Ms. Rios said the proposed ordinance would authorize the issuance of up to $16.3 million in General Obligation (G.O.) bonds. The proceeds from the sale would be used to reimburse the City for projects completed or underway and for projects in the approved FY21 Capital Improvement Plan (CIP). None of the funds would be expended on new projects until approved by Council. Councilmember Tolmachoff asked for clarification regarding an email about the $1.2 million Sine building remodel. The email stated, "second floor may refer to this as we had to add this in, may not have final billing posted." Ms. Rios said in the detailed descriptions, there was an item that said, "second floor." The email clarified that it was the second floor of the Sine building. The $1.2 million was the cost to remodel and included the second floor. Councilmember Turner asked if it included remodeling the entire second floor. Ms. Rios said it included what had currently been remodeled. It did not include any future remodels of the second floor. Ms. Rios said the proposed ordinance would authorize the issuance of up to $30.5 million in Water and Sewer Revenue bonds. Proceeds from the sale would be used to reimburse the City for projects that had been completed, were underway or had been approved in the FY21 Capital Improvement Plan (CIP). Councilmember Clark clarified that the repayment of the bonds was not reliant upon future discussions of rate increases. Ms. Rios said that was correct. It would not necessitate a rate increase. ORDINANCE NO. 021-12 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE EXECUTION OF CONVEYANCES OF EASEMENTS AND WARRANTY DEEDS AT VARIOUS LOCATIONS THROUGHOUT THE CITY AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THE ORDINANCE. Presented by: Jayme E. Chapin, P.E., Principal Engineer Ms. Bower read the ordinance by title. Ms. Chapin said the proposed ordinance would accept three waterline easements from private developments; a deed accepting a parcel on which the Stonehaven lift station was located; and a deed accepting a parcel on which a regional detention basin was located for the Village at Thunderbird development. ORDINANCE NO. 021-13 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE ACCEPTANCE OF PROPERTY LOCATED AT 4434 NORTH TOM MURRAY AVENUE CONTAINING CITY OF GLENDALE'S WELL #5 FROM THE CITY OF PHOENIX AND DIRECTING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS TO COMPLETE THE ACCEPTANCE OF PROPERTY AND DIRECTING CITY CLERK TO RECORD A CERTIFIED COPY OF THE ORDINANCE. Ms. Chapin said the proposed ordinance would accept property from the City of Phoenix which contained Glendale's Well #5. The well was not currently operational. REAPPOINTMENT OF CITY JUDGE MANUEL DELGADO Presented by: Jim Brown, Director of Human Resources and Risk Management Ms. Bower read the item by title. Mr. Brown said Judge Delgado's current term expired March 25, 2021. He had served since 2013 and was eligible for reappointment to a 4 -year term. A confidential survey and questionnaire were distributed regarding the reappointment. Public input on reappointment was sought through a press release to local newspapers. The survey results and all letters of input had been provided to Council, along with letters of recommendation. A motion was made by Councilmember Bart Turner, seconded by Councilmember Joyce Clark to reappoint City Judge Manuel Delgado to a 4 -year term. Councilmember Aldama was pleased to support Judge Delgado's reappointment. Judge Delgado was an inspiration to the community.
