1. CALL TO ORDER
Councilmember Aldama called the meeting to order at 2:02 p.m.

4. APPROVAL OF THE MINUTES
1. Approval of the minutes of the February 2, 2021 Government Services Committee meeting
Motioned by Councilmember Bart Turner, seconded by Chair Jamie Aldama to approve
the minutes of the February 2, 2021 Government Services Committee meeting.

5. RESIGNATIONS

6. NEW BUSINESS
1. Extension of the temporary Business Council Committee
Ms. Bower said Councilmember Clark was requesting that the Government Services
Committee extend the term of the temporary Business Council Committee for an additional
year until April 18,'2022. Council adopted Resolution No. R17-36 on May 23, 20217 that
established the temporary Committee. The Committee would dissolve one year after the date
of its first meeting. The first meeting took place on April 28, 2018. Council adopted
Resolution No. R19-33 on April 9, 2019, extending the Committee's term to April 18, 2020.
The resolution specified that any further extensions were to be approved by the Government
Services. Committee. On March 3, 2020 the Government Services Committee extended the
term to April 18, 2021.
Councilmember Turner believed the Committee had finished it primary mission and was now
reviewing the Sign Ordinance. The feedback he had received was that some members
wanted to put the Committee to bed. Councilmember Tolmachoff was a member of the
Committee and was available to answer questions.
Councilmember Aldama asked what items the Committee had brought to Council for
consideration.
Councilmember Tolmachoff said the Committee had not brought anything forward for Council
consideration. The first year was spent reviewing the Building Code with members of the
business and development communities. The Committee was now reviewing the Sign
Ordinance line -by-line which she did not believe was within the Committee's mission. She
said other members of the Committee also questioned the Sign Ordinance review. The
Committee's mission had been to make the City as business -friendly as possible.
Councilmember Turner asked if the Committee's work product had been dealt with
administratively.
Councilmember Tolmachoff said the Building Code was dealt with administratively. She
believed the Committee was no longer on track for its mission and she had questioned the
line -by-line review of the Sign Ordinance. It made more sense for the Code Review
Committee to review the Sign Ordinance. Because consultants were staffing the meetings,
there were costs for the Committee to continue.
Councilmember Aldama requested information on the cost for the consultants. The
Committee's term had already been extended twice.
Councilmember Turner said it seemed that the Committee had wrapped up its primary mission
and had moved on to the Sign Ordinance. The Sign Ordinance probably needed to be
reviewed but not by the Business Committee.
Councilmember Aldama did not support extending the term of the Committee.
Councilmember Turner agreed the Committee should be wrapped up. If Council wanted to
appoint a committee to review the Sign Ordinance, it could do so in the future.
Motioned by Chair Jamie Aldama, seconded by Councilmember Bart Turner to deny the
request for an additional extension of the term of the temporary Business Council
Committee.

2. Consideration of standard bylaws for all boards and commissions
The item was continued to the April 6, 2021 Government Services Committee meeting.
7. EXECUTIVE SESSION
An executive session was not held.
8. NEXT MEETING
Ms. Bower said the next regular meeting of the Government Services Committee would
be held on April 6, 2021 at 2:00 p.m., in the Council Conference Room of City Hall, located at
5850 W. Glendale Ave, Glendale, Arizona, 85301.
9. ADJOURNMENT
The Government Services Committee meeting minutes of March 2, 2021 were
submitted and approved this 4th day of May, 2021.
