RISK MANAGEMENT POLICY

Section 1 - Administration
I. PURPOSE
It is the policy of the Public Facilities, Recreation & Special Events Department to provide and
maintain a safe and healthy working environment for all participants, visitors, and employees. Every
reasonable effort will be made to provide and maintain a safe and healthy workplace, recreational
opportunities, equipment, proper materials, and to establish and insist upon safe methods and
practices at all times. It is also the policy of this department to ensure fiscal responsibility at all
levels of operations following federal, state, and municipal guidelines.
The purpose of the Risk Management Plan is to assess and manage risks in an effective and efficient
manner while providing employees, participants, and visitors with a safe and secure environment.
It is also the purpose of this plan to ensure that all employees and participants are protected
through proper fiscal management of the City of Glendale resources.
II. DEFINITION
Risk management is a structured approach to managing uncertainty by developing strategies to
manage it and the mitigation of risk using managerial resources. Strategies include transferring
the risk to another party, avoiding the risk, reducing the negative effect of the risk, and accepting
some or all of the consequences of a risk. Risk can be physical in nature (e.g. injuries, natural
disasters, accidents, etc.), or fiscal (misspent funds, unaccountable contracts, etc.).
III. PROCEDURE
The Department follows guidelines as stated in the Administrative Manual. The manual outlines
detailed tasks performed each day by all divisions. Other citywide documents such as the
Emergency Operations Plan, Comprehensive Annual Financial Report, City Safety Manual and Annual
Loss Control Report identify areas of risk and loss, provides direction for a safe working environment,
identifies safety training for employees and provides for interactions with other city departments
and beyond.
