Tolmachoff to appoint Jon Froke to the Citizens Utility Advisory Commission for a term
ending January 31, 2021 and Robert Papelian to the Risk Management/Workers'
Compensation Trust Fund Board for a term ending January 31, 2023.

POLYDYNE, INC. FOR CHEMICALS FOR WATER/WASTEWATER TREATMENT
A motion was made by Vice Mayor Ray Malnar, seconded by Councilmember Lauren
Tolmachoff to approve Consent Agenda item 8.
Councilmember Clark said the amendment was to allow for an increase in the price of the
chemicals due to an increase of the amount of chemicals being used. She believed that
when a 5 -year contract is executed and a certain price is set in the contract, the vendor
should honor the set price.

ARIZONA, AUTHORIZING THE ACCEPTANCE AND EXPENDITURE OF THE LAW
ENFORCEMENT EQUIPMENT FUNDING PROGRAM GRANT, IN THE APPROXIMATE
AMOUNT OF $40,000, FROM THE OFFICE OF THE ARIZONA ATTORNEY GENERAL FOR
THE PURPOSES OF PURCHASING LAW ENFORCEMENT SAFETY EQUIPMENT FOR THE

PUBLIC HEARING - LAND DEVELOPMENT ACTIONS
15. ANNEXATION AN -220 REEMS RANCH (PUBLIC HEARING) LOCATED SOUTH OF
THE SOUTHEAST CORNER OF REEMS ROAD AND NORTHERN AVENUE

Ms. Bower read the item by title.
Ms. Collins requested Council to conduct a public hearing on the blank annexation petition for
Annexation Area No. 220 (AN -220). The annexation was approximately 260 acres in size and
was located south of the southeast corner of Reems Road and Northern Avenue. The project
would include 3.9 million square feet of industrial and manufacturing uses. Council had
approved a pre -annexation development agreement at a meeting on August 27, 2019.
Ms. Collins provided the following fiscal impacts assuming 50% industrial and 50%
manufacturing uses:
Annual net benefit: $870,000
One-time revenue: $15.4 million
Ms. Collins said Reems Ranch was located within the Luke Air Force Base noise contours and
was immediately adjacent to the base. Residential was not allowed on the property. The
property was currently zoned RU -43 with a Military Compatibility Permit (MCP) in the County.
Like zoning in the City would be a PAD (Planned Area Development).
Ms. Collins said a public hearing was tentatively scheduled for the voting meeting on September
22nd to consider the adoption of the annexation.
Mayor Weiers opened the public hearing.
Glory Williamson, Waddell resident, spoke in opposition to the matter.

ORDINANCES
16. ORDINANCE NO. 020-62
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING THE ABANDONMENT OF EASEMENTS AT VARIOUS
LOCATIONS THROUGHOUT THE CITY AND DIRECTING THE CITY CLERK TO RECORD A
CERTIFIED COPY OF THE ORDINANCE.

Ms. Bower read the ordinance by title.
Ms. Chapin said the proposed ordinance authorized the abandonment of easements for public
utilities in various locations throughout the City associated with three development projects.
Ms. Chapin said all three sites had existing water and sewer facilities. The facilities had been
removed or relocated in conjunction with the development and staff was recommending
abandonment of the easements.
A motion was made by Councilmember Bart Turner, seconded by Councilmember Joyce
Clark to adopt Ordinance No. 020-62.

REQUEST FOR FUTURE WORKSHOP AND EXECUTIVE SESSION
A motion was made by Vice Mayor Ray Malnar, seconded by Councilmember Joyce Clark to
hold the next regularly scheduled City Council workshop on Tuesday, September 8, 2020 at
12:30 p.m. in the Civic Center, 5750 West Glenn Drive, to be followed by an executive
session pursuant to A.R.S. 38-431.03.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Aldama invited residents to join the Glendale Woman's Club Suffrage Centennial
Celebration on Wednesday, August 26th at 4:00 p.m.
Councilmember Aldama invited residents to join the Historic Downtown Merchants Association and the
Blue Star Moms of the Southwest Valley care package drive for deployed military personnel. Donations
should be dropped off at Memory Lane Trinkets and Treasures, 5836 West Palmaire Avenue, Tuesday
through Friday, 10:30 a.m. to 3:00 p.m. and Saturdays, 10:00 a.m. to 4:00 p.m.
Councilmember Aldama said Council had approved $300,000 of CARES Act funding for small business
assistance grants. The application deadline was September 1st by 5:00 p.m.
Councilmember Clark said Council had referred four bond questions to the November 3rd ballot.
Residents could learn more about the bond issues at an informational meeting. The first meeting would
be held on Thursday, August 27th, 9:00 a.m. at the Heroes Park Library. Additional meetings were
scheduled. She noted the bonds would not raise residents' taxes.
