GLEN HARBOR BLVD. GLENDALE, ARIZONA 85307 AIRPORT CONFERENCE ROOM MAY 20, 2020 6:00 P.M. 1. The meeting was called to order at 6:03 p.m. 2. ROLL CALL Present: Chair Larry Rovey Commissioner Terry Aramian Commissioner Bill Eikost Commissioner Tim Topliff Commissioner Bud Zomok Absent: Vice Chair Quentin Tolby Also Present: Carl Newman, Airport Manager Roxanne Alexander, Management Assistant Kurt Christianson, Assistant City Attorney John Padilla, Luke Air Force Base 3. CITIZEN COMMENTS No citizens present on the Zoom call and no emails or voicemails from the public were received. 4. APPROVAL OF THE MINUTES a. Aviation Advisory Commission Minutes of February 26, 2020 Motion by Commissioner Zomok, second by Commissioner Topliff, to approve the February 26, 2020 Commission meeting minutes as written. The motion carried 5 — 0. 5. AIRPORT BUSINESS a. Amendment to the City of Phoenix General Plan to allow for development of a single-family community for lease to be called Village at Camelback Ranch. Mr. Newman presented information on a potential amendment to the City of Phoenix General Plan to allow for development of a single-family community for lease to be called Villages at Camelback Ranch. Mr. Newman displayed an aerial map of the site and the conceptual plan for the development. Mr. Newman's comments included the following information: The parcel of land is located at Camelback Road, near Ball Park Boulevard. On May 13th, the proposed amendment went before the City of Phoenix Maryvale Planning Commission, which disapproved of the development. On June 4th, the City of Phoenix Planning Commission will meet at 6:00 p.m. at Phoenix City Hall and the Phoenix City Council will also address the proposed amendment. This meeting is an opportunity for public comment on the matter. Chair Rovey asked if anyone from Glendale attended the May 13th meeting. Mr. Newman stated that it was a virtual meeting and he was signed in for most of the meeting. Mr. Newman reported that he spoke with a planner for the area who said that the Maryvale Planning Commission disapproved of the residential nature of the development and would rather see a commercial or retail development in the location. Commissioner Zomok asked if the Maryvale Planning Commission have a lot of weight with the City of Phoenix. Mr. Newman explained that the City of Phoenix Planning Commission typically follows the recommendations of the village Planning Commissions, however, the Phoenix City Council could make a different decision. Mr. Newman stated that at the last Aviation Advisory Commission meeting, the Commissioners contemplated obtaining direction from City Council. Mr. Newman asked if the Commission would still like to pursue Council input or hold on the matter due to the recent Maryvale Planning Commission recommendation of disapproval. Commissioner Aramian surmised the formal opinion should come from Glendale City Council, as it would carry more weight than if from the Aviation Advisory Commission alone. Chair Rovey suggested sending a communication to Glendale City Council indicating that the Aviation Advisory Commission sees the proposed residential development and amendment as detrimental in the long term and requesting that Council forward this stance to the City of Phoenix. Commissioner Zomok agreed and noted that formal communication would keep a record of the recommendation. Motion by Commissioner Zomok, second by Commissioner Eikost, to request that the Glendale City Council send a letter or communication to the City of Phoenix in opposition of the proposed amendment to the City of Phoenix General Plan to allow for the development of a residential, single-family community to be called Villages at Camelback Ranch. The motion carried 5 — 0. Mr. Newman will draft a letter for the Commission to send to the Glendale City Council regarding this item. b. Desert River 2 PAD Rezoning located north of the northwest corner of 99th Avenue & Glendale Avenue. Mr. Newman presented information on a proposed rezoning of the Desert River 2 PAD, which is located in the City of Glendale. Mr. Newman displayed an aerial map of the site. Mr. Newman reported the following information: The proposal is for a minor General Plan amendment to Multi -Use to allow the mix of commercial, office, retail, and multi -family and a rezone to Desert River 2 Planned Area Development to update the permitted uses, conceptual architecture, landscape design, and signage package. The proposal is requesting that multi -family be added with the condition that: 0 50 units per acre and 5 stories or more be permitted in Area A and B, and o Anything less than 50 units per acre shall be permitted, however a minimum of 3 stories is required and will be in Area A. Mr. Newman displayed an aerial map, which depicted Area A and B. Mr. Newman did not concur with the proposed development and stated that it was not appropriate for the location due to its proximity to the Airport. Commissioner Eikost agreed, citing the plan for 3 to 5 story buildings. Motion by Commissioner Topliff, second by Commissioner Aramian, to recommend disapproval of rezoning of the Desert River 2 PAD and to forward the recommendation to City Council. The motion carried 5 — 0. Mr. Newman will draft a letter for the Commission to send to the Glendale City Council regarding this item. 6. STAFF REPORTS a. • Mr. Newman provided the staff report. Highlights included the following: AIRPORT FINANCIAL UPDATE: • Airport Financial Update — 83% of Fiscal Year through April 2020 • Projected Annual Revenue - $854,916 • Revenue YTD — $641,918 or 75.1 % of budget • Annual Operating Budget - $854,916 • Expenses YTD - $732,966 or 85.7% of budget AIRCRAFT OPERATIONS UPDATE • April 2020 Aircraft Operations: 7,102 • Approximately 11% below April 2019 • 34,417 for Calendar Year 2020; 1.2% decrease compared to CY2019 Commissioner Aramian inquired about the CARES Act funds that the Airport received from the federal government. Mr. Newman stated the amount of funding was $69,000 and would be used for operations, maintenance, staff salary, and utilities. Mr. Newman explained the funds could not be used for capital projects without going through a lot of red tape. Commissioner Aramian asked if the funds need to be reported to the Department of the Treasury. Mr. Newman replied that FAA administers the grant funds and the Airport will report to the FAA. GENERAL AIRPORT UPDATES Airport Projects and Outreach o The selection committee unanimously chose Dibble Engineering to serve as the Airport's On -Call Engineering and Architectural Consultant. The contract in the amount of $4.6 million, funded mostly by FAA and ADOT grants, was approved by the Glendale City Council May 12, 2020. FAA and ADOT Grants and Actions o FAA, ADOT, and Airport Staff met virtually on May 7, 2020 to kick of the annual review of the Airport Capital Improvement Program (ACIP) process. The group conducted a general review of the 5 -year ACIP and focused on the Federal Fiscal Year 2021 project for the airport, which is a mill and overlay of Taxiway Alpha. o As announced in an email message from Mr. Newman to the Commissioners, the Glendale Airport was offered a CARES grant in the amount of $69,000. City Council will vote on acceptance of the grant on May 26th. Airport Issues and Events a No noise complaints were received in April. o Arizona Public Service (APS) completed the relocation of a power line which allows the Fox Hangar construction to take place. The power line ran through the footprint of the hangar foundation and floor. o The Glendale City Council approved an extension to the land lease with Fox Aviation on April 28, 2020. The extension increases the time for Fox to complete the hangar until December 31, 2020. Fox Aviation initially had 18 months to complete the hangar from the time the lease was executed. The 18 -month period ended November 2019. A couple of issues prevented Fox from starting construction on the hangar, including the need for APS to relocate its power line. Also, another tenant had equipment on the leased parcel until January 2020, preventing commencement of work. o While COVID-19 has been a difficult situation with which to deal, it has also provided opportunities. The Transportation Department, Right of Way Division was lent staff from two sources, the Parks Department and a private firm, Pro Steel Erectors. The Right of Way team put the extra resources to work at Glendale Airport. The two organizations did a great job of removing weeds along the west fence line and on both sides of Glen Harbor Blvd. The difference is amazing. o While the Airport Administrative Office is closed to public access, staff continues to serve the airport community. Airport field staff continues normal operations while practicing physical distancing. Administrative work is being conducted via email, telephone, and the Postal Service. o Airport staff and the Assistant City Attorney have begun the review and update of the Airport Rules and Regulations. The plan is to bring draft changes and updates to the Commission during the June 2020 AAC meeting for input before sharing them with the tenant base. Commissioner Aramian asked for further clarification of the On -Call Engineering and Architectural Consultant selection process. Mr. Newman explained the process as part of the normal City of Glendale and stated that a panel was put together to review submissions and select a vendor to design and manage the construction of projects in the Airports 5 -Year CIR Chair Rovey inquired about the fees for this service. Mr. Newman replied that the fees could amount to $4.6 million for projects costing nearly $20 million over the five-year period. Commissioner Zomok asked if the Airport was advertising that it was still open for pilots to fly into. Mr. Newman replied that there is currently no marketing of the Airport, however, this will be addressed as the Commissioners did included marketing as one of the Commission goals for the year. Commissioner Zomok inquired about any plan for full re -opening of the Airport. Mr. Newman stated that the Airport is following the City of Glendale guidelines and estimated that in mid- June, staff would be back working in the offices. Mr. Newman noted the appropriate protections will need to be put in place before staff will be back in the offices. Chair Rovey asked if the FBO and Airport tenants were open or closed. Mr. Newman stated that most of the tenants' operations are not forward facing, however some of the aircraft training operations have slowed down or stopped for a while. Mr. Newman announced that the Airport Terminal Building is open to the public, and the restrooms and the Pilot Shop are open. 7. LUKE AIR FORCE BASE OPERATIONS Mr. Padilla announced that LAFB has curtailed its operations. 8. COMMISSION COMMENTS AND SUGGESTIONS No comments. 9. FUTURE AGENDA ITEMS Commissioner Zomok suggested inviting a representative from Economic Development to an upcoming Commission meeting for a conversation on potential business opportunities at the Airport. 10. NEXT MEETING The next meeting of the Aviation Advisory Commission is scheduled to be held on June 17, 2020 at 6:00 p.m. in the Conference Room on the second floor of the Airport terminal building, 6801 N. Glen Harbor Blvd., Glendale, Arizona 85307. 11. ADJOURNMENT Motion by Commissioner Topliff, second by Commissioner Zomok, to adjourn the meeting at 6:50 p.m. The motion carried 5 — 0.
