GLENDALE, ARIZONA 85301 SEPTEMBER 9, 2020 6:00 P.M. Page 1 of 4 1. CALL TO ORDER The meeting was called to order by Chair Sandi Truelove at approximately 6:06pm. 2. ROLL CALL Chair: Sandi Truelove, Cholla District Vice Chair: Salvador Obregon, Jr., Barrel District Commissioner: Kelly Carbello, Barrel District Commissioner: Barbara Lentz, Sahuaro District Commissioner: Nellie Andrade, Cactus District Commissioner: James Smith, Yucca District - appeared telephonically Staff Liaison: Brittany Leslie Present: Sandra Truelove, Chair Salvador Obregon Jr., Vice Chair Nellie Andrade, Commissioner Kelly Carbello, Commissioner Barbara Lentz, Commissioner James Smith, Commissioner Absent: Bernadette Bolognini, Commissioner 3. CITIZEN COMMENTS No citizens present. 4. Human Relations Commission Minutes of August 12, 2020. 5. 1. Staff Liaison, Brittany Leslie provided information about the We Are One: Glendale Diversity Art Grants program. The City of Glendale Arts & Culture Program Manager, Mojgan Vahabzdeh, has extended the opportunity to the City of Glendale Human Relations Commission Commissioners to participate in the selection process of potential artists who will be awarded a grant under this grants program. The Arts & Culture Commission is seeking three (3) Human Relations Commissioners to assist with the grant applicant process. Commissioner Kelly Carbello made a motion to accept and participate the offer to participate on the selection panel, seconded by Commissioner Barbara Lentz. 2. Chair Truelove discussed the Bylaws for the Human Relations Commission. Chair Truelove mentioned editing the Bylaws to change #204, titled, "Quorum,"from 14 voting members to the newly updated 7 voting members and changing the amount of a quorum necessary for the transaction of business shall consist of at least four (4), rather than seven (7) members of the commission. Commissioner Carbello mentioned wanting to clean up the Bylaws for the next group of commissioners that take place of the few coming up on the end of their terms. Chair Truelove recommended that when reviewing the Bylaws, the Commissioners review the Committees and Subcommittees sections. Commissioner Carbello brought up the Agenda section and questioned if the Agenda's should be worked on by the Staff Liaison and the Chair of the commission. Commissioner Lentz requested possibly getting a draft agenda or list of agenda items a week or two in before the finalized agenda gets posted. Staff Liaison Leslie said she would be willing to send a list of agenda items out before the finalized agenda, but reminded the commissioners that there could be no discussion amongst commissioners, and items would have to be sent to the Chair and the Chair would then provide to the Staff Liaison to add to the agenda. Chair Truelove added that the Bylaws will be discussed and voted on at the next Human Relations Commission in October. 3. Chair Truelove will send the Strategic Plan out so everyone has a clean, updated copy. 4. Staff Liaison Leslie was asked to provide a follow up from the Parks and Recreation Survey conducted by Greenplay, LLC. She was only able to locate who conducted the survey, but no other additional information. She will need to get in touch with Parks and Recreation to gather more information because she was unable to locate Council workshop minutes with information. Will be item for discussion at October 14th meeting. 4. Community Chat follow-up was provided by Staff Liaison Leslie about the culture talks in the council chambers with some sort of panel and utilizing Channel 11 for the community chat sessions. In regard to using different platforms previously requested by Commissioner James Smith, Staff Liaison Leslie mentioned that the City already has their own social media platforms to share information the public. The questions asked by Chair Truelove were how much is it to use Channel 11 and what is their availability. Commissioner Andrade said the next step would be to determine the availability and cost of utilizing Channel 11 and to have the subcommittee propose ideas for community chat to next meeting for discussion and approval. 5. Staff Liasion Leslie will have to follow-up with the Clerk on previous recommendations to the GSC and provide to Human Relations Commission at the October 14th meeting. Commissioner Carbello questioned the procedure about having to take everything thru the GSC. She would like clarification on why/what needs to go to GSC and why. Staff Liaison explained that the GSC is responsible for hearing recommendations from commissions. Commissioner Carbello disagreed and said that is not what the ordinance says and wants to know why other commissions don't have to take every recommendation to the GSC for approval. Will follow-up at October meeting to clarify process. 6. STAFF REPORTS a. Nothing to report. 7. COMMISSION COMMENTS AND SUGGESTIONS Commissioner Obregon, Jr. commented that the City of Phoenix Humans Relations Commission is currently working on accepting nominations for the Martin Luther King, Jr. Breakfast award. No word on if the breakfast will actually be taking place due to potential COVID-19 precautions. Commissioner James Smith did not have any comments. Commissioner Lentz discussed how Maricopa County Board of Supervisors was the first to sign the Unity Pledge, along with other major organizations. Commissioner Carbello has some documents that she would like to be distributed that have been discussed and worked on while serving on the Human Relations Commission. Staff Liaison Leslie will make hard copies to provide at the next meeting. Commissioner Carbello also requested adding the Martin Luther King, Jr., Day Celebration to next months agenda. She would like a celebration or observance in addition to rather than instead of. Will discuss further at the October meeting. Commissioner Andrade requested a process flow chart of some sort about how the commission's recommendations process works. Chair Truelove commented by saying that we won't know the process until it is clarified on what goes to GSC and why from earlier discussions. Staff Liaison Leslie reminded the commission that a diagram or flow chart for hosting events did not exist because the commission, and most other commissions do not host events due to the cost and need for resources. Chair Truelove closed with mentioning how productive the meeting was. 8. NEXT MEETING The next regular meeting of the Human Relations Commission will be held on October 14, 2020 at 6:00 p.m., in Conference Room B3, 5850 W.
