1. CALL TO ORDER THE LOCAL POLICE BOARD
Chair Charles Erickson called the meeting to order at 10:00 a.m.

3. CITIZEN COMMENTS
There were no citizen comments at this time; however, former Glendale Police Officer Joshua
Carroll, asked if he could address the Board during Executive Session. Board Attorney Carrie
O'Brien stated that since none of Mr. Carroll's medical records were being discussed in
Executive Session, there would be no reason for Mr. Carroll to be in the Executive Session.
She stated, and Board Secretary Jim Brown agreed, that Mr. Carroll could address the Board
in open session before they voted on information pertinent to him.
4. APPROVAL OF THE MINUTES
The Board voted to approve the Public Safety Personnel Retirement System - Local Police
Board Minutes of May 27, 2020

5. NEW BUSINESS
A. Mr. Brown read the pertinent information from the application and the Board reviewed the
Application for Normal Retirement from the Public Safety Personnel Retirement System
(PSPRS) submitted by Mark M. Lankford, Police Sergeant. Mark M. Lankford has completed
20.003 years of credited service. He is scheduled to retire on August 29, 2020. He has been a
member of the Glendale Police Department since August 29, 2005.
The Board voted to approve the application.

B. Mr. Brown read the pertinent information and the Board reviewed the Application for
Enrollment into the Deferred Retirement Option Plan (D.R.O.P.) submitted by Carlos Cano,
Police Officer. Carlos Cano has 20.559 years of credited service. He elected to participate in
the D.R.O.P. on July 31, 2020 and must terminate employment with the City of Glendale
Police Department on or before July 31, 2025.
The Board voted to approve the application.

C. Mr. Brown read the pertinent information and the Board reviewed the Application for
Enrollment into the Deferred Retirement Option Plan (D.R.O.P.) submitted by James
Cunningham, Police Lieutenant. James Cunningham has 21.125 years of credited service. He
has elected to participate in the D.R.O.P. on July 30, 2020 and must terminate employment
with the City of Glendale Police Department on or before July 31, 2025.
The Board voted to approve the application.

D. Mr. Brown read the pertinent information and the Board reviewed the Application for

Police Officer. Jon C. Morris has 20.014 years of credited service. He elected to participate in
the D.R.O.P. on July 31, 2020 and must terminate employment with the City of Glendale
Police Department on or before July 31, 2025.
The Board voted to approve the application.

6. EXECUTIVE SESSION
Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an
executive session, which will not be open to the public, regarding any item listed on the
agenda but only for the following purposes:
(i) discussion or consideration of records exempt by law from public inspection (A.R.S. §
38-431.03(A)(2));
(ii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. §
38-431.03(A)(3));
(iii) discussion or consultation with the Board's attorney to consider its position and instruct its
attorney regarding pending or contemplated litigation or settlement agreements pursuant
to A.R.S. § 38-431.03(A)(4)
The Board voted to adjourn open session and go into Executive Session in order to review
confidential medical records and to receive legal advice from the Board's attorney at 10:08 a.m.
Mr. Brown asked Mr. Carroll to step out of the conference room for Executive Session.

A. During Executive Session the Board reviewed Medical Evaluations for two (2) New Police
Personnel:
1. Timothy Wesley Lyons
2. Jacob Matthew McMullin
B. Also during Executive Session, the Board consulted with the Board's attorney for legal advice
considering its position and to instruct its attorney pursuant to A.R.S. § 38-431.03(A)(3) &
(4) on legal issues relating to submission of documents to the Public Safety Personnel
Retirement System for Joshua Carroll.
After Executive Session, Mr. Carroll was invited back into the conference room.
7. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION
The Board reconvened in open session at 10:23 a.m.
8. CONSIDERATION AND POSSIBLE VOTE ON EXECUTIVE SESSION ITEMS
A. The Board voted to table the vote regarding the admission of two (2) New Police Personnel
into the Public Safety Personnel Retirement System (PSPRS) pending more complete medical
documentation from Banner Occupational Health Center.

B. Prior to the discussion and vote, Chair Erickson asked Mr. Carroll if he would like to address
the Board. Mr. Carroll spoke to the Board for several minutes outlining the timeline and events
leading up to his resignation from the City of Glendale's Police Department and his
subsequent Application for Disability Retirement from PSPRS.
Chair Erickson stated that he was recusing himself from any vote today because he had been
absent from the May 27, 2020 meeting, which was when the Board had voted on Mr. Carroll's
Application for Disability Retirement.
Board Member Justin Harris also recused himself from the vote.
Mr. Brown stated that the Board could vote to instruct legal counsel to submit additional
documentation to the Public Safety Personnel Retirement System regarding Joshua Carroll's
application based on the Executive Session discussion.
The Board voted to instruct the Board's attorney to submit additional documentation pertinent
to Joshua Carrroll's Application for Accidental Disability Retirement to the PSPRS
Administration office.

Mr. Brown advised Mr. Carroll that he would receive a copy of the documentation that is being
sent to PSPRS Administration.
9. BOARD COMMENTS AND SUGGESTIONS
There were no Board comments or suggestions.
10. NEXT MEETING
The next regular meeting of the Public Safety Personnel Retirement System Local Police
Board will be held on July 22, 2020 at 9:30 a.m., in the 4th Floor Conference Room, located
at 5850 W. Glendale Ave., Glendale, Arizona, 85301.
11. ADJOURN THE LOCAL POLICE BOARD MEETING
Chair Erickson adjourned the meeting at 10:31 a.m.

were submitted and approved this 22nd day of July, 2020.
