Meeting was called to order by Chair Sandi Truelove at approximately 6:00pm.

4. APPROVAL OF THE MINUTES
a. Human Relations Commission Minutes of March 11, 2020.
A motion was made by Commissioner Nellie Andrade, seconded by Commissioner
Kelly Carbello.

5. NEW BUSINESS
Before discussion of business items started, Chair Truelove mentioned that she has
created an Excel spreadsheet of "Action Items" items to keep the commission on
track of their tasks. No action was taken on the item or further discussion, other
than informing the commissioners of the spreadsheet that keeps track of the
Commission's action items. The action items on the spreadsheet have previously
been discussed and voted on at previous Human Relations Commission meetings.
1. Staff Liaison, Brittany Leslie gave a brief presentation in place of the Inclusion
Network Chair LeJeune Boone. The presentation mentioned who makes
up the Inclusion Network and when the Network meets. Events that the Inclusion
Network hosts are the Martin Luther King, Jr. event, Cesar Chavez events, Black
History and Women's History month events, LGBT Awareness, in addition to holding
Ted Talks and participating in a Book Club. Commissioner Smith asked when
events are typically held. Staff Liaison confirmed that events are held during the day
between 11:30-12:30 for staff to attend. This brief Inclusion Network presentation
was provided to the Commission to show what the Inclusion Network does and the
types of events the Network puts on that support diversity for City of Glendale
employees.
Commissioner Carbello commented saying the brief overview of the Inclusion
Network was what the commission had requested and had nothing further to add.
Chair Truelove asked if the commissioners had any other comments or questions on
the presentation. Commissioner Carbello mentioned that the Inclusion Network
doesn't necessarily pertain to the Human Relations Commission since they host
events for employees, but it would be nice to maintain a relationship in the event the
Human Relations Commission chose to host an event and needed help from the
Inclusion Network.
2. Staff Liaison, Brittany Leslie provided a follow-up from the 2020 Census
presentation given at the February 12, 2020 Human Relations Commission. The
first question was if the 2020 Census could add another Legislative Representative
to Arizona. This would depend on how much the state has grown since the last
count in 2010. The second question was if the 2020 Census would impact how
many council members the City of Glendale has. The answer to that would be no
because the City's Charter has a specified number of council members of 6,
however, the boundaries could be adjusted due to population numbers. Chair
Truelove questioned how the 2020 Census could impact boundaries in 2020, with
results from the Census not being calculated yet. Last question to followup on was if
the homeless population would be included in the 2020 Census. The answer is yes,
the homeless population will be included. No additional questions or follow-up
comments were provided.
3. Commissioner Carbello mentioned meeting with Terry Leyva Ruiz to discuss
putting together a Coding Workshop and getting additional information on that.
Commissioner Carbello mentioned being able to train trainers for financial literacy.
No additional followup at this time.

Commissioner Carbello followed up on the Badminton Intramural idea. Mentioned
she has full support from her Council member, and thinks the Intramural idea would
need to wait for the Fall due to the weather. Commissioner Carbello mentions
drafting a plan for these ideas or events that the Commission would like to host.
Chair Truelove encouraged commissioners to bring up the ideas with their council
members to gain feedback.
Commissioner Andrade mentioned that having a FAFSA training for those in the
community would be helpful and provide people that can help answer questions.
Commissioner Carbello asked if a workshop or event to be hosted by the Human
Relations Commission needs to go the GSC and the staff liaison said she would
need to confirm with members of the GSC. Commissioner Lentz mentioned seeing
a training for basic computer skills that may also be helpful. Commissioner Carbello
mentions that Parks & Recreation may host some type of training similar to this.
Commissioner Smith mentioned possibly looking into providing some sort of
certification for trainings.
4. Commissioners worked on the Strategic Plan of the Human Relations
Commission.
6. STAFF REPORTS
Staff Liaison Leslie mentioned that the request of the Commission for having a
Sharepoint or GoogleDrive to work on documents will go forward at the GSC
meeting scheduled for April 14, 2020.
a. This report allows the Staff of City Attorney's Office to update the Commission. The
Commission is prohibited from discussing or acting on any of the items presented by
the Staff since they are not itemized on the Human Relations Commission Agenda.
7. COMMISSION COMMENTS AND SUGGESTIONS
Commissioner Smith expressed having a clear direction and why the commissioners
are there and having the feedback from council will help moving forward.
Commissioner Lentz mentioned being at the Council meeting in 2015 when the
council was going over the expectations of the Human Relations Commission. She
commented saying good job to everyone for hanging in there. Chair Truelove also
said good job and thanked Commissioner Lentz for her comments.
Staff Liaison Leslie commented on the improvement of the commission on
recreating the strategic plan and feels good moving forward.
Commissioner Andrade looks forward to seeing the survey to see the history of the
Human Relations Commission.
Chair Truelove thanked everyone for attending the meeting and for working on the

Strategic Plan. She looks forward to a fantastic year with the results from the newly
created strategic plan.
Commissioner Smith had a suggestion for Staff Liaison Leslie to put all
Commissioners name and district on the Roll Call part of the Agenda. Because he
is not sure what commissioner represents what district.
8. NEXT MEETING
The next regular meeting of the Human Relations Commission will be held on April
8, 2020 at 6:00 p.m. in Conference Room B3, 5850 W. Glendale Avenue, Arizona
85301
9. ADJOURNMENT
The meeting was adjourned at approximately 7:38 p.m. upon a unanimous
affirmative vote on a motion made by Commissioner James Smith and seconded by
Commissioner Nellie Andrade.
