GLENDALE, ARIZONA 86301 OCTOBER 14, 2020 6:00 P.M. 1. CALL TO ORDER The meeting was called to order by Chair Sandi Truelove at approximately 6:06 pm. 2. ROLL CALL Chair: Sandi Truelove, Cholla District Vice Chair: Salvador Obregon, Jr., Barrel District Commissioner: Kelly Carbello, Barrel District Commissioner: Barbara Lentz, Sahuaro District Commissioner: Nellie Andrade, Cactus District Commissioner: James Smith, Yucca District, Telephonically Commissioner: Bernadette Bolognini, Ocotillo District Staff Liaison: Brittany Leslie Present: Sandra Truelove, Chair Nellie Andrade, Commissioner Bernadette Bolognini, Commissioner Kelly Carbello, Commissioner Barbara Lentz, Commissioner James Smith, Commissioner Absent: Salvador Obregon Jr., Vice Chair 3. CITIZEN COMMENTS No citizens present. 4. APPROVAL OF THE MINUTES A motion was made by Commissioner James Smith and seconded by Commissioner Nellie Andrade to approve the Minutes of September 9, 2020. AYE: Sandi Truelove, Chair Kelly Carbello, Commissioner Barbara Lentz, Commissioner Bernadette Bolignini, Commissioner Passed. a. Human Relations Commission Minutes of September 9, 2020. 5. NEW BUSINESS 1.The Human Relations Commission welcomed newly appointed commissioner, Bernadette Bolignini. 2. Commissioner James Smith nominated Commissioner Nellie Andrade as the Chair of the Human Relations Commission effective February 2021. Commissioner Nellie Andrade nominated Commissioner James Smith as Vice -Chair of the Human Relations Commission effective Februrary 2021. Commissioner Barbara Lentz made a motion to approve the nominations, seconded by Commissioner Kelly Carbello. 3. Commissioner Carbello brought up the idea of possibly joining another City in their Martin Luther King, Jr. celebration. This would be contingent on local cities hosting Martin Luther King, Jr. events due to possible COVID-19 conflicts. Commissioner James Smith mentioned that he is assisting with the ASU West Martin Luther King, Jr. Committee and planning their virtual event. He will see if any members from the Committee can attend next months meeting (November 4) to provide additional information on the event such as volunteer, partnership or sponsorship opportunities for the Commission. 4. The Human Relations Commission discussed making changes to the Bylaws. Commissioner Andrade requested that the Commission call for a special meeting on November 4, 2020 for further discussion and to take action on the Bylaws. The final Bylaws draft will be sent to Commissioners to vote on and adopt at the November 4th meeting. Commissioner Andrade also provided a "Process for Proposals" flow chart to be included in the Human Relations Commission Bylaws as an appendix for future reference. 5. Commissioner Andrade proposed that she would like to have Council revisit the previous Council Item of Special Interest from 2014, "Community Conversations Related to a Possible Anti -Discrimination Ordinance," but have the conversation focus on diversity and inclusion. She mentioned wanting to look into seeing if the same individual from the 2014 study is available to assist with this new study, Karen Kurtz. She would like to continue working on this and would like specific details on how to propose the idea to Council, does she need to go thru GSC or can the Commission prepare a presentation to take before Council to propose their idea of moving forward with the Community Conversation relating to Diversity and Inclusion. Commissioner Andrade also requested that this item be discussed at the special meeting on November 4, 2020. 6. Commissioner Andrade mentioned cultural awareness celebrations such as celebrating Glendale Founder's Day or adding such holidays or events to city-wide calendars, such as mailers with calendars on them. 7. The commission discussed adding some type of civil unrest statement to the Human Relations Commission website. The commission discussed different ideas of what that might say or be. The item will be continued for discussion at the November 4th meeting. 8. Commissioner Nellie Andrade discussed doing a presentation to the GSC or Council regarding recommendations that would also be presented at the special meeting on November 4, 2020. 9. The commissioners decided to vacate the November 11th meeting due to the Veteran's Holiday and have a special meeting on November 4th to conduct business as usual in order to prevent missing a meeting. Commissioner Kelly Carbello made a motion to move the meeting from November 11th to November 4th. Commissioner Nellie Andrade seconded the motion and was approve by all others. 6. STAFF REPORTS a. Staff Liaison Leslie provided a follow-up on the We Are One Grant and partnership with the Arts Commission. Applicant's for the grant opportunities will have about two months to apply for the grant opportunities. At that time, the commission will work with the Arts commission to coordinate a meeting to review/select applicant's. Will continue to provide feedback as she receives it. 7. COMMISSION COMMENTS AND SUGGESTIONS 8. NEXT MEETING The next regular meeting of the Human Relations Commission will be held on November 4, 2020 at 6:00 p.m., in Conference Room B3, 5850 W. Glendale Ave., Glendale, Arizona, 85301. 9. ADJOURNMENT The meeting was adjourned at approximately 8:17 pm upon unanimous affirmative vote on a motion made by Commissioner Kelly Carbello and seconded by Commissioner Nellie Andrade.
