PURPOSE Glendale Park Rangers and Department personnel should not handle any evidentiary items. This policy provides procedures in handling evidence. II. PROCEDURE Department Personnel 1. Department personnel who discover evidentiary items such as, but not limited to: drugs and narcotics, weapons, or drug paraphernalia, are required to immediately notify the Glendale Police Department at (623) 930-3000. 2. Department personnel should then immediately notify their supervisor. 3. A Department Incident Report form must be completed by the employee within that shift. Park Rangers 1. Under no circumstances shall Park Rangers search any person, personal property, or vehicle. In the event the Park Ranger believes a search is necessary, the Park Ranger should contact the Glendale Police Department. 2. Park Rangers may be officially requested to help secure the scene by the Glendale Police Department. 3. Park Ranger reports should only be initiated to augment what the Ranger witnessed and/or assisted with at the scene. The Glendale Police Department is responsible for all investigations, evidence collection and prosecution related to criminal prosecution. Park Rangers shall secure the scene until the Police Department arrives and assumes control and responsibility. The Glendale Police Department follows established procedures/orders for handling drugs, narcotics, weapons, and other evidentiary materials . 4. Criminal matters involving violations of Arizona Revised Statutes and breaches of the peace shall be immediately referred to Glendale Police Department. 5. Disposition of Unopened Alcohol in the Parks: If there is a valid/current permit acquired by a citizen pursuant to Glendale City Code Section 27-71: Rangers shall not confiscate or cause to be poured out unopened bee r or alcoholic beverages belonging to park patrons that do not have a beer permit. If no valid permit exists and: A. The person acknowledges ownership of the alcoholic beverage; the beverage should be poured out and a citation may be issued. B. If ownership/possession of the alcoholic beverage is unknown, the Park Ranger should pour out the beverage. It should be recorded as ‘found/destroyed property’ as part of the Park Ranger Incident Report. Page 2 of 2 6. If no valid permit exists and the person acknowledges ownership of the alcoholic beverage; the beverage should be poured out. The violators may be cited and ordered to leave the park for the rest of the day. Violators who are not cited may be ordered to take the opened containers and leave the park. This order is valid for the remainder of the day. 7. Juveniles shall be treated in a similar manner as adults with the exception that they may not leave the park with any unopened containers. They cannot legally be in possession of alcoholic beverages. The Glendale Police Department should be contacted immediately.
