 Page 2 of 5 Mr. Boling said it did apply. Councilmember Aldama thanked staff for bringing the item forward and was in support of an enforcement ordinance. Councilmember Tolmachoff asked if the City was compelled to allow the dispensers on City property. Mr. Boling said it was. The regulations would apply to placement and condition but would not prohibit dispensers. Councilmember Clark asked what improvements could be expected with the proposed ordinance. Mr. Boling said after proper notification, the unused dispensers would be removed. Councilmember Clark asked what the criteria was for removing a box and the provisions for the City to remove the box. Mr. Boling said after thirty days, the City had the right to remove the unused dispenser. The City would remove it and after an additional thirty days, if the dispenser was not claimed, it would be discarded. Councilmember Clark supported moving forward. Vice Mayor Hugh confirmed consensus to proceed with the proposed ordinance. CITY MANAGER'S REPORT Mr. Phelps said approximately 1,700 people attended the first weekend of the LIVE! @ Murphy Park music series. Mr. Phelps said Popstroke, a form of sports entertainment, was announced for development at Westgate. It expected to open by the first quarter of 2022. Mr. Phelps said the NCAA Section 7 Basketball High School Tournament was taking place June 18th - 20th, 2021 at State Farm Stadium. CITY ATTORNEY'S REPORT No report COUNCIL ITEMS OF SPECIAL INTEREST Councilmember Clark shared a constituent's concern regarding beehives. She requested staff draft regulations regarding the keeping of beehives in urban areas. Councilmember Tolmachoff asked for the list of agreed upon items on the Camelback Ranch improvement list for the upcoming year and a discussion before the end of the fiscal year. Councilmember Turner had previously requested an item regarding City -owned property on the City Council Meeting Minutes - May 11, 2021 Page 3 of 5 northeast corner of 55th Avenue and Northern Avenue. He had not heard back from staff or management on the item. Councilmember Turner said Council had approved a program that provided gates in alleyways. Residents in his district wanted decorative gates and had concerns about bulk trash pick-up and gated alleys. He would like the topics discussed at a future meeting. MOTION AND CALL TO ENTER INTO EXECUTIVE SESSION A motion was made by Councilmember Jamie Aldama, seconded by Councilmember Lauren Tolmachoff to hold an executive session. AYE: Vice Mayor Ian Hugh Councilmember Jamie Aldama Councilmember Joyce Clark Councilmember Ray Malnar Councilmember Lauren Tolmachoff Councilmember Bart Turner Other: Mayor Jerry Weiers (ABSENT) Passed EXECUTIVE SESSION Council met in executive session at 12:49 p.m. for: • Discussion and or consultation, to consider its position, and to provide instruction/direction regarding the appointment of a City Judge and discussion/consultation for legal advice with the City Attorney pursuant to A.R.S. §38-431.03(A)(1)(3) • Discussion/consultation with the City Attorney and City Manager to receive an update, to consider its position, and to provide instruction/direction to the City Attorney and City Manager regarding Glendale's position in connection with the Catlin Court PAD pursuant to A.R.S. § 38-431.03(A)(3)(4) • Discussion and consideration of appointments and matters relating to various boards, commissions and other bodies pursuant to A.R.S. § 38-431.03(A)(3)(4) A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember Jamie Aldama to adjourn the executive session.
