3. CITIZEN COMMENTS
Joyce Capson, Glendale Resident from the Sahuaro District, sent in a comment to
be read. She stated that she feels front yard parking lowers property values. She
feels that the area in zip code 85302 has code issues resolved sooner than in the
Granada Estates area. She referenced an article written about code compliance
enforcement in Glendale. She stated that she feels there is discrimination and is
researching this.
4. APPROVAL OF THE MINUTES
A motion was made by Committee Member Short and seconded by Committee
Member Wilfong to approve the minutes from the May 28, 2020 meeting.

5. SUBCOMMITTEE REPORTS ON PARKING ASSIGNMENTS, DISCUSSION
AND POSSIBLE ACTION
a. Miscellaneous Committee
Member Short read the following aloud: The Zoning Ordinance update shall be in
a simple, brief and clear format (easy to understand). Each section shall begin
with the intent statement (ie: Intent of utility trailer, RV parking and storage
regulation is to eliminate visible clutter). Smaller and newer lots with 5 foot side
yard and 15 foot front setback will not be able to park or store recreational vehicles
on the lot except for loading and unloading purposes. Intent of utility trailer, RV
parking and storage is to eliminate any visible clutter. One (1) utility trailer,
maximum twenty feet (20) in length, that cannot gain access to the side or rear
yard may be parked and stored on the driveway or approved dustproof surface (to
replace alternative J on page 5 of Code draft with length restrictions added). One
recreational vehicle with not more than GVWR 8,000 pounds and not to exceed
twenty (20) feet in length, that cannot gain access to the side or rear yard, may be
parked or stored on the driveway or an approved dustproof surface (to replace
alternative iv on page 5 of Code draft). No parked or stored utility trailer or
recreational vehicle shall extend into the public right of way.
He stated that the definitions, types, screening, temporary parking, human
occupancy, materials storage and street parking would be the same and is
acceptable as written by the consultant.
Vice Mayor Malnar stated that this is a recommendation to alternative J from page
5 of the draft to allow utility trailers with a max of 20 feet in length that cannot gain
access to the side or rear yard. The second item is also from page 5 item number
4 to follow the language of 8,000 pounds and not to exceed 20 feet in length. He
stated that the general format of the proposed code change should be that each
section be clear and concise, and it should have an intent statement. Member
Wilfong wanted to clarify that there should be only (1) utility trailer or recreational
vehicle allowed at one time. Member Short stated that both should be allowed.
There was a discussion among the committee members regarding how many
vehicles should be allowed to be stored on the property.
A motion was made by Vice Mayor Malnar and seconded by Committee Member
Short to amend the wording to allow only one recreational vehicle or utility trailer to
be stored on the property.

There was discussion among the committee members regarding the proposed
motion.
A motion was made by Committee Member Short and seconded by
Councilmember Turner to accept the recommendations to allow for homes that do
not have a side yard or back yard to allow only one small utility trailer no more
than 20 feet in length or a recreational vehicle less than 8,000 pounds and no
more than 20 feet in length to be parked on a front driveway or an approved dust
free area. Smaller and newer lots with 5 foot side yards and 15 foot front yard
setbacks will not be allowed to park or store recreational vehicles or utility vehicles
on the property. There should also be an intent statement in front of each section
of code to explain why it is there. Make all statements simple, brief and clear.

b. Parking Committee
Member Wilfong asked for a photo to be displayed. There was a discussion
regarding the placement of the vehicles in the photo and whether they would be in
violation. Mr. Klysceiko stated this would be a violation of the code but if the
vehicle was moved behind the other vehicle in the photo then it would not be a
violation. There was discussion regarding the photo displayed and the
percentages of the parking area that should be allowed. Mr. Klysceiko showed
some example graphics and said the graphic represents a 6,000 square foot lot
based on the images that the committee has provided to him. He said they tried to
represent a lot of the existing conditions in these graphics that have been shared
by the committee. Mr. Klysceiko said that most cities use the 50% rule for the
parking areas as a common best practice. Member Wilfong does not agree with
the allowance of 50% of the yard for parking. Member Socaciu spoke of his
concern regarding the dust free surface used for parking versus the ground cover
used for the landscaped area of the yard. Mr. Klysceiko said there could be
language added to the code so that the parking surface material would need to be
different from the material used for the overall landscaping ground cover. Mr.
Klysceiko showed several graphics and spoke about some of the parking
challenges that is in the Glendale area now and what parking areas would be
allowed under the proposed code changes. Member Wilfong stated that it would
be helpful to include graphics that represent approved parking areas with the new
code.
Councilmember Turner asked that Mr. Klysceiko speak about the 9,000 square
foot lot graphics and explain the proposed code changes. Mr. Klysceiko spoke
about the parking challenges on these lots. He gave the example of a home that
sits on a corner lot and has a garage that faces one street and the front door faces
another street. The garage is not set back 20 feet so a car cannot park on the
driveway under this condition because it overhangs the sidewalk. He stated that in
response to this, some homeowners have added concrete all the way to the side of
the property and park on the that area. He said they can add wording to the code
to state that parking would not be allowed in front of a living area unless it leads to
a permitted garage or carport. The next graphic showed a home with a side entry
garage that has more parking area than allowed. He stated that the existing code
states that the parking area should be contiguous and proposed changing the
requirement of the parking area from being contiguous to only the total percentage
of parking area requirement. He also suggested that the wording regarding a
semi -circular driveway be modified to include language that says the ingress and
egress should be achieved through one continuous motion. He spoke about
cul-de-sacs and suggested additional language to the code that states: "the zoning
administrator can allow an exception to the 50% rule for irregular shaped lots up to
60%". There was further discussion between the committee members and the
consultant regarding the graphics. Mr. Klysceiko said some of these lots may not
be a "one size fits all" so there should be some exceptions in the code.
C. Residential Committee
There was no report from the Residential Committee.
d. Commercial Committee
Member Knaack stated that she agrees with the recommendations from the Code
Consultant regarding inoperable vehicles. She stated that licensing of the vehicle
does not have any bearing on the appearance of the inoperable vehicle and said
she feels that a vehicle should not have to be licensed. She has no new
recommendations. Mr. Klysceiko spoke about the new recommendations
regarding parking of inoperable vehicles. He stated that the wording could be
adjusted to the end of item 1 to specifically say that "parking or storage of an
inoperable vehicle in a front yard shall be prohibited". He stated that the licensing
of a vehicle is a common requirement, but this is a community preference and
would not need to be required. Vice Mayor Malnar asked if there were any
questions regarding this. Member Wilfong stated that the storage of inoperable
vehicles seems to be worse in his neighborhood and feels that vehicles should be
registered to be considered allowed to be parked on the property. Member
Wilfong recommends that one vehicle should be allowed to be parked on the
driveway as along it is covered with an approved car cover. Member Socaciu
asked if this allowed inoperable vehicle would be in addition to the utility trailer
and/or the recreational vehicle that is allowed as well? He feels there should
always only be one vehicle stored. There was additional discussion among the
committee members.
A motion was made by Councilmember Turner and seconded by Member Socaciu
to recommend including an unlicensed or unregistered vehicle to the definition of
an inoperable vehicle.

an inoperable vehicle to be stored on the property.
A motion was made by Committee Member Wilfong and seconded by
Councilmember Turner to accept the consultant's recommendations as written for
the draft code: Residential Parking (B) Inoperable Vehicles.

Vice Mayor Malnar asked the committee members go through all the sections and
make sure there has been nothing missed. Matthew Klysceiko stated that he can
incorporate some of the agreed upon modifications and get them out to the
committee members for review within 30 days. He will also include diagrams.
Vice Mayor Malnar stated that they may be able to take this section of the
recommended parking codes to Council for a workshop.
Member Wilfong asked Mr. Klysceiko to specify what a circle driveway is. He
asked him to provide a definition of a circle driveway at the next meeting.
Councilmember Turner asked the code consultant about the diagram regarding a
circle driveway. He feels that there may be safety issues that should be
investigated regarding the exiting of the property. Mr. Klysceiko will provide more
graphics at the next meeting to illustrate more scenarios of these types of
driveways.
Vice Mayor Malnar asked the committee members to study the new
recommendations that will be provided by the code consultant in the next 30 days
so the parking issue can be finalized.
6. UPDATES AND PRESENTATIONS
a. Code Consultant
There were no additional updates from the code consultant.
7. COMMITTEE COMMENTS AND SUGGESTIONS
There were no additional committee comments and suggestions at this time.
8. NEXT MEETING
The next regular meeting of the Code Review Council Committee will be held
on August 27, 2020 at 5:00 p.m., in conference room B3, located at 5850 West
Glendale Avenue, Glendale, Arizona, 85301.
