Recall Petition
We, the qualified electors of the electoral district from w h i c h BART TURNER C O U N C I L M E M B E R BARREL DISTRICT _was elected, demand his recall.
The grounds of this demand for recall are as follows: (Name and title of office)
All council members agreed to prevent citizens from attending public meetings. This action is in violation of Arizona's 'open meetings law'. They replaced public attendance with public comments by phone or e-mail. Council has no authority to
make this change, it violates citizens' rights.
Council has broken its promise to citizens to keep Glen Lakes from development and, in the course of selling the land, betrayed us and violated law.
All council members conspired to violate the city's General Plan and state law in pursuit of selling the 42.8 acres of Glen Lakes golf course.
Council directed the rezoning to be a minor amendment to the city's General Plan. The Plan however indicates forty or more acres is a major amendment. To hide their actions, Council directed the planning department to divide the 42.8 acres into
three separate smaller parcels for rezoning. By this method the council can make any amount of major land use change per year. State law allows only one per year.
City council acted to undermine the General Plan by amending text that would affect scheduling of major land map amendments. It would remove citizens' right of oversight, which is referendum and recall.
