6. CITIZEN COMMENTS
None.
6. STREET RACING & PUBLIC SAFETY
Officer Schlingman gave a presentation on Street Racing and Public Safety, which included the
following:
• Data for April 10, 2020 through July 1, 2020
• Top locations per calls for service
• Top locations for offense reports
Officer Schlingman played a YouTube video of street racing at the Glendale Airport and on Phoenix
streets that was recorded by a racing group member. Officer Schlingman made the following
comments:
• The problem is not only a Glendale problem.
• The offenders move to different locations after a police crackdown.
• Social media is monitored.
• Different techniques are utilized to combat the problem.
• Other criminal acts, such as drug use, are also occurring at the street racing sites.
• Please report any racing activity to the Police Department.
Vice Chair Nylund asked if there was any specific location or facility where drag racing could be
done legally. Officer Hoskin stated that there is a place for legal racing in Chandler; however, it is
on private property and drivers must pay to participate. Vice Chair Nylund asked if motorcycle
officers were involved in responding to the racing calls. Officer Valenzuela replied in the negative
and explained that this would pose a safety issue as some of the offenders try to damage the
police cars or overtake the police cars.
Commissioner Pickett inquired if the Police Department has considered the use of speed bumps to
curtail this activity. Officer Valenzuela replied that some of the top racing areas are in main
intersections and therefore. speed bumps or humps could not be utilized.
Vice Chair Nylund thanked the Police Department representatives for their presentation.
7. PAVEMENT MANAGEMENT & RECONSTRUCTION PROGRAM UPDATE
Mr. Adabala gave a presentation on the Pavement Management and Reconstruction, which
included the following information as follow-up items:
• 79th Avenue: Camelback Road / Colter Street; Colter Street / Missouri Avenue; Camelback
Road
• Cholla Street
• Camelback Road reconstruction: 43rd Avenue to 51 st Avenue;
Vice Chair Nylund asked if the ADA ramps were federally funded. Mr. Adabala stated that for these
programs the ramps are not federally funded due to the length of time to obtain the funding, which
can take years. Mr. Adabala noted that for some projects, such as the Myrtle Avenue project,
federal funds have been used. Vice Chair Nylund asked if funds could be recaptured due to the
federal mandate. Mr. Adabala replied in the negative. Vice Chair Nylund inquired if project costs
are almost half the amount when not using federal funds. Mr. Adabala could not accurately identify
a specific percentage, which can vary by project, but stated that there is a substantial difference.
The agenda item was concluded.
8. PUBLIC INFORMATION FLYERS
Mr. Sage asked the Commissioners for their input on two public information flyers that staff
prepared at the request of the commission, and distributed for commissioner review. The first flyer
describes the CTOC, its mission, members, and roles and responsibilities, and the GO Program
Projects in general. The second flyer is an update on the Northern Parkway project. Mr. Sage
stated the material is intended for distribution during public outreach activities, and available for
commissioners to hand out as desired. Additional project flyers are expected.
Commissioner Rose suggested including a date on the CTOC flyer because the Commission
members do change over time. Vice Chair Nylund commented that the flyers are a useful tool and a
good move toward transparency. Mr. Sage relayed that the flyers will be updated periodically, as
needed.
9. MANAGER'S REPORT
Mr. Adabala gave the Manager's Report, which included the following:
• 59th Avenue Pedestrian/Equestrian Bridge
• Regional Projects
• Bond Election Public Outreach
10. COMMISSIONER UPDATES
Commissioners have the opportunity to share information pertinent to the commission from
sources that may include (but are not limited to) other boards/committees, transportation -related
public meetings and informal discussions with citizens. The Commission is prohibited from
discussing or acting on any updates, since they are not itemized on the agenda (5 minutes). For
information only.
11. FUTURE AGENDA ITEMS
Commissioner Pickett commented that the HAWK Crosswalk signs are only in English and
wondered if they could be bilingual. Mr. Sage replied this item will be agendized and would be a
good HAWK educational opportunity.
Vice Chair Nylund suggested speeding as an agenda item, including lack of enforcement and lack
of officers to do the enforcement.
Commissioner Young suggested the topic of the impacts of COVID on transportation, such as on
sales tax and construction project timelines.
12. NEXT MEETING
The next regular meeting of the Citizens Transportation Oversight Commission is scheduled for
October 1, 2020 at 6:00 p.m.
ADJOURNMENT
Vice Chair Nylund adjourned the meeting at 7:25 p.m.
