AVIATION ADVISORY COMMISSION

1. CALL TO ORDER
The meeting was called to order at 6:00 p.m.

3. CITIZEN COMMENTS
No citizens present on the Zoom call and no emails from the public were received.
4. APPROVAL OF THE MINUTES
Aviation Advisory Commission Minutes of May 20, 2020.
5. AIRPORT BUSINESS
a. Mr. Friedman presented various aerial maps of the Airport and the surrounding area. Mr.
Friedman identified and explained parcels that were purchased over the past year and remaining
parcels for sale and development. Mr. Friedman stated that the Department was working hard to
entice development in the area.
Commissioner Aramian inquired if there were any zoning issues with the acquisition of the
parcels. Mr. Friedman did not recall any issues and stated that the areas around the Airport are
PAD zoning. Mr. Friedman explained that development must first go through the City's design
review, then to construction drawing, and then permit issuance. Mr. Friedman reported that one
of the parcels did have an issue with ingress and egress which was resolved.
Ms. Pederson reported that the parcels near the Airport are selling due to the ability to purchase
the property, to get through design and review in short order, and the attractiveness of the area.
Commissioner Aramian commented on challenges with proposed residential developments near
the Airport.
Chair Rovey asked if the parcel owned by Maricopa County Flood Control was a developable
parcel. Ms. Pederson replied that these types are parcels are typically not developable. Mr.
Friedman explained that the county secures properties to help mitigate 100 -year flooding and it is
a purposeful choice of the county.
Chair Rovey inquired about the Desert River 2 PAD. Mr. Friedman replied that the parcel
application has been circulated internally at the City and it is out for comment. Chair Rovey asked
about the parcel at the northeast corner near Desert Diamond Casino. Mr. Friedman explained
the parcel is county land and the owner did not want to be annexed. Chair Rovey inquired about a
parcel at the south end of the Airport at Ball Park Boulevard, which may be requesting a zoning
change to residential. Mr. Friedman was not aware of the matter but would send Chair Rovey the
name of a City contact for further information.
b. Amendment to the City of Phoenix General Plan to allow for the development of a single-family
community for lease to be called Village at Camelback Ranch
Mr. Newman reported that he sent a letter to Council on behalf of the Commission with the
Commission's recommendation regarding the proposed Village at Camelback Ranch and the
letter made its way to the City of Phoenix Planning Commission, who voted in favor of the zoning
change request. Mr. Newman stated that this matter will go before the Phoenix City Council on
June 24, 2020.
C. Desert River 2 PAD Rezoning located north of the northwest corner of 99th Avenue & Glendale
Avenue
Mr. Newman reported that he sent a letter to Council on behalf of the Commission with the
Commission's recommendation regarding the proposed rezoning of the Desert River 2 PAD. Mr.
Newman has not received a response regarding this matter yet.
d. Airport Rules and Regulations Revisions
Mr. Christianson gave an update on revisions to the Airport Rules and Regulations, which
included the following information:
• Details on the 2016 FAA Final Rule regarding the Standards for Aeronautical Use of
Hangars
• Rulings from two judgments:
• Glendale Airport Pilots Association v City of Glendale
. Valley Aviation Services v City of Glendale
• The Commission will review and make any recommendations to the document.
• City Council will make the final adoption of the Rules and Regulations.
Mr. Newman stated that the revised Rules and Regulations must be in acknowledgment,
agreement, and in consideration of the FAA ruling and the two Airport judgments.
Commissioner Aramian asked if the draft document has been vetted by Mr. Christianson and
followed the FAA ruling and the two judgments. Mr. Christianson replied in the positive. Mr.
Christianson stated that the City is proposing a definition of "aircraft" as slightly more restrictive
than the FAA's definition.
Commissioner Zomok inquired about compliance. Mr. Newman stated that staff will perform
annual hangar inspections and non-compliance will be addressed at that time. Commissioner
Zomok asked if there were any issues with current tenants. Mr. Newman replied that there are a
number of occupied hangars that will not meet the new standards.
Mr. Christianson displayed the revised Rules and Regulations and explained the proposed
revisions.
Commissioner Zomok asked about any prohibition of propane being stored on site or on a
recreational vehicle in a hangar. Mr. Christianson displayed the section regarding flammable
materials. Commissioner Zomok wondered who would monitor the compliance on a consistent
basis and if all Airport documents were consistent with the new Rules and Regulations. Mr.
Christianson will review Airport documents for consistency.
Chair Rovey asked if the revisions would be sent to every tenant. Mr. Newman stated that the
document would be sent to the hangar associations and posted on the City's website. Mr.
Newman explained, prior to finalization, public meetings will be held will with tenants to hear from
staff and for public comment and feedback.
Commissioner Zomok asked about the deadline for compliance once the Rules and Regulations
were approved. Mr. Newman stated that inspections would begin at the first of the new year,
2021.
Mr. Newman requested comments from the Commissioners within two weeks from today's date.
Chair Rovey asked if the tenants' leases require compliance with the Rules and Regulations. Mr.
Newman explained that there are leases with hangar associations and some with individual
tenants, and all must comply.
e. Possible vacating of the July 2020 Airport Advisory Commission meeting.

6. STAFF REPORTS
Mr. Newman provided the staff report. Highlights included the following:
AIRPORT FINANCIAL UPDATE:
• Airport Financial Update — 91 % of Fiscal Year through May 2020
• Projected Annual Revenue - $854,916
• Revenue YTD — $699,821 or 82% of budget
• Annual Operating Budget - $854,916
• Expenses YTD - $783,172 or 91.6% of budget
AIRCRAFT OPERATIONS UPDATE
• May 2020 Aircraft Operations: 8,531
*Approximately 2% above May 2019
• 43,008 for Calendar Year 2020; basically, flat compared to CY2019
Commissioner Aramian inquired about the CARES Act funds. Mr. Newman stated the funds
would be used for operations and maintenance.
GENERAL AIRPORT UPDATES
• Airport Projects and Outreach
• Staff is working with Dibble Engineering on the Statement of Work and fee for the
Taxiway Alpha Mill and Overlay project design.The target for issuing the Notice to
Proceed on the design is June 22nd.This will put the Airport on target to complete
design February 18, 2021 and complete the bid process by March 25, 2021.As a
reminder, the design and construction of the project will be funded mostly by FAA and
ADOT grants.
• FAA and ADOT Grants and Actions
• The Glendale Airport has been offered a CARES grant in the amount of $69,000.The
City Council accepted the grant on May 26th and the grant has been executed.
*Airport Issues and Events
• Two noise complaints were received in May.
• Construction has begun on the Fox Hangar.The contractor is currently constructing
the foundation and anticipates erecting steel by the middle of July.
• The runway was closed today from 5 a.m. to 5 p.m. for maintenance.
• While the Airport Administrative Office is closed to public access, staff continues to
serve the Airport community. Airport field staff continues normal operations while
practicing physical distancing. Administrative work is conducted via email, telephone,
and the Postal Service. Re -opening the office is scheduled for June 29th with
appropriate safety protocols in place. The reopening of the meeting room is uncertain.
City leadership is working though issues associated with public gatherings and
meeting space.
7. LUKE AIR FORCE BASE OPERATIONS
Mr. Padilla reported the following:
• LAFB has a new Commander, Brigadier General Gregory Kreuder.
• LAFB now has 100 F35s and the count is nearing the final total of 144.
• LAFB has taking a dip in flying due to COVID-19 but is on the increase again.
Commissioner Zomok asked if it would be appropriate to invite the new Commander to a
Commission meeting for an introduction. Mr. Padilla will extend the invitation.

9. FUTURE AGENDA ITEMS
None proposed.
10. NEXT MEETING
The next regular meeting of the Aviation Advisory Commission is scheduled to be held on August
19, 2020 at 6:00 p.m. in the conference room on the second floor of the Airport terminal building,
6801 N. Glen Harbor Blvd., Glendale, Arizona, 85307.
11. ADJOURNMENT
Chair Rovey adjourned the meeting at 7:21 p.m.
