PURPOSE The Public Facilities, Recreation & Special Events (PFRSE) policy has two main purposes: a. To address the rapidly evolving arena of the internet and adapt to and anticipate customer and resident need for information and interaction in a responsible manner . This document establishes the Department’s social media use policies, protocols and procedures intended to mitigate associated risks from use of this technology where possible. This policy is used as a guideline and may be modified to include future socia l media communication channels that may prove beneficial for future City use. A few of the current platforms are: Facebook, Twitter, Instagram, YouTube, SnapChat, Flickr, Foursquare, Yelp, Reddit, Line, Hangouts and Next Door, among others. b. To address the mobile/smartphone device use by city staff while engaged in work for the City of Glendale PFRSE Department. Specific areas addressed in the policy’s procedures include: mobile/smartphone use by staff while working in a customer service capacity or otherwise engaged with the public or program participants for any other reason than city business. II. SCOPE This directive is applicable to all PFRSE employees, contracted employees, as well as volunteers, interns, agents, and contractors, unless otherwise specified, hereafter referred to as ‘employee(s).’ III. STATEMENT a. Employee conduct: In keeping with Human Resources Policy 504, “employees shall at all times conduct themselves in a way that reflects favorably on the public they serve.” The complete policy can be found on the GRID. b. Social media/smartphone usage: Employees shall not use mobile/smartphone to access social media during work hours, unless designated a user for the department’s social media accounts. c. City network usage: Employees shall not use the city network to access social media during work hours, unless designated a user for the department’s social media accounts. Corresponding procedures for these guidelines are outlined in PFRSE Procedure 6.5.
