1. CALL TO ORDER
Meeting was called to order by Chair Sandi Truelove at approximately 6:01 pm.

4. APPROVAL OF THE MINUTES
Human Relation Commission Amended Minutes of November 13, 2019.
A motion was made by Commissioner Salvador Obregon, Jr., seconded by
Commissioner Barbara Lentz.

1. Chair Truelove requested that staff liaison Brittany Leslie update the commission
on how many members are currently on the commission and what the size of the
commission is after Glendale City Council passed recently passed an ordinance
changing the number of commissioners that make up the Human Relations
Commission. Staff liaison Leslie confirmed that the Human Relations
Commission has not had a name change, and the number of commissioners that
make up the commission has been reduced from 14 members to 7. Six
commissioner spots are currently filled, with one vacancy. This reduction in
members was done to address the lack of quorum issues that were causing
meetings to be canceled. All commissioners that have been appointed were
confirmed to be at the meeting.
Staff liaison Leslie introduced the new Human Relations Commissioners,
James Smith and Nellie Andrade. The commissioners provided a brief
background of themselves and what interested them in applying to be on the
commission. Everyone welcomed them and is happy to have them on board.
2. Staff liaison Leslie gave a brief presentation on behalf of Jenna Goad, the
Assistant Director of Public Affairs, on the iCount 2020 Census outreach. The
presentation was went over what the Census is, why it is important to the City of
Glendale, and how commissioners can help educate those in their communities on
the importance of participating in the 2020 Census. Commissioner Truelove asked if
there is a chance that Arizona might get an additional Legislative Representative.
Staff Liaison Leslie was unsure and said that she would provide information at the
March 11th meeting. Commissioner Carbello asked if the 2020 Census will have
any impact on the size of the Glendale City Council and if it would redistrict the City.
Staff liaison Leslie said that she was unsure and would provide information at the
March 11th meeting. Commissioner Lentz asked if the 2020 Census will be
available in different languages to meet the needs of Glendale citizens. Staff liaison
Leslie confirmed that the website for the 2020 Census can be translated to many
languages, and the City of Glendale has started to market and advertise for the
2020 Census in English and Spanish. Commissioner Lentz asked if the homeless
population in the City of Glendale will be involved, and staff liaison Leslie was
unsure and said she would provide additional information at the March 11th meeting.
3. Chair Truelove and Staff Liaison Leslie confirmed dates and times for the Human
Relations Commission for the remainder of the 2020 year. Due to the Veteran's
Holiday in November landing on the second Wednesday and typical meeting date
for the commission, commissioners agreed to have the meeting moved to November
4th, 2020 at 6:00 pm. Commissioners agreed to hold Human Relations Commission
meetings at 6:00 pm moving forward. Chair Truelove requested that she have
access to a projector for her laptop for future meetings and staff liaison Leslie said
she would look into it that for the next meeting.
4. The Chair asked if staff liaison Leslie could resend the Human Relations
Commission Strategic Plan out to everyone. Commissioner Carbello asked if the
commission could use data from the Community Development Block Grant Survey
that consisted of similar questions to the survey the commission previously worked

on. Commissioner Obregon agreed to use the data and not to recreate the wheel
and would still be interested in creating a survey to see how the Human Relations
Commission is performing in a year or two from now. Chair Truelove agreed and
mentioned the need for baseline data to work off of to show how the commission is
performing. Vice Chair Obregon mentioned the data could be used to direct the
commission on where they should direct their efforts. Staff liaison Leslie asked for a
commissioner to update the new commissioners on what the strategic plan is, the
survey and what direction the Human Relations Commission would like to go
towards.
Chair Truelove mentioned the survey that was anticipated on being sent out to
the communities to introduce the commission and to get input on what the
commission should be doing. Chair Truelove explained that the commission
believed the survey was going to be released, so the commission created a
5 -year strategic plan built around the survey. The Chair feels the strategic plan
should be brought back. Commissioner Lentz proposed surveying people at
different city events, such as GAIN night. The Chair requested data from the
Community Development Block Grant Survey.
5. Commissioner Carbello asked if the commission would be interested in hosting a
Coding class as a part of goal setting. Commissioner Carbello is working with the
President of Glendale Community College. Chair Truelove proposed naming the
workshop "Preparing for the workforce" and commissioner Carbello mentioned it is
bridging the generational gap.
Commissioner Carbello also mentioned being a certified financial literacy
instructor that teaches personal financial basics to also be included in the strategic
plan.
Commissioner Carbello also proposed doing a badminton intramural tournament
between all Glendale City council districts.
6. Commissioner Carbello made a motion to nominate Sandi Truelove as Chair and
Salvador Obregon, Jr. as Vice Chair. The motion was seconded by commissioner
Barbara Lentz.
6. STAFF REPORTS
There were no additional items reported by staff.
a. This report allows the Staff of City Attorney's Office to update the Commission. The
Commission is prohibited from discussing or acting on any of the items presented by
the Staff since they are not itemized on the Human Relations Commission Agenda.
7. COMMISSION COMMENTS AND SUGGESTIONS
Commissioner Carbello asked about the font difference on the draft minutes and the
names being listed twice, which were corrected.
Chair Truelove welcomed the new commissioners again. Vice Chair Obregon, Jr.
agreed and mentioned the issues of not having a quorum in the past.

Commissioner Carbello asked Commissioner Smith and Andrade what expectations
the new commissioners may have moving forward.
Commission agreed not to change the name of the Human Relations Commission.
Chair Truelove asked if there could be a Sharepoint for the Human Relations
Commission. Staff Leslie will look into if this can be created or not.
Chair Truelove confirmed that Commissioner Carbello is going to look into bridging
the gap with a coding workshop, personal finance and badminton intramural.
Commissioner Carbello asked if a presentation about the Inclusion Network will be
provided at the March meeting. Staff liaison said she would follow up with the staff
representative for the Inclusion Network to see if they are available for the March
meeting.
Commissioner Carbello expressed having interest in hosting a Peace Summit. Vice
Chair agreed that it was a nice event that provided lunch and the topics were about
different perspectives on peace.
8. NEXT MEETING
The next regular meeting of the Human Relations Commission will be held on March
11, 2020 at 6:00 p.m., in Conference Room B3, 5850 W. Glendale Ave., Glendale,
Arizona, 85301.
9. ADJOURNMENT
The meeting was adjourned at approximately 7:00 p.m. upon a unanimous
affirmative vote on a motion made by commissioner Carbello and seconded by vice
chair Obregon, Jr.
The Human Relations Commission meeting minutes of February 19,
2020 were submitted and approved this 29th day of September, 2020.
