Vice Mayor Hugh declared March 2021 as COVID-19 Memorial Month in the City of Glendale
in remembrance of those who had lost their lives and in honor of those who were forever

ARIZONA, AUTHORIZING THE ENTERING INTO OF A 2021 CONTRACT FOR 207 FUNDS
(NO. 2020-207-017) WITH THE ARIZONA GOVERNOR'S OFFICE OF HIGHWAY SAFETY
AND AUTHORIZING THE ACCEPTANCE AND EXPENDITURE OF THE GRANT AWARD IN
THE APPROXIMATE AMOUNT OF $272,005.28 FOR PERSONNEL SERVICES,
EMPLOYEE RELATED EXPENSES, PROFESSIONAL AND OUTSIDE SERVICES,

12. RESOLUTION NO. R21-14

ARIZONA, AUTHORIZING THE ENTERING INTO OF A GRANT AGREEMENT (NO.
DUTAC-E-147) WITH THE ARIZONA GOVERNOR'S OFFICE OF HIGHWAY SAFETY
OVERSIGHT COUNCIL ON DRIVING OR OPERATING UNDER THE INFLUENCE
ABATEMENT AND AUTHORIZING THE ACCEPTANCE AND EXPENDITURE OF THE
GRANT AWARD IN THE APPROXIMATE AMOUNT OF $36,000 FOR PERSONNEL

RELATIONS COMMISSION OF THE GLENDALE CITY CODE.

16. ORDINANCE NO. 021-15
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING THE OPTION TO SELL REAL ESTATE BY THE CITY TO TWG
DEVELOPMENT, LLC LOCATED AT APPROXIMATELY 4705 W GLENDALE AVENUE, A
PORTION OF PARCEL NO. APN 146-18-059, DIRECTING THE CITY MANAGER TO
EXECUTE ALL NECESSARY DOCUMENTS FOR THE SALE AND DIRECTING THE CITY
CLERK TO RECORD A CERTIFIED COPY OF THE ORDINANCE.

Ms. Bower read the ordinance by title.
Ms. Pederson said the ordinance would authorize an agreement to sell approximately 4 acres
of City land at 4705 West Glendale Avenue for $6.50 per square foot to TWG Development,
LLC. TWG planned to develop 105 new, affordable housing units.
Ms. Pederson said in 2004 and 2005, the City purchased approximately 7 acres of land at the
location with the intention of building a new courthouse and public safety complex. The City
did not move forward with the project and the parcel had remained vacant.
Ms. Pederson said the TWG project was an opportunity to support revitalization within the
designated redevelopment area along the City's namesake corridor. TWG would utilize the
State's low-income housing tax credits for the project. Tax credit projects were competitive
and required an application to be submitted to the State of Arizona by April 1 st. In the event
TWG did not receive an award of tax credits for the project, the agreement could be
terminated.
Ms. Pederson said the average price per square foot for similar properties was $4.00. The
development of affordable housing at the site would expand housing opportunities, bring new
development and result in one-time revenue for the City. The project also addressed critical
housing needs in the area.
A motion was made by Councilmember Bart Turner, seconded by Councilmember Joyce
Clark to adopt Ordinance No. 021-15.
Councilmember Turner said it was disappointing to see the original plans for the court
complex set aside but affordable housing in the downtown area was much needed.

REQUEST FOR FUTURE WORKSHOP AND EXECUTIVE SESSION
A motion was made by Councilmember Jamie Aldama, seconded by Councilmember
Lauren Tolmachoff to hold a special budget workshop on Tuesday, March 16, 2021 at 9:00
a.m. and the regularly scheduled City Council workshop on Tuesday, March 23, 2021 at
12:30 p.m. in the Civic Center, 5750 West Glenn Drive, to be followed by an executive
session pursuant to A.R.S. 38-431.03.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Aldama said registration for City of Glendale youth baseball, softball and t -ball would
begin on Monday, March 8th.
Councilmember Aldama said Cuff Restaurant's new location at 7021 North 58th Avenue in downtown
Glendale was now open.
CITIZEN COMMENTS
James Deibler, Phoenix resident, provided information on a St. Patrick's Day event on Saturday,
March 13th, at 5:00 p.m.

Vice Mayor Hugh adjourned the meeting at 5:53 p.m.
