GLEN HARBOR BLVD. GLENDALE, ARIZONA 86307 AIRPORT CONFERENCE ROOM OCTOBER 21, 2020 6:00 P.M. 1. Call to Order The meeting was called to order at 6:00pm. 2. Citizen Comments No citizens were present on the Zoom call and no emails from the public were received. 4. Approval of the Minutes a. Aviation Advisory Commission Minutes of September 16, 2020. Airport Business a. Glen Harbor Boulevard Connection to Ballpark Road. Motioned by Commissioner Tim Topliff, seconded by Commissioner Terry Aramian To table the Glen Harbor Boulevard Connection to Ballpark Road agenda item for this evening to a future meeting. Aviation Advisory Commission Bylaws Review and Update. Mr. Newman displayed a draft of the updated Bylawsof the Aviation Advisory Commission, which included changes proposed by the Commission at the last meeting. Mr. Gruber highlighted the changes regarding quorum, which is now based on the number of appointed and seated members of the Commission.Mr. Zomok requested including verbiage on other hard number votes to be based on quorum as well for consistency. No opposition was voiced.Mr. Gruber agreed. Vice Chair Tolby requested that the document be retyped in final format, including the changes, for final vote at the next Commission meeting. Motioned by Commissioner Tim Topliff, seconded by Commissioner Michael Portik for staff to prepare the updated Commission Bylaws in a final draft form, including all changes made this evening, for review and vote at the next Commission meeting. Selection/Election of the Advisory Commission Chair and Vice Chair. Vice Chair Tolby reported that Chair Tolby indicated that he would be willing to serve again as Chair, unless there is someone else who would like to serve. Motioned by Commissioner Tim Topliff, seconded by Commissioner Terry Aramian To recommend Mr. Larry Rovey as Chair of the Aviation Advisory Commission for 2021. STAFF REPORT Mr. Newman provided the staff report. Highlights included the following: AIRPORT FINANCIAL UPDATE: • Airport Financial Update — 25% of Fiscal Year through September 2020 • Projected Annual Revenue - $972,322 • Revenue YTD — $186,066.17 or 19.1 % of budget • Annual Operating Budget - $972,322 • Expenses YTD - $173,461.26 or 18% of budget AIRCRAFT OPERATIONS UPDATE • September 2020 Aircraft Operations: 6,373 • Approximately 3.9% below September 2019 • 68,298 for Calendar Year 2020; which is a 1.9% decrease compared to CY2019 • Comparison to other local general Aviation Airports was provided on a chart. • Mr. Newman displayed Airport metrics charts. GENERAL AIRPORT UPDATES • Airport Projects and Outreach • Dibble Engineering has begun design of the Taxiway Alpha Mill and Overlay project. Geotechnical, archeological, and biological surveys are complete. The Categorical Exclusion was submitted to the FAA for review and processing in July. Mr. Newman submitted the 30% plans to the FAA and ADOT. The project is on target for design completion by February 18, 2021 and completion of the bid process by March 25, 2021. As a reminder, the design and construction of the project will be funded mostly by FAA and ADOT grants. • FAA and ADOT Grants and Actions • There are no FAA or ADOT grant issues to report on this month. *Airport Issues and Events • ?One noise complaint was received in September. • Construction is proceeding on the Fox Hangar. The contractor has completed the foundation and poured the slab. The steel is erected, the second floor is complete, and they are currently applying the siding material. • The Glendale Avenue Waterline and Force Main Project is progressing. The waterline and sewer work must take place before the roadway resurfacing and reconstruction project. The impact to the Airport has been negligible. There were overnight lane restrictions the week of October 12th, but no complaints were received. • The Experimental Aircraft Association has expressed interest in Pad 16. An RFQ was issued and offers were received on September 16, 2020. The Experimental Aircraft Association was the only organization to submit a proposal. The Evaluation Committee reviewed the proposal and determined it met the minimal requirements. Staff is working with the organization on a few minor details and expects to present this item to the Aviation Commission for concurrence at the November 2020 meeting. • The ramp east of the Tower was in very poor condition. Staff intended to reconstruct the ramp next year using FAA and ADOT funds. However, the funding is not available for another four years. The area was crack sealed and overlaid in order to maintain the ramp until ADOT funding becomes available. The work occurred October 7th through the 10th and looks great. • In conjunction with Dibble Engineering and its sub -consultant, Genesis, staff is developing a strategic plan for the airport. The Working Group, which includes Commissioners Aramian and Portik, held a kick-off meeting on October 1, 2020 via Zoom. The next meeting is scheduled October 26, 2020. • Airport staff completed Wildlife Hazard Mitigation training October 8, 2020. The training provided staff with the information needed to minimize the risk of wildlife and aircraft incidents at the Airport. 7. Luke Air Force Base Airspace and Operations No report. 8. Next Meeting The next regular meeting of the Aviation Advisory Commission will be held on November 18, 2020 at 6:00 p.m., in the conference room on the second floor of the Airport terminal building, 6801 N. Glen Harbor Blvd., Glendale, Arizona, 85307. 11.
