SECURITY POLICY

I. PURPOSE
The purpose of this policy is to ensure that Public Facilities, Recreation & Special Events assets are
protected from loss due to malevolent acts. This procedure will provide direction and give detail
on the efforts of the department to provide secure env ironments for participants, staff, and
departmental resources.
II. PROCEDURES
All parks and recreation staff are instructed to actively observe their areas of responsibility for
security threats. Security threats can compromise participant safety/security, subject city property
to loss by vandalism or theft, or could potentially threaten the safety of staff or the general public.
To lessen the threat of a security incident loss, the following procedures have been approved for
department operations:
Building & Facility Security
• All building doors and facility gates must remain locked when either not in use or after standard
hours of operation.
• All facilities where surveillance cameras or electronic security systems are in use will be
activated for monitoring.
• Keys to all facilities and buildings will be managed by the supervisor of those facilities or a
security designee. Only current staff will be issued keys and or swipe badge access cards. It is
the responsibility of the supervisor to recover any and all keys/badges at times of employee
separation.
• Supervisors or the security designee will also manage the operations of any safes, lock boxes,
or restricted access areas.
• All facility supervisors will coordinate a review of their security plans as part of their annual
operations plan updates.
Gate Card Access Security
• Facilities that have motorized gate access will observe the following:
1) When entering the facility, wait for the gate to close behind you before proceeding.
2) When leaving the facility, wait for the gate to close behind you before leaving to prohibit
unauthorized entry.
Vehicle Security
• All unattended vehicles shall remain locked.
• All vehicle cargo must be safely secured at all times. Only items actively being used can be
easily accessible.
• All department vehicles while not in use will be stored at the most secure location as designated
by the facility supervisor responsible for the vehicle.
