HOMELAND SECURITY GRANT FUNDING IN THE APPROXIMATE AMOUNT OF $6,500 ON
BEHALF OF THE GLENDALE FIRE DEPARTMENT AND AUTHORIZING THE EXPENDITURE
OF SUCH FUNDS FOR EOC OPERATION ENHANCEMENT REALLOCATION.
10. RESOLUTION NO. R20-58
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF AN
INTERGOVERNMENTAL AGREEMENT WITH MARICOPA COUNTY FOR THE EXCHANGE
OF ROADWAYS.

Councilmember Tolmachoff requested a presentation regarding the item.
Mr. Ebersole said the proposed intergovernmental agreement with Maricopa County would
exchange approximately 2.5 miles of roadway. Maricopa County wanted continuous control of
Olive Avenue and the City wanted control of Bethany Home Road, Sarival and Glendale
Avenues.

11. RESOLUTION NO. R20-59
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF AN
INTERGOVERNMENTAL AGREEMENT WITH MARICOPA COUNTY FOR THE MUTUAL
WAIVER OF TRAFFIC CONTROL FEES.
12. RESOLUTION NO. R20-60
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING THE ENTERING INTO OF A CARES ACT AIRPORT GRANT
AGREEMENT WITH THE U.S. DEPARTMENT OF TRANSPORTATION, FEDERAL AVIATION
ADMINISTRATION (GRANT #3-04-0064-029-2020), AND THE ACCEPTANCE AND
EXPENDITURE OF CARES ACT GRANT FUNDS IN THE AMOUNT OF $69,000.00 FOR

PUBLIC HEARING - LAND DEVELOPMENT ACTIONS
13. ORDINANCE NO. 020-32
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, EXTENDING AND INCREASING THE CORPORATE LIMITS OF THE CITY OF
GLENDALE, MARICOPA COUNTY, STATE OF ARIZONA, PURSUANT TO THE PROVISIONS
OF TITLE 9, CHAPTER 4, SECTION 9-471, ARIZONA REVISED STATUTES AND ITS

Ms. Bower read the ordinance by title.
Ms. Collins said the proposed ordinance would complete the annexation process for Annexation
Area No. 216, which consisted of approximately 234 acres of land and was located on the
northeast corner and southeast corner of Glendale Avenue and State Route Loop 303 and
northeast corner of Bethany Home Road and State Route Loop 303.
Ms. Collins said planned development included multiple buildings providing 4 million square feet
of commercial, retail and industrial distribution uses. The area included five (5) parcels. The
table below identified each parcel's General Plan Land Use Designation and Maricopa County

Ms. Collins said the most compatible City zoning district was SR -30 (Suburban Residence). The
applicant had concurrently filed a rezoning request (ZON20-09) for the subject sites and was
requesting to rezone the properties to PAD (Planned Area Development). The zoning request
would include an additional 107 acres that were already incorporated into the City
Ms. Collins said there was a range of fiscal impacts for an assumption of 50% warehouse and
50% manufacturing. The annual net benefit for the City was $860,000 based on a blended
average.
Ms. Collins said, if the annexation was approved, it would become part of the City's corporate
limits in 30 days.

ORDINANCES
14. ORDINANCE NO. 020-33
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING THE EXECUTION OF A UTILITY EASEMENT IN FAVOR OF
ARIZONA PUBLIC SERVICE FOR THE MACK INDUSTRIAL DEVELOPMENT AT 10500 WEST
GLENDALE AVENUE AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY
OF THE ORDINANCE.

Ms. Chapin said the proposed ordinance granted a new Utility Easement in favor of Arizona
Public Service Company (APS) over City property to serve the Mack Glendale Industrial
development located at 10500 West Glendale Avenue.
Ms. Chapin said APS would be granted the right to construct, reconstruct, replace, repair,
operate and maintain electric lines, appurtenant facilities and fixtures for the transmission and
distribution of electricity to, through, across, and beyond the City's property or for grantee's own
use.

recreational public trail for the existing New River Trail System.

16. ORDINANCE NO. 020-35

ARIZONA, AUTHORIZING EXECUTION OF A WARRANTY DEED IN FAVOR OF THE CITY OF
PHOENIX FOR A PORTION OF BALLPARK BOULEVARD SOUTH OF THE BETHANY HOME
ROAD ALIGNMENT AND WEST OF THE 107TH AVENUE ALIGNMENT WITHIN PHOENIX
JURISDICTION.

17. RESOLUTION NO. R20-61
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, FINDING AND DECLARING THAT THE MAYOR AND CITY COUNCIL DEEM THE
GRANTING OF FRANCHISES TO EPCOR WATER ARIZONA INC. BENEFICIAL FOR THE
CITY OF GLENDALE; AND ORDERING THE SUBMITTAL OF THIS FRANCHISE TO THE
VOTERS AT THE 2020 FALL ELECTION.

Ms. Bower read the resolution by title.
Mr. Bessler said the proposed resolution would place on the November General Election ballot,
the approval of a franchise agreement between EPCOR Water Arizona Inc., and the City to
provide water and wastewater services within the City boundaries. The franchise would
formalize the City's agreement with EPCOR for a term of 25 years.
Vice Mayor Malnar asked what happened after the 25 -year term ended.
Mr. Bessler said the franchise did not automatically renew and another election would be
required.

18. RESOLUTION NO. R20-62
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, ADOPTING A TENTATIVE BUDGET OF THE AMOUNTS REQUIRED FOR THE
PUBLIC EXPENSE FOR THE CITY OF GLENDALE FOR THE FISCAL YEAR 2020-2021;
SETTING FORTH THE REVENUE AND THE AMOUNT TO BE RAISED BY DIRECT
PROPERTY TAXATION FOR THE VARIOUS PURPOSES; ADOPTING CITY COUNCIL'S
FINANCIAL POLICIES; AND GIVING NOTICE OF THE TIME FOR HEARING TAXPAYERS
AND FOR FIXING TAX LEVIES.

Ms. Bower read the resolution by title.
Ms. Camacho said the proposed resolution authorized the adoption of the Fiscal Year 2020-21
(FY20-21) Tentative Budget, including the proposed Capital Improvement Plan (CIP). She said
six budget workshops were held.
Ms. Camacho said the proposed Tentative Budget for FY20-21 was $747 million and included an

operating budget of $444 million, a capital improvement budget of $175 million, a debt service
budget of $87 million, and a contingency appropriation of $41 million. The total revenue budget
was $667 million and the total transfer budget was $124 million. For the fifth year in a row, the
budget did not include an increase to the primary property tax rate.
Ms. Camacho said the resolution also provided notice of the following public hearings:
• FY20-21 Final Budget and property tax levy on June 9, 2020 at 5:30 p.m. at the Glendale
Civic Center
• FY20-21 property tax levy adoption on June 23, 2020 at 5:30 p.m. at the Glendale Civic
Center
A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember Ian
Hugh to adopt Resolution No. R20-62.
Councilmember Turner said it was unfair that half of the City's employees would receive a
cost of living adjustment but the adjustment would be withheld from the rest until later in the
year. He was still disappointed that approximately a year ago, money was shifted in the
budget without notice to increase the Mayor's supplies and services budget by $150,000.
The funding was being recommended by the City Manager in the upcoming budget. No
explanation had been provided and he would be voting no.
Mayor Weiers said it had been 5 years since the City had raised the property tax, and he was
proud of that. He said information on spending was available online. It was not additional
funding. A position in the Mayor's Office had been eliminated and moved to supplies and
services. Unused funding had been returned to the General Fund. He would be voting in
favor of the resolution.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Clark said the country had just celebrated Memorial Day. It was an opportunity for
everyone to recognize the sacrifice made by military members. She hoped children were being taught
the importance of Memorial Day.
Councilmember Turner reminded everyone to be kind and stay safe.
Mayor Weiers had been notified that the Coyotes' season would be resuming shortly. The Coyotes were
in the Stanley Cup playoffs.
