SPONSORSHIPS, DONATIONS & GRANTS

Section 1 - Administration
I. PURPOSE
Establishes procedures to ensure consistency and fairness in the administration of sponsorship
and donation solicitations and the administration of grants to be consistent with the vision and
mission of the Glendale Public Facilities, Recreation & Special Events Department.
II. PROCEDURE
A. Sponsor Packets
Sponsorship packets have been developed and are available for any department team
member seeking sponsorship for a program or service they provide. The packet includes a
solicitation letter, sponsorship levels/benefits, signage example, and sponsor information
form.
B. Definition – Grant vs. Donation
In its simplest interpretation, the main difference between a grant and a donation is a
grant involves a competitive process whereby applicants compete an d are “rated” against
each other typically through a panel review by the grantor. A donation is typically made
for a specific event or purpose with no competition.
C. Donations Usage and Deposit
Donations in the amount of $2,000 or less that meet the follow ing criteria will be placed in
the Parks & Recreation Donations project accounts.
1. Donations must be PREPAID meaning the check must be obtained from the donor
upfront, not as reimbursement for a cost already paid for by the city.
2. NO REPORTING is required back to the donor on the use of the contribution such as
specific goals and objectives or measured outcomes as part of a formal application
process.
If the donation or grant does not meet the above criteria a separate grant
department/account will need to be created by the City’s Budget Office.
D. Tax Information
Government entities are frequently asked to provid e a tax-exempt number or
"determination" letter to prove status as a "tax exempt" or charitable entity. Donors
frequently ask for this information as substantiation that the donor's contribution is tax
deductible.

A government entity may use its Federal Taxpayer Identification Number (TIN) and a
contribution is deductible if it is made solely for a public purpose. As most department
programs and events are designed to serve general public, the contributions are typically
tax deductible. Public Facilities, Recreation & Special Events staff will not give direct tax
advice but instead, should encourage contributors to check with their tax professional.
