CALL TO ORDER
The meeting was called to order at approximately 2 PM.
ROLL CALL
Committee members present: Chairperson Joyce Clark, Vice Mayor Ray Malnar,
Councilmember Lauren Tolmachoff, Dale Adams, John Crow, Yvonne Knaack, and Ricardo
Toris.
Committee members absent: Chairperson Bart Shea
City staff present: Lisa Collins (Interim Development Services Director) and Shannon Beck
(Council Assistant) were present.
CITIZEN COMMENTS
There were no citizens present, so Chairperson Clark did not call for citizen comments.
APPROVAL OF THE MINUTES
A motion to approve the meeting minutes was made by Vice Mayor Malnar, and it was seconded
by Mr. Toris. All were in favor, and none opposed.
ITEMS
a. Presentation review by Matthew Klyszeiko and Adam Pruett from Michael Baker
International regarding the draft residential parking standards
Mr. Klyszeiko was unable to attend the meeting, so Mr. Pruett gave the presentation.
Chairperson Clark suggested moving through the document and addressing questions page -by -
page.
Mr. Pruett began with discussing high-level concepts by stating there are two elements to
the codes: where one is allowed to park and what can be parked there. There also should
consideration in determining what type of vehicle is deemed "inoperable." Mr. Pruett continued
with the presentation to show various possible parking scenarios. Mr. Pruett assured Chairperson
Clark that development standards could be drafted to accommodate the seemingly impossible
parking standards for some Glendale communities.
Chairperson Clark asked if there will be anything mandated in the parking code in
regards to additional living spaces added to homes, and Mr. Pruett confirmed this. The code has
been written to include specific regulations for various residences. Councilmember Tolmachoff
asked if parking regulations are addressed when permit requests are submitted for adding
additional structures. Mr. Pruett was unsure if parking is considered when the city reviews
citizen plans and permit requests. Ms. Collins confirmed that prior to approval, the city confirms
all ordinance requirements are met when permit requests are submitted.
Mr. Adams asked if the width of city streets is taken into account. Mr. Pruett stated that
the parking standards concern the property itself and do not take into consideration the potential
for using the street as additional parking.
Mr. Toris suggested the bottom of page 1 answers Councilmember Tolmachoff s
question about someone parking in front of a living area. It says "the zoning administrator may
approve additional exceptions..." and Mr. Pruett confirmed yes.
Mr. Adams asked who the majority of the users are of this parking ordinance. Mr. Pruett
acknowledged that although both commercial and residential use will occur, it will mostly be
residences. Mr. Adams expressed concerns about the ease of use of this documentation for the
general public. Mr. Pruett explained they attempted to encapsulate all that is necessary to make
the terminology and definitions clear for residences. Ms. Collins suggested italicizing terms
located in the definitions section.
It was suggested it would be most convenient to include hyperlinks to definitions
throughout the document itself. Chairperson Clark was concerned about the accessibility of
figuring out how to get a permit. Mr. Crow suggested adding a "How do I get a permit?" section
on the newly developed website.
Councilmember Tolmachoff suggested it would it be better to say "improved surface"
rather than "dust proof' and then have a list of acceptable improved surfaces (granite, concrete,
etc.). It was noted that the issue with the "dust proof' term being used so early on in the
document is the detailed explanation of that is on the ninth page. Ms. Knaack suggested placing
the definitions at the beginning of the document. Mr. Pruett said they could move the definitions
to wherever is best for the document. Ms. Collins suggested having a section at the end holding
all the definitions while also having defined terms at the beginning of each chapter. Vice Mayor
Malnar made a motion to change "dust proof' to "improved surface," but Chairperson Clark did
not feel a motion was necessary.
Chairperson Clark suggested at the beginning of the parking section, there could be a
disclaimer section that says, "please refer to the definitions for details, and if there are any
questions or none of this applies to your residence, contact 555-555-5555."
Chairperson Clark asked if there were any suggestions or comments for page 1, and Mr.
Toris had some feedback. He asked to strike "special" from "special parking requirements" and
change it to "parking requirements." On bullet point A, there is a typo, and Mr. Toris then
suggested adding exhibits to visually represent what each bullet point means. In 1.B.ii, Mr. Toris
proposed a hypothetical scenario about a prescribed setback which posed an issue with the
verbiage. Mr. Toris suggested it could simply say, "only % of the front lot can be a driveway
surface." Vice Mayor Malnar argued to keep the verbiage the same because the code committee
spent weeks on the subject, and because there are a variety of lot types, this adds flexibility. Vice
Mayor Malnar said the consultant came up with this language specifically to address and
encompass every lot.
Chairperson Clark asked for any further comments on page 1, Mr. Toris suggested adding
"no parking shall be permitted within a sight visibility triangle for corner lots" for the benefit of
the average person.
Chairperson Clark asked if there were any suggestions or comments for page 2, and Mr.
Toris asked if the diagram is necessary because it seems to be a larger image of what is already
present, and Chairperson Clark suggesting allowing for the redundancy.

Chairperson Clark asked if there were any suggestions or comments for page 3.
Chairperson Clark asked why lots greater than 12,000 square feet are allotted only 40% of
driveway space instead of 50% like the smaller residences. Mr. Pruett said with larger lots, there
is a larger front lot width, which would ultimately be a much larger driveway if it stayed at 50%.
Chairperson Clark asked if there were any suggestions or comments for page 4, and there
were no comments.
Chairperson Clark asked if there were any suggestions or comments for page 5, and Mr.
Toris suggested adding the "special parking requirements" title because this is where atypical
parking and storage is addressed (such as RVs). Mr. Toris noted where it says, "parking vehicles
shall at no time overhang into an abstraction to any portion of public areas". Mr. Toris suggested
adding "private" as well because there are private sidewalks, for example. Chairperson Clark
suggested adding some information about what 7.403 is about upon referencing it in the
document.
Chairperson Clark asked if there were any suggestions or comments for page 6.
Chairperson Clark asked if the diagrams could be labeled as specific parking and storage
examples. Mr. Pruett stated confirmed this could be done. Mr. Toris asked about H.2.i; it starts
with SR -17 and then SR -12 is also noted. Mr. Toris was wondering about the reasoning behind
using both. Mr. Toris also asked why there isn't an RR -45 or an RR -90 zoning district and asked
if these are being developed. Chairperson Clark suggested adding "county designations" in
parentheses because they are not in current city code. Vice Mayor Malnar said concerns were
expressed by the mayor regarding larger properties, and Chairperson Clark agreed that the city
needs to take another look at the H.ii section and consider reworking it. Ms. Collins noted part of
the issue is RR -45 and RR -90 are not listed in the index for whatever reason, but that will be
fixed. Ms. Collins asked if Chairperson Clark is concerned with the "from public view"
language, and Chairperson Clark confirmed this. Vice Mayor Malnar said this could pose issues
and extra expenses on brand new fences for larger, agricultural lots with fences that don't
completely conceal the property.
Chairperson Clark asked if there were any suggestions or comments for page 7, and there
were no comments.
Chairperson Clark asked if there were any suggestions or comments for page 8, and as he
did on page 5, Mr. Toris asked to adjust the language under C to add "private" to the verbiage as
well.
Chairperson Clark asked if there were any suggestions or comments for page 9 onward,
which is solely definitions. Mr. Toris added he liked Mr. Adams' ideas for exhibits, and there
should be exhibits for "front lot line, "rear lot line" etc. Chairperson Clark agreed.
On the bottom of page 13, there are possible updates to the city code (ie: non -UDC
items). Mr. Pruett said certain items are best in place and they should be either in the parking
code or just the city code. Chairperson Clark asked what the issue would be with the redundancy.
Mr. Pruett explained it's a cleaner approach for enforcement and citation if it's only in one place.
Chairperson Clark then asked the group to revisit the questions posed about the language
(Is it easy to understand?, Does this refer the reader to other sections?, Is it necessary to do so?,
Is it understandable to the ordinary citizen? etc.) Chairperson Clark asked the committee as a
whole if there is anything in this that is confusing. Vice Mayor Malnar asked what the format for
the code would look like, and Mr. Pruett said the code would look as the document does now.
Vice Mayor Malnar asked about getting public opinion on the ordinance prior to making it
official. Ms. Collins noted that there are several public meetings that will allow citizens to

review the document. Chairperson Clark suggested asking citizens who used the old parking
ordinance to see if they would be willing to provide feedback on the new codes, and Ms. Collins
said this could be done.

NEXT MEETING
The next regular meeting of the Business Council Committee will be held on October 15th,
2020, at 2 PM, located at 7570 W. Glenn Dive, Glendale, Arizona 85301.
ADJOURNMENT
Vice Mayor Malnar made a motion to adjourn the meeting, and Councilmember Tolmachoff
seconded.
The meeting adjourned at approximately 3:15 PM.
