AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AMENDING GLENDALE CODE, CHAPTER 20, ARTICLE II, BY CHANGING THE
METHOD OF CALCULATING A QUORUM FOR THE LIBRARY ADVISORY BOARD AND
ESTABLISHING AN EFFECTIVE DATE.

Ms. Bower read the ordinance by title.
Ms. Bower said the proposed ordinance would change the method of calculating the quorum
for the Library Advisory Board. The Board included two student members. Filling the student
vacancies was an ongoing problem and impacted the Board's ability to establish a quorum for
meetings.
Ms. Bower said the Government Services Committee was recommending that the calculation
method be changed to exclude the student members. Student members would continue to be
full voting members of the Board.

28. ORDINANCE NO. 021-03
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE ALL
NECESSARY DOCUMENTS FOR THE ACQUISITION OF REAL PROPERTY FROM PDS
REALTY, LLP ADJACENT TO ARROWHEAD RANCH WATER RECLAMATION FACILITY
AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THE
ORDINANCE.

Ms. Bower read the ordinance by title.
Ms. Chapin said the proposed ordinance would authorize the City Manager to execute all
necessary documents to acquire, by donation, three parcels of land consisting of 10.5 acres
from PDS Realty, LLP. The acquisition would allow the City to own and maintain the bank
stabilization which protected the Arrowhead Ranch Water Reclamation Facility (ARWRF) from
runoff in the New River Channel.
Ms. Chapin said the City did not have a possessory right to enter the New River Channel at
the location to inspect and/or maintain the gabion baskets that existed to stabilize the bank of
the channel adjacent to ARWRF.
Ms. Chapin said the majority of the New River Channel was owned by the Flood Control
District of Maricopa County, the Arizona Department of Transportation, or the adjacent city.
When a governmental agency owned property in the floodplain or floodway and designated it
as Protected Open Space, the jurisdictional community received credit from the National
Flood Insurance Program (NFIP) which might help reduce flood insurance premiums in the
community. The three parcels could be designated as Protected Open Space thus increasing
the City's total area of protected floodplain in the NFIP's Community Rating System.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Aldama said COVID had changed everyone's life significantly. For some families, it
included the loss of loved ones. He reminded everyone to continue to wear masks, practice social
distancing and to take care of themselves and their neighbors. There had been a significant loss of life
in the community.
Councilmember Tolmachoff congratulated Councilmember Hugh on being selected Vice Mayor.
Councilmember Tolmachoff said on January 2nd, the City hosted the 50th annual Fiesta Bowl. Even
though attendance was limited, City staff put together a great event. It took a lot of logistics and
coordination on the part of staff to keep it a premier bowl game.
Vice Mayor Malnar thanked Council for the opportunity to serve as Vice Mayor.
Mayor Weiers had worked with the City employee who had passed away. The employee was a true
gentleman and would be greatly missed. He encouraged everyone to get vaccinated and get COVID
under control.
