1. CALL TO ORDER A JOINT MEETING OF THE LOCAL FIRE AND POLICE BOARDS
Chair Charles Erickson called the joint meeting of the Local Fire and Police Boards to order
at 9:30 a.m.
2. ROLL CALL FOR THE JOINT MEETING OF THE LOCAL FIRE AND POLICE BOARDS

3. CITIZEN COMMENTS
There were no citizens present.
4. ADMINISTRATION OF LOYALTY OATHS
A. Board Secretary Jim Brown stated that the Mayor was absent to administer the ceremonial
verbal portion of the Loyalty Oath, but that newly re-elected Fire Board member Anthony
Love needed only to sign the Boards and Commission Loyalty Oath, and Mr. Brown would
forward it to the Clerk's office.
B. Board Secretary Jim Brown stated that the Mayor was absent to administer the ceremonial
verbal portion of the Loyalty Oath, but that newly re-elected Police Board member Justin
Harris needed only to sign the Boards and Commission Loyalty Oath, and Mr. Brown would
forward it to the Clerk's office.
6. APPROVAL OF THE MINUTES
The joint Boards approved the Public Safety Personnel Retirement System Local Fire and
Police Board Joint Meeting Minutes of October 22, 2020

11. NEW BUSINESS
A. Board Secretary Jim Brown read the pertinent information and the Board reviewed an
Application for Retirement from the Deferred Retirement Option Plan (D.R.O.P.) submitted
by Donald Alan Kralovetz, Police Sergeant. Donald Alan Kralovetz has elected to retire
from the D.R.O.P. and terminate his employment with the Glendale Police Department on
February 25, 2021. On September 28, 2016, the Local Police Board had approved his
Application for Enrollment into the D.R.O.P. and he had elected to participate on
September 12, 2016. At that time, he had completed 26.008 years of credited service. He
was required to terminate his employment with the City of Glendale Police Department on
or before September 30, 2021. Donald Alan Kralovetz is eligible to retire from the D.R.O.P.
and to receive a Lump Sum distribution.
The Board voted to approve the application.

Enrollment into the Deferred Retirement Option Plan (D.R.O.P.) submitted by Paul Allen
Campbell, Police Officer. Paul Allen Campbell has 26.275 years of credited service. He
elected to participate in the D.R.O.P. on January 31, 2021 and must terminate employment
with the City of Glendale Police Department on or before January 31, 2026.

Dumlao, Police Officer. Baldomero Dumlao has 20.008 years of credited service. He
elected to participate in the D.R.O.P. on February 28, 2021 and must terminate
employment with the City of Glendale Police Department on or before February 28, 2026.

Miller, Police Officer. Jason A. Miller has 20.012 years of credited service. He elected to
participate in the D.R.O.P. on February 10, 2021 and must terminate employment with the
City of Glendale Police Department on or before February 28, 2026.

E. Mr. Brown read the pertinent information and the Board reviewed the Application for
Enrollment into the Deferred Retirement Option Plan (D.R.O.P.) submitted by Robert
Solomon, Police Officer. Robert Solomon has 20.002 years of credited service. He elected
to participate in the D.R.O.P. on February 7, 2021 and must terminate employment with the
City of Glendale Police Department on or before February 28, 2026.

12. EXECUTIVE SESSION
Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an
executive session, which will not be open to the public, regarding any item listed on the
agenda but only for the following purposes:
(i) discussion or consideration of records exempt by law from public inspection (A.R.S. §
38-431.03(A)(2));
(ii) discussion or consultation for legal advice with the Board's attorney (A.R.S. §
38-431.03(A)(3));
The Board voted to adjourn open session and go into Executive Session in order to review
confidential medical records and to receive legal advice from the Board's attorney.
Prior to any discussion in Executive Session, Police Officer Jarod Behrens exited the
conference room.
During Executive Session, the Board reviewed and discussed the Application for Accidental
Disability Retirement submitted by Jarod Behrens, including medical records and the
second Independent Medical Examination report from the Medical Board.
13. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION
The Board reconvened in open session, and Officer Behrens returned to the conference
room.
14. CONSIDERATION AND POSSIBLE VOTE ON EXECUTIVE SESSION ITEMS
Mr. Brown stated that there are eight (8) statutory questions that need to be discussed and
answered by the Local Board in regard to the Application for Accidental Disability
Retirement submitted by Jarod Behrens, Police Officer.
Mr. Brown read each question and the Board answered each question.
1. Did the employee file the application after the disabling incident, or within one (1) year of
ceasing to be an employee?
The Board unanimously agreed that the answer is 'yes'.
2. Did, or will, the employee terminate by reason of disability?
The Board unanimously agreed that the answer is 'yes'.
3. Did employment terminate based on a disciplinary issue?
The Board unanimously agreed that the answer is 'no'.
4. If the member's period of DROP has ended, if applicable, did (or will) the employee
terminated by reason of disability?
The Board unanimously agreed that the answer is 'not applicable'.
5. Is the employee still working a position within their job classification that the Local Board
considers a reasonable range of duties?
The Board unanimously agreed that the answer is 'no'.
6. Has the employee refused a job within their job classification that the Local Board
considers a reasonable range of duties position?
The Board unanimously agreed that the answer is 'no'.
7. Did the injury or condition occur prior to the current PSPRS membership date?
The Board unanimously agreed that the answer is 'no'.
8. Was the injury or condition the result of an event incurred during the performance of the
employee's duty?
The Board unanimously agreed that the answer is 'yes' acoording to the IME.
Mr. Brown stated that here are also 3 (three) statutory questions that the Board must
consider and agree on. Mr. Brown read the following questions.
1. Does Mr. Behrens have a physical or mental condition which totally and permanently
prevents him from performing a reasonable range of duties within his job classification?
(A.R.S.§38-842.1)
The Board unanimously answered 'yes'.
2. Was the disabling condition or injury incurred in the performance of Mr. Behrens' duty as
a Police Officer? (A.R.S. §38-842.1)
The Board unanimously answered 'yes'.
3. Does Mr. Behrens' disability result from a physical or mental condition or injury that
existed or occurred prior to the Claimant's date of membership into the PSPRS? (A.R.S.
§38 844.D.3)
The Board unanimously answered 'no'.
Based on the medical records and the IME reports, the Board voted to approve the
Application for Accidental Disability Retirement from the Public Safety Personnel
Retirement System (PSPRS) submitted by Jarod Behrens, Police Officer.

15. BOARD COMMENTS AND SUGGESTIONS
There were no Board comments or suggestions.
16. NEXT MEETING
The next regular meeting of the Public Safety Personnel Retirement System Local Police
Board will be held on March 24, 2021 at 9:30 a.m., in the HR Training Room, located
at 5850 W. Glendale Ave., Glendale, Arizona, 85301.
17. ADJOURN THE LOCAL POLICE BOARD MEETING
Chair Erickson adjourned the meeting at 10:10 a.m.
The Public Safety Personnel Retirement System Local Police Board meeting minutes of February 24,
2021 were submitted and approved this 24th day of March, 2021.
