PURPOSE The Public Facilities, Recreation & Special Events Traffic Control Plan is based on the direction of and the directives of the Glendale Police Department and Department of Homeland Security for all traffic control plans for city-wide special events, emergency evacuations, natural disasters, etc. as no jurisdictional authority exists for Department personnel outside the boundaries of parks and recreational facilities. II. PROCEDURE 1. The Department offers and supports various special events that require different levels of traffic control. Designated department staff meets, develops, and completes the City of Glendale Special Event Application which includes a Traffic Plan, if deemed necessary, for all significant events that generate more than 500 visitors and/or impacts right of way. 2. The Department follows City of Glendale Ordinance No. 1392, § 2, 11-26-85, which outlines the steps necessary to secure barricade permits for Glendale events, and is also a critical element of the plan. 3. The Department’s Emergency Operation, Evacuation, and Shelter in Place Plan are made available in all facilities within the department. The plan covers an occupant emergency plan, general evacuation procedure, fire protection and bomb threats. Traffic control as related to emergency evacuations is included.
